SPEECH OF
PRESIDENT RODRIGO ROA DUTERTE
DURING THE 9TH NATIONAL BIENNIAL SUMMIT ON WOMEN IN COMMUNITY POLICING
[Apo View Hotel, Davao City | 30 September 2016]

Maayong hapon. [Speaks Bisaya]

Well, let us begin with your work. I’d like to remind you that many years ago, I became… a lawyer in 1973 after the release of the Bar of the 1972 exams. And fortunately, I got… Fortunately, eh nagkukulang ‘yung sweldo ko, kasi itong vice mayor ngayon. May lactose intolereance. [Speaks Bisaya]

He could not reconcile his stomach with the ordinary milk for infants. So he has to take the S, S 26 something. I don’t know… S 26 milk. [Speaks Bisaya]

So they pay for sa prosecutor, barato kaayo,  just like you. That’s really the problem dito sa atin. Almost… it’s really money. That’s why the world turns around money.

I decided to apply for… Hindi, kinuha ako ni – forgot the name – but he used to be the police assistant of my father ‘nong governor ang tatay ko sa Davao. [Javier], si [Javier.]

I think he was the one who brought the POLCOM Academy here. Kinuha niya ako and nagturo ako. And until now, nagtuturo ako sa pulis. I do special lectures. Gusto ko ngang gawin nationwide.

Pero alam mo, pag nakinig lang, if you just listen, huwag ka lang mag-isip na maglakwatsa, tapos… sit down for a while, in about one hour, 30 minutes after my lecture, alam mo na kung ano ang buhay at trabaho ng pulis.

Hindi na ako gumagamit ng provisions because anyway tamad man talaga kayo. So, binisaya na lang. Pag sinabi, there are two significant features of the criminal system, insofar as the police is concerned. It’s really arrest and seizure. Arrest, seizure, confiscation. They arrest law, the law of arrest and seizure.

Makinig lang kayo niyan. For example, arrest, tapos may parang… matrix ako. Arrest, with warrant, without warrant. With warrant, court. Tapos delivery 9, 18, 36. Dito sa baba, with no warrant, committing a crime in your presence, about to commit, or in fact committed the crime. Or he’s a detainee whether under detention or by final judgment. Tapos dito sunod…

So sundin lang ninyo ‘yan. ‘Yan ang… ‘Yun na ‘yung pulis. ‘Yun na ‘yung… tapos dito extrajudicial killing. Sino mag-lecture niyan?

So, ‘yan. ‘Yan ang buhay ko. That’s why I… Kilala ko ang pulis. For the many years, forty years almost as a prosecutor and as a congressman and instructor until now. Kilala ko kayo. I don’t even… play with you…

I have the copy of… This will be the last that I would read publicly.

Ganito ka-kapal ‘yun. Pina-revalidate ko nang revalidate until the last office was the DILG, from the military to the police to the NBI, tapos may mga… Kagaya ng the case of Governor Espino. Hindi ko kasi ma-abot ‘yung linya niya. So I had to go public and ask for an apology. I may be wrong or I may be right, the problem is ‘yung NBI pati ‘yung pulis, at tsaka sa PDEA, seems to be fighting each other.

Pag ka-ganon, hindi ko mahanap ‘tong… Ikaw nga. May blur eh. So, ang sabi ko I will not go into this challenge if hindi ako sigurado because if I name you publicly, it would stain your life forever.

But itong nandito is the remaining… ang karamihan kasi ng nandito sa atin is police pati barangay captain, few mayors, maybe two congressmen and judges. ‘Yan ang problema.

And, tingnan mo ‘tong lista, ganon ang… each entry niya, each page. Pag nandito ka sa… Judge… Nandito pa. I’ll name him publicly. I heard that he was ambushed somewhere in… Nandito ang pangalan. [Judge Hector Salise?] Agusan del Sur. Case fixing.

Before I left, a week before, or days before he was reportedly ambushed and he was on critical condition. I don’t know what happened. I really do not know who did it but ‘yun ang mahirap. How do you solve the problem? Kapatid pulis, mga barangay captain. Patayin mo ‘to lahat? ‘Di mo kayang patayin ‘to. Naubusan…

Hindi kasi alam ng buong mundo o hindi alam ng mundo that there are about three million. The last time that PDEA came up with a data, it was about three years ago, during the time or before he got out, si General Santiago of the Army. So sabi niya, there are now 92 percent of the total barangays are affected, all throughout the country.

Hindi man niya masabing Metro Manila, all throughout the country. And we have something like three million. Incremental increase since then, hindi ko talaga… How many times… Ang Pilipino tinamaan kung ilan.

But let us take this presently. We move present tense, past tense ‘yun eh. Ang nag-surrender something 800 na ngayon. Still counting ako. By the end of the year, it may reach another one million. Ibig mong sabihin four million, when I talked to Widodo doon sa ASEAN Summit, he was also complaining that he was dealing with the drug problem in his country and sabi niya four million. [Hangad?] ko sa langit, eh look at–

Indonesia is a big country. It has something like… 240 million people. Ang Pilipinas maliit, although it is not contiguous, by the islands tayo. And yet we are also having an equal number of drug addicts. So by ratio and proportion, mas malaki tayo.

Now bakit umabot ang problema ng ganon? Umabot ang problema ng ganon because in the previous administration– I do not know since when but I was still a prosecutor and that was about 1997, ‘98 ako naging mayor, ’97 I was the vice mayor, 1996, just before I got out of the prosecutor’s office, I was already prosecuting [inaudible]–

And at that time, isang forensic lang expert. And he had to travel the whole of the region when he subpoenaed to appear in this court in Surigao. May kaso ako dito. Hirap na hirap ako. Kasi kung sabihin ng, I do not have the expert testimony of the forensics.

So, because he is in Surigao, testifying, he’s right now in Butuan. Defense would always insist on a trial if it is really favorable to him and he would assist on a trial and invoke the Constitional right to speedy trial.

So 40 times you cannot produce a witness because there was only one at that time… [inaudible] Ayon. Dismissed ang kaso. Napabayaan ang gobyerno. At ang mga administrasyon. I am not zeroing in on any specific administration. Lahat-lahat na kami pati ang akin.

Umabot ng, in a magnitude that we were unaware of. Hindi natin alam but in Davao City because I was really extra… judi… extra-strict. But ang horizon ko, ganon lang because I did not really bother to find out from other places.

Ganon. So when I was mayor, about the only thing that really stopped the criminal from rampaging throughout my city, ‘nong nagsabi ako, if you are a criminal, if you are a pusher, a drug lord, a kidnap for ransom, gun for hire… I do not give any, even if you’re a military, a police, a civilian. I will kill you. I was very

direct and for those who really went into it, maraming namatay na pulis pati military dito.

Why? Because of my mouth? Because dito protektado ang pulis noon. Walang pulis na-kompromiso dito na walang… may kaso, wala siyang abugado. Wala kasi… Once you are suspended… Now ‘yung mga officers kagaya kayo, two years… Still left hanging then you’re entitled to go back. But at that time, right after the filing, suspendido na ang pulis.

So in… ‘yan ang kultura ng Pilipi… ‘yan ang hindi nain–nitty gritty ‘yung… the entrails of the intricacies of the criminal justice system. Walang mga… lahat. So kulang palagi. Then add that to the threats noon sa police mismo, sa kanyang pamilya, tinatawagan, pinapakitaan ng picture. Diyan sa Davao nawala ‘yan. But still the Manila ganon.

I have lost how many policeman today? ‘Yan hindi tinitingnan ‘nong human rights kayo… And I have to go to every place, merong… I lose two policemen a day. Dalawang police ‘yan on the average, araw-araw. All over the country and yet I go there not only to show my grief but also to show solidarity with the soldiers and the police.

Kapag ganon magkaka-kaso-kaso, Ombudsman… Meron pang regional. Ulitin ko ‘yung ano… Ulitin ko lahat ‘yan. Meron pa kayong POLCOM, meron pa kayong local ‘yung… Below ten days suspension. Maloko ang police kung saan siya maghanap… Mabuti pa ang military, isa lang. Military, court martial or receiving courts.

Ang police on the administrative level of liability. He will go crazy where to go and how to solve this problem. Kaya kapag nandito, larga. Sige trabaho kayo. Just do your duty, period. Do it right period. Magpatay ka ng tao, simple lang. Fulfillment of duty, fulfillment of duty or in the performance of duty, duty connected…

So ‘yan ang sa pulis. So [Speaks Bisaya]. Matiyaga. O, matiyaga kasi alam nila na pag masabit—“Mayor, meron akong sabihin.” “Sige, ano ‘yan?” Judge… ‘Yung pamilya. Sabi ko, tutal patay naman ‘yan. Eh totoo naman, ito. Just compensation.

How many black people are dying everyday because they have been shot at without any rhyme or reason just because of the color of their skin. Hipokritong mga Amerikano.

Kaya maraming solusyon… Pag cooperation, bigyan mo ng pera may na-kidnap, in so many… Solved within 24 hours. Just give me a leader order and we will solve the problem. Kidnapping, ‘yung pinatay, ‘yung isa dito. Galing sila dito, nag-inuman together with the woman. ‘Yung babae… [inaudible] talking about it anyway, huwag na lang. Mga crimes of passion, ‘ika nga. Tinuluyan na lang.

What is really the problem in this country? One is the drugs, the second is… Sa akin panahon ko. Now that I am the President, maka-garantiya ako sa inyo. Just do it in the performance, in the fulfillment of a duty. Just do it right.

Even in my lectures, sabi ko, when you are in the performance of your duty and there is a criminal, if there is a warrant, arrest them by virtue of a warrant, and deliver him to the courts.

Kaya pag lumaban ka and there is a warrant, the warrant becomes meaningless because it is now the life of the criminal and the life of the police.

So sabi ko, if you are in the performance of your duty, serving a warrant or there is a person committing a crime in your presence or about to commit a crime in your presence, or as a matter of fact, committed a crime and there is a reasonable… that would push you to pursue a hot pursuit. There is a direct witness… ‘yung nakapula at ‘yung naka-t-shirt ng… nakapula ang sapatos, green ang pantalon, yellow ang t-shirt. ‘Yun ang kay buang na. Sasabit tayo diyan.

Pag ka lumaban, you know, this is the… Makinig kayo mabuti ha. The police in those instances about to commit, in fact committing or about to commit, then the warrant, you go to the criminals. Tapos, inaaresto kita, the duty of the police is to arrest him.

Now what is the essence of an arrest? The essence of an arrest is to place him under your custody as a law enforcement officer and bring him to the courts by virtue of a warrant or to the police station for proper disposition.

Now, if there is, ayaw, ayaw sumama… Lumalaban tapos mamatay kung mag-droga, ‘di unahan mo na because your duty now, making kayo ha, sabihin mo sa judge pati sa lahat ng abugadong pulpol. “Si Mayor told us na we must overcome the resistance.”

Because kung hindi mo ma-overcome ang resistance, either wala kang kwentang pulis, takot ka or hindi mo alam ang batas. Kasi you are now commanded by law, by the Constitution and by the law of God to take control of the criminal and bring him back under your custody–

‘Yung lumalaban, papaano mo ma-custody ‘yan. Then you must use the force needed. If there is a weapon, if it’s lethal, it can kill you and he refuses to surrender and offers a violent resistance. You just have to kill him. Ayaw man maglabas sa TV ‘yan… Parang ‘yung camera nila, automatic mag-sara. Patayin mo ang criminal. Ganon ‘yan. Especially ang media… They can–

Why would I talk to this guy? If I talk to this guy in obedience, para akong inutusan makipag-usap sa kanya. Then ano ang sabihin ng media? Baka… “winawarningan siya, kasali sila eh. Saan siya pupunta, anong ano, ganon .O ‘yung anak niya.”

How cruel is the world… So nevermind about ‘yung batikos sa inyo. Just do it. Maraming istorya eh. And they can spin their own or weave a tale of their own and they would insist to [inaudible]. Instead of maniwala sa atin, because there is the presumption under the law of due performance of a duty.

You do not have to guess that the police is into it or in cahoots with the criminal because when the police says that I arrested him because he was committing a crime. You’d have to take his word for it. Because under the law, there is a presumption of the fulfillment of a duty.

Alam ba ninyo… kasali ‘yan. So why do you have to bother to explain… “Baka lumaban, hindi nag-ano…” P*** umalis ka diyan. Sinabi ko na sa iyo na ‘yan ang nangyari. Ayaw mo making, ‘di hanap ka ng ibang istorya, akala mo ba maghanap ng witness. Look for another story, because they want another story. Sensationalism.

Akala mo tayo lang. Pati media. Kung may g*** scalawag dito, sus. Pera, pera lang ‘yan. Sa totoo lang. Sabi ko, gusto nilang ganon eh. May sabihin ako dito, putulin nila. Tapos ‘yun ang. I never named Obama.

I said, huwag ninyo akong, I said ninyo. Ito namang ano… tapos, peddling daw. Had to apologize publicly. But he was the anchor and he reported na… Kayo… Why should I bother… Bakit ako… Trabaho lang kayo. Ako na ang nag-garantiya ngayon, not as a mayor but as a President, if you do it legally, fine. I will support you to the end.

Huwag kayong matakot. The scourge of drugs has hit us badly, four million. Saan ba si Bong? Can give you the computation–

I will start with you. Pera, pera muna. Computation. Nong nasa ano ako, I had this guy, bright sa mathematics. Actually he was a billionaire. He was computing now. Ilang ang ano—They were there for a business ha. Kasama ko, delegation. To talk also to the businessmen of Vietnam. So ‘yung gabi. Mag-uwi na kami. Sabi ko, mag-kape muna tayo sa kwarto because I got the presidential suite.

Was 200 pesos. Kung everyday ‘yan, hit 200 daily, it would amount to 6,000 a month. Correct.

And there are three million drug addicts who’d be needing the fix because the body is creeping for it. ‘Cause there are three million, huwag na muna ‘yung 700,000, yung atin. It would amount to 18 billion times 12, it would amount to something like 216 billion a year.

Kaya ang krimen talagang bata, babae, rape dito. Hala doon. Because of the enormity of the drug, in numbers. Karamihan ito mahirap. Wala namang mayaman dito eh. Pati nga pulis ‘nong ngang ma-drug addict ‘yun. By the way, meron tayong, kayong dalawa ha. Policewoman. I have yet to talk to the… Either you, submit for… Ikaw, ikaw. Bahala ka. Wala pa ‘yung, the social cost.

Pag may… Pag tinamaan ‘yung anak mo, it will create a problem in the family. It will result in a dysfunctional family. Tapos, sige nakaw, walang ginawa. Until such time nandiyan na. He will rape his own daughter, sister. Alam ‘yan. Araw-araw na matanda na babae, he was alone, he was with my neighbor. Alam ng mga pulis, tanungin niyo.

Nire-rape nila araw-araw. Pinagti-tripan nila ang matanda. It’s really… almost a holocaust. Social holocaust. Extrajudicial killing, at whose behest? Itong mga Amerikano na hipokrito. EU. EU. ‘Yung mga Afrikano galing sa Middle East, mga Arab.

Noon pinapasok nila, ngayon sila naman. Nandiyan sa labas. Winter is coming. Napaka-hipokrito nitong mga… Sino ba… Amerika. Puti? Kayo nakaaral sa Amerika. Kayong mga police nakaaral sa Amerika. Mag-prankahan tayo. Ano ang ugali ng mga… bigotry. Still there. Eh pag-tanim talaga. Why are there so many victims?

At kung makapatay ang puti acquitted. Pag ka black convicted, patayin ka. Bata 17 years old, nakahiga na, binaril pa. Harap-harapan tapos… “Hoy Duterte,” dalawang senador… Nakinig ka lang doon sa [inaudible] pati ‘yung sa… you know it started in politics.

I do not have to mention the name of my political enemy. Noon kasi areglo na kami. Because the wife is related to me also pero sila ‘yan. Every may patay dito, sabihin nila, tanungin niyo ‘yung pulis.

That’s the easiest. Bakit ba… Sir… Sinalvage ‘yan. The word salvage gained notoriety. Salvage is actually ‘yung mga barko, the salvaging law. You salvage whatever is there na pagka-perahan. Then, [inaudible], the word salvage kasi murang, it’s… It’s a savage thing, salvage. Kaya naging byword ‘yan.

Pero, ‘yan talaga ang totoo. And yet the police, si… inyong hepe, matapang na… Kayo nandiyan. [inaudible] go out and work. Kasi ayaw kong… tamad. [inaudible] May nakawan diyan. Saan ang mga tao mo?

Ngayon, ganon dito sa Davao. May incentive. T*** i** bakit ko kayo bayaran. Trabaho ninyo ‘yan. Bibigyan ko incentive kasi for the next project, you can use the money, wala man ang pulis, wala intelligence.

Pag dating doon sa endgame… Doon. Pagdating sa istasyon mo. Ano i-liquidate mo? Tao?

Sir, saan ‘yung pera? Oo ba. Walang pera ang pulis. Liquidate mo. Use your initiative.

‘Yung iba napipilitan ‘yung may operation. Wala namang talagang… So, there will be changes pero next year. Ano itong SP? Special power of attorney? Special guard? Pinakialaman pa… Follow dito, European na inspector, inspector. Maraming inspector. I

[laughter] Ready to salvage. Pag baba ko na, sabi niya hindi. Baba mo, it’s a very hostile thing. Parang naka-ganon lang. [Speaks Bisaya] Palitan mo ‘yan kasi masyadong… [inaudible]

Kayo, ako laking pulis ako. Magtanong kayo ng matandang pulis. Karamihan diyan patay na. I was growing up… Oo, dito.

“Pulis kayo…”

Meron pa ako noon, the vignettes of a police life. Walang… Karag-karag…

Lahat halos ‘yan 100 percent. Puro ‘yan pinabuntisan, either ng pulis… [Speaks Bisaya]

‘Yun ‘yung… kaya ‘nong simula ‘nong may pulis dito na alam mo… Ang Davao City, [inaudible] I do not allow policemen to apprehend itong mga, prostitutes there. [Speaks Bisaya]

Wala akong nakitang successful prosecution ng commercial sex work. [inaudible] Sabi ko, stop it. So dito sa Davao, they are not allowed. Policemen are not allowed to… It’s a social problem. It’s not a crime and criminality… Walang hulihan dito. Basta ang deal ko lang sa kanila is report to the city head every week, have your self check, libre man ‘yan, then go out… [Speaks Bisaya]

Hindi ba tayo bata? ‘Yan ang problema diyan. Bakit nagkasakit ito… Paanong nagkasakit. Nireklamo… ’Di ba sinabi ko sa inyo condom. [Speaks Bisaya]

Wala naman. No more. Just do your duty. Huwag ka na magtanong ano. Basta pag magka-problema ka, the only thing that I ask of you is this: Do not lie to me. Magtanong ka dito na, karami kong pulis… Huwag mo akong bolahin.

Pag nagka-problema ka, sabihin mo, “Sir nag-barilan kami dahil… isa lang ‘yung girlfriend namin.” Tell me. Kasi p***, [tiwasan?] kita. Huwag kang lumapit sa akin na… Sabihin mo, “Sir, eh nag-operate kami kagabi sir. Eh pinutukan kami… tapos may tinamaan civilian.”

As long as it is in the performance of duty, if you squeeze your trigger M-16, at tinamaan mo ang kriminal, tinamaan mo ang buong mundo, okay ‘yan. It is ganito ‘yan eh. Where are you at the time?

But if you are in the due, due kayo, the correct, due is correct, in the due performance of duty, basta… wala ka ng… pag ang kriminal tutok ka lang sa kriminal… Patay ka ng lima doon sa likod, you are in the performance of duty. That is excusable. ‘Yung pulis pati army. Galit ako sa… Kaya ‘yung army pulis, mag… off duty, kung saan-saan dumadating, mag-inom.

Itong army naman p****, gusto kong kunin ‘yung… “Ano, ano?” “Army, army, ano, pulis ano?” Sila-sila na ‘yung magpatay. Nagbabarilan ‘yan sila.

Kalokohan na. Trabaho lang ‘yung tama. Trabaho lang ‘yung tama. Tutal, do not drink in public. Sabihin mo sa asawa ninyo, mga pulis. I do not want to see military men and police drinking in public with alcohol and intoxicating drink. Invariably, masama tingnan.

Just tell me the truth and I will take care of you. Military and police. Do your work, we have a serious problem. Dysfunctional families. 216 billion. Kaya ang krimen widespread. Hold-up dito, hold-up doon. Doon pa, maski saan. O kita mo ngayon, nawala. So almost… and ‘yung reduction sa crime. They died almost by 50 percent.

Now it’s a bit peaceful to work anywhere sa Manila. [applause] Huwag kayong makinig diyan sa human rights because ang human rights is always the antithesis of government. I have to go to Samar to condole—

Pero we have to establish the rules. Pag nadisgrasya, 20,000 immediate. May… wala akong pakialam sa benefits. Office of the President. 20,000 immediately ibigay ‘yan then 250,000 [applause] Totoo.

At tsaka ano talaga. Even during the days of the heydays of the [inaudible] itong mga hitman ng NPAs noon. I was the only one going to the funerals. Eh wala naman akong pera. [inaudible] 100, 200 tapos kandila. Lahat kasi paglabas noon… [inaudible] Full battle gear talaga ‘yan sila.

But since I was crossing the ideological border kasi ‘yung… anak lang kasi ako ng mahirap. Hindi mo ako pwede pilitin na ang… So I’ve always been sympathetic to the left. But itong left na ito, my hand, at sa dulo niyan sinagad nila, ang Communist Party of the Philippines. I am not a member of the Communist Party of the Philippines. But my social horizon kasi kami nagpunta lang dito, mahirap lang at na-experience even a demolition sa bahay namin. Sa likod ng Ateneo de Davao ‘yan… [kumpay?] ‘yan ‘yan, ‘yung [kumpay?] ‘yung parang kubo na basa, ‘yung kinakain ng horse, [kumpay?] tawag sa Bisaya. Ang tatay ko thought that it was a… [inaudible] [kumpay?] grows only in wetlands. May titulo na pala. But that’s a long story. Some day… I will trace why ang Mindanao ganito. It’s because of the imperialism.

Alam mo, nakausap ko ang left. Kita mo wala na tayong giyera. Nakausap ko si Murad pati Jaafar. So there’s a lull in the fighting there. Kinausap ko si Nur. Sabi niya “we have to talk.” Sabi ko “Get out there, maglakad ka lang,” sabi ko.

Sabihin mo lang na you want to talk to me. Walang huli sa’yo. That’s my order to the police and the military. Why? I am not a wartime President. My job is to seek peace for my land. So I have to talk to everybody. So natantiya ko na ang Mindanao pati NPA, they’re now talking in Oslo. As matter of fact, the Ambassador si Erna Solberg, Prime Minister ng Norway, called me to talk me about ‘yung sa hostage na [inaudible]

She was so profused in the return alive ‘nong– Hindi ako… Kaya ‘yung ibang noon, na mga military pati, they, they express resentment. Ano gusto ninyo magpatayan tayo habang buhay?

The insurgency problem started 45 years ago, I was still a student, I was listening to Maria Sison. Ngayon kita mo kung makaano sa akin. Kita mo nag-aaway kami, nag-mumurahan kami. Why? Because they violated  ‘yung ceasefire ano ko. Kaya nagalit ako. Hindi ako bata lang niya, I am just here. My horizons are left, because the horizons of a poor man. Kaya lang.. along the way that—I’ve must have done or my father must have something done good in his life and my mother.

You know, kayo all throughout the country [inaudible] Well, you should know that, maski sa lugar ninyo, wala ako ni isa barangay captain. In Luzon, in Visayas, ang Mindanao, and Davao City. Well of course, the barangay captains here. I got a 92 percent sa return ko sa elections. But in other places wala akong… and yet I won. So try to solve the riddle. Wala akong makinarya, it was a moribund political party. ‘Yun na lang ang, ‘yun ang kumupkop sa akin as a substitute candidate.

Wala akong makina, wala akong pera. So, try to solve, what is the riddle about? You read about messeging. So itong mga, itong, kayo, that is the platform that I promised to be.

Corruption in government must stop, and it must stop and stop it. Criminality pati drugs. So anong binigay sa akin ng tao? Yes how many? 15 million, what was — ‘yung the nearest guy near me, ano ang marjority ko? Six million.

So let’s solve the riddle. So let’s work, ibigay natin ‘yung sa tao, ‘yung mandate nila sa akin.

So sabi ko, three things I’ve been repeating it. I’ll repeat it again for everybody. In this presidency, wala akong illusions, wala naman akong perang nawala, wala akong kayamanan na sinasanla. I never lost any piece of land, I never got the whole amount of money in the bank. Wala ako, taya ko dito? I will stake my honor, my life, and the presidency itself.

As a matter of fact… impeachment, impeachment [Speaks Bisaya]. Go ahead. Wala akong problema. O at matanda na ako and besides, ayoko lang sabihin, it gives a bad taste in the mouth again. Susmaryosep, you know, akala kasi natin Palace with all the glamour, may security, sige ang, sunod-sunod.

On the day that I was declared winner by Congress, [Speaks Bisaya] How many days are you here? For how many days will you be here?

514? [Speaks Bisaya]

Okay, meron kayong establishment of a women police organization. Correct? Kailangan ninyo one million. Bong, bigyan mong 50 million. [applause and laughter] Tumahimik kayo. Okay, shoot ako. I’ll provide you the seed money. Tapos, let me go back first. Tapusin lang natin ‘tong lecture na ito.

Huwag lang ninyo ako sundin. Ako sinasabi ko na go out of my city noon. Ngayon, Presidente na ako, do not destroy my country. I beg off you. Do not destroy the youth of the land. I plead to you. Gawin mo ‘yan, I will kill you.

“This President has been heard on record to be threatening criminals with death.”

I’d like to just give a little lecture about international law. You know mga abugado. It was quoted that there are six lawyers who drafted your… You know it is not a crime in my country for a mayor or a president or a military man or a police for that matter to say. Criminals do not do it because they will kill you. There’s no crime.

If it is not a crime in my country, why are you bugging me with threats of international court of justice? International court of justice refers… genocide. That’s why you exposed your ignorance. It is directed at a race, a sect, religious members, or another tribe, another color, black, white, cleansing, purging. Those are the things that… but criminals… How many? 3,000, 4,000, 5,000.

When America went to Iraq together with the British forces. What was the excuse? Because their weapons of mass destruction must be destroyed.

You destroyed the country of Iraq. You killed Saddam and after an investigation by the British inquiry, there was none.

And you killed several soldiers. You bombed the four cities of a—Now it is a destroyed country. Napagtripan ninyo si [Kadafi], you had him deposed from his throne, so where is Libya now? There is no Republic of Libya. Is there a… it’s a ragtag. Ayaw ninyo si Saddam because Saddam was a strongman. Ayaw niyo kay Libya because he was strongman.

There’s another strongman, but my God, do not destroy it all together. Takot sila diyan kasi pasabugin ‘yung Middle East then kasali lahat. Ngayon si Assad, strongman ayaw ninyo. Assad is supported passionately by the Russians and the Chinese.

So kaya hindi ninyo matapos-tapos ang giyera. Everyday look at… on TV CNN, everyday bata. And who created the mess there? You. Many years ago, you went to the Middle East. Italian, German, American, British. You colonize the whole of the… pinag-partition ninyong lahat. When the time came, you divided the Middle East into countries, mga, by tribes hindi ba ‘yan o–.

Ngayon sumasabog. So where is peace there? Pumunta kayo ng Vietnam, pumunta ka— You were… you had your honor ripped in front of the world. ‘Yung [inaudible] between the balls of your– Takot kayo you, you know. Have been to Vietnam, it’s a beautiful country.

For those countries who went separate ways from their colonizer, they are improving and it’s a beautiful land. But how many bombs did you drop in Cambodia? Almost five million bombs. Look at the statements coming from the mouth – “We support President Duterte in his campaign against the illegal drugs.” Kayo hindi ninyo kaya [applause].

Me, I will not allow anybody to destroy my country, magkasala na kayo nang magkasala sa akin, huwag lang ‘yun sa bayan.

Okay. You’ll have your one million and magsiuwian na kayo bukas. That’s a— Medyo Bong, mag-ano tayo, magpa-hold-up ka muna ng bangko diyan [laughter].

Ilan ang ganito mo? We authorized your per diems tonight. I’ll pay your per diems tonight at 2,000 each [applause].

Pati kayong mga naghahanap ng lalaki– [laughter]. So I cannot give all of you this privilege, because it’s a very limited. But tingnan ninyong mabuti it’s a glock.

The one who supplied the—You have just been awarded, kasi nga alam mo, sabi ko, sabi niya, “Sige ito na lang ang…”  Kasi siya ang nag-supply. Sabi niya kay, pamigay mo na. You have just been awarded with one unit glock 30, 45 ACP. Guaranteed to destroy the balls of your husbands and boyfriend [laughter]. This is to certify that this unit is use for free on the occasion of President Rodrigo Duterte Roa… grateful recognition, in valuable contribution to the fight against drugs and criminality, courtesy Trust Trade.

May tatlo ako dito, and if you do not want a caliber. Usually ang Army kasi, ayaw ng, alam mo they have this fascination about 45 eh. You might want, you might opt to get a nine millimeter, depende pareho lang naman ang presyo niyan eh. But ito, this is actually part of the, alam mo pag mag-import ka and you use the, sila, may extra ‘yan for the malfunction and everything.

Hindi ako nag—that’s why I, that’s why, umabot. I never lost an election, umabot ako sa presidency. Wala akong, inyo, inyo wala akong ‘yung… Pero minsan mag-command conference ganon-ganon, ‘di salita ako guidance, instruction. You stay awhile, I’m going home. So meron ‘yang… the support to the police, ‘yung ganon. ‘Di si Bong magpa-pirma, eh pera ng gobyerno ‘yan eh. So the yellow sheet of paper… kay Bong Parker, [inaudible] Parker ballpen ha. Ikot ‘yan… basta pulis ha. Military hindi, iikot ‘yan, pagkatapos niyan pag ‘u’, pagdating…

Was there any written document and seconded by you, narrating the events that after now, [inaudible]. Yes, sir?

Can you produce it? You? Do you have it with you? Alam mo sagot ng g***? Sabi niya—Ano  ‘yung report po, ‘yung totoo talaga… [Speaks Bisaya]

Kung mag-abuso ako, you might… you oust me, okay. But, ako basta trabaho.

Ako, I’m not asking for your personal loyalty. I do not need it actually. Just reserve it for your country, for the flag, for the Constitution. Ako, okay na ako. ‘Yung sinasabi kong, honor, life, if I go. But there is one request that I would really earnestly ask of you. This is not personal.

If the problem of drugs because by the [inaudible] magnitude of the contamination will take years, if this problem would outlast me for one reason or another, mawala ako, mamatay ako, ganon, this is one request from your commander-in-chief: Huwag ninyong hayaan ang bayan. See to it na mag-usap na lang kayong lahat pulis pati military na whoever is there, in inconsequential ‘yan kasi by election naman ‘to.

It was not until I became president. Piniga ko talaga kayo. At ‘yung mga generals ninyo, pinag-sisibak ko. The truth, lumabas.

This is your country. If it is destroyed, if it runs into a gamut of so many historical [inaudible] patay ang Pilipino. Patay na, given the kanya-kanya tayo. You from Luzon, Ilocano.

I never lived in Cebu, even for a moment. I don’t know but because we traced our lineage for the father. So kung tanungin niyo ako Bisaya, actually, that is my mixture.

So huwag ninyong hayaan ang… hindi tayo mag-kaintindihan. Iba ang ating ugali, salita, idiosyncrasies and all, even the food, how we cook it. But alam mo, if you want just one, you have to stick to it. Kung gusto ninyo isa lang. Otherwise, magka-hiwalay-hiwalay tayo.

But our forefathers agreed at one time in our history to talk, to establish a nation. It included the Moro. Meron ho. Sabihin, hindi ba namin… We have to establish only one, protect one nation. Mahalin ninyo ‘to.

But the enormity, I said, of the problem sa drugs, it’s… Alam ninyo eh. Pulis kayo. Ilang mayors [inaudible], ilang mayors nasabit? Ilang mayors abusado? Ilang governors? Kita mo man ‘yan… ‘pag nandiyan na ang mga ulol, sigaw-sigaw, [Speaks Bisaya].” Mga ano ‘yan sila eh – they consider themselves a class above the ordinary. That is the problem in this country.

Once a man gets a position in government, nag-iiba ang anyo. [inaudible] Then starts with an Adventure. By the year end, they have Cruiser. Ganon. Anak ng… Pati ‘yung inyong gasolina, lahat nawawala. Pati ‘yung allowance ninyo, wala. But it will not happen during my time.

As a matter of fact, you will feel it in your, you can see it in your pay. Dagdag na ang sweldo. By next year, doblado na talaga ang sweldo ninyong lahat. [applause]

Wala akong hiningi ha. Kasi I am not asking for any. Kaya ko ang sarili kong ipagtanggol and whatever happens to me, I’ve always insisted all along that what happens to you is your destiny.

I never thought I’d make it as president. So pag namatay ako, na-assassinate ako, o natanggal ako, that is part of my destiny. So I don’t give a–

Natantiya ko lahat, except this one thing– May ano, in the Moro land, meron talagang ayaw. And so these are the scholars and the young guys. Sabi, ayaw talaga eh. Ayaw ng ganitong federal system because they want a nation of their own.

You know [inaudible] noong 1521, Magellan landed in Leyte. Brought with him the cannons, gunpowder, and the muskets – that’s the riffle by the time – and the weapons, mga swords. They were able to conquer the Visayas kasi patak patak e, pa-ganon. There was no one contiguous, except in Luzon.

But then again, because of the superiority of the firepower, we lost our native sovereignty to the Spaniards. They occupied this land for 400 years.

But they were looking at Mindanao, dito, because Mindanao was really below the… They sensed it at that time na bakit walang bagyo dito. And you have to worry about planting. Alam niyo.. ganon.

So ‘yung Spaniards, nag-birada sila. And maybe a few round because of the cannons were able to overwhelm the Moro people. But on the long ano, they could only establish Fort Pilar in Zamboanga. But the Moro continued to fight. So, massacre after massacre ‘yan.

When the Americans came, stayed there for 50 years because Spain lost in the American-Spanish war. One of the concessions na-concede was itong Mindanao. Hindi nila makuha. Lumalaban talaga. Ayaw talaga. Why? Unlike in the Visayas and Luzon, walang poste. But here in Mindanao, there was already a post of unity, lahat and what was it? Islam.

Pasukan mo na ang [inaudible] the crusades, ‘yung mga crusades noon sa Middle East, same. So dito, they resisted. And along the way, the Americans, sila kasalanan nila, pinagkukunan nila ng pictures.

And one, ‘yung the indecency of these guys. One of ‘yung mga postal cards nila, ‘yung magka-uso pa ‘yan – ‘yung Amerikano nakatapak sa ano ng babae, sa pile of bodies there.

Kaya makita nila ‘yan, sabihin nila – there was this ANC, sabi nila, “Si Duterte is wrong.” Sila si Tatad, sila… ‘Yung mas marunong. Mas mga marunong sila Lozano. But actually, nasagot na ‘yan and it’s not really come from me. Sabi ko, “Why?” Sinabi ko na.

That was century ago. One hundred years. Ang sagot nila, scholar… It is happening until now. And for as long as I’ve seen the Americans in the military camps, we will not talk to… We will talk to you but not about negotiations of peace.

Tapos sila ‘yung… ‘Cause there are so many– ‘yun lumabas na sa Facebook – piles of bodies and ‘yung mga massacre. And in Samar sa… Balangiga. They took the belfry doon sa, ayaw isauli. But at the time the massacre occurred, 10 years hold up, pinatay nila.

Where did we get the photo? American archives. Eh may mga enterprising talaga na… Eh ‘di ba sila ‘yung nag-picture-picture? Eh, kasalanan nila. ‘Yan ang totoo.

Sabi nila, “Si Duterte, anti-American.” Sabi ko, maybe at one time, if I can convince them, if I can get together, with them in a table, I would ask the Americans to leave Mindanao. I never said Philippines. You review the–

Ano ba ‘tong media, susmaryosep. That’s why hindi ako nagkikibo. You believe in what you want believe. Say it what you want to say. I don’t give a s***. Kasi ganon eh. Anong sabihin mo, iba ang lumalabas. That’s why.

So we have a problem here. Ang Abu Sayyaf, no way that I will talk to them. And sila rin, ayaw rin talaga. Ang akin lang sana, if I said, hindi tayong pwedeng mag-usap, sabi ko sa Moro, at least we minimize the slaughter. Kung maari lang. Kung maari lang.

We’re enjoying the… ‘Til now, walang NPA. But maswerte tayong taga-Davao dahil ang mga taga-Davao na pulis, in and out sila. Kung minsan, nagho-hostage, pero you know, I start to blow, release kaagad ‘yan. Eh kasi, we’re on the same wavelength sa paningin namin sa buhay. But it doesn’t mean to say that I am a member, that I want to destroy my country by armed struggle. Kalokohan ’yan.

Nandito lang ako, I’m a socialist, I’m a leftist. Correct. Doesn’t mean to say that I will also participate in destroying my country, lalo na ‘yung president ako.

So ‘yun ang ano ko sa inyo, do not abandon that. Do not ever, ever, huwag kayong mag-kumpiyansa. Kapag nawala ako, I will just leave the problem hang, it will destroy the generations. Tandaan ninyo ‘yan.

So with this, this will be the last. Marami ditong… Ito, puro barangay o. Anak ng… SPO1, SPO1, SPO1, Pangasinan. SPO1, ARMM. QCPD. QCPD. Leyte. Northern Samar. Leyte. Ormoc. Samar. Ormoc. Calinan.

‘Yan ang ma-engkwentro ninyo. So good luck. Makapag… Mag-barilan kayo… I expect that you will do your duty and that  you have to survive, you have to kill. I could understand that. And I am just at your side, at your back and you will be protected. Otherwise, mag-[inaudible] tayo nito kasi wala ng mag-trabaho. But [inaudible] kita mo mga pulis.

Alam mo kasi, ang nakasira, alam mo pulitika. ‘Pag mayor na, meron na siyang bodyguard na pulis, lima. Dagdagan pa ng military ng tatlo. He moves around like a… warlord talaga. Tapos ano, [inaudible].

O kita mo, noong dumating ako, sabi ko, p****** i** ninyo. Kayong mga pulis, you return to your mother unit. Army, umuwi kayo doon sa kampo. Sabi ko sa mga mayor doon, I’ll give you 24 hours or I will kill you. O, agad-agad sa Crame, [Speaks Bisaya] Hala. Nawala ang pagka-superstar ng mga p****** i**, b******. Sabi ko, walang army army. Wala, umalis kayo diyan. Wala na silang protection. Now they feel naked. O, ngayon alam nila sisilipin ko ‘yung intelligence fund ninyo. Sisilipin ko ang discretionary fund ninyo.

Bakit nawawala ang pera ng tao? Diyan. ‘Yung intelligence fund na ‘yan, diretso ‘yan. Sisilipin ko ‘yan. ‘Pag wala akong nakita doon na umaabot doon, ‘pag tanong ko, [inaudible] halika dito. Anong naibigay mo? Pagka wala, bantay ka sa taas. Basta, kung ano lang ‘yung tama, especially graft and corruption. Mag-tiis muna tayo.

I will give you everything you need to defeat the MI. And I will not. Sabi ko sa inyo, hospital. Kita mo hospital ninyo?

And I gave you about a new building. Five billion. Bidding-bidding. Corruption ‘yan. O, pero pulis man ang. V. Luna, pwede man kayo doon.

But anyway, let me see kasi unahin ko ‘yung mga kampo-kampo. Kawawa kasi. And I said that na kinonvert (convert) ‘yung presidential jet sa… Ginawa kong ambulance. Maski dalawa, tatlo o isa. I want my soldiers alive… Saka dito, walang… ‘Pag nalaman ko, I take care.

Sa ospital, para mag-sabi, “sir, may problema ako.” Bakit? “Buntis ako.” Tapos? “Pulis man po ‘yung nakapag-buntis ako.” T*** i**. Halika, pulis dali. Patingin ng mga–

May gusto akong ikwento sa inyo. But can you take it? Isang araw, may pumuntang… Alam ninyo ‘to. Alam ninyo ‘yan.

Tapos sabihin, “RD, may babae dito, ‘yung pulis mo, pinabuntisan tapos tinakbuhan. Sabi ko, ayusin mo ‘to, pakasalan niya. T****** ‘yang pulis ‘yan.” Siguro, may kumpiyansa ang buwang, guwapa tapos you know. “Papuntahin mo lang dito, papuntahin mo dito mayor.” O sige ha, o ito ‘yung pangalan. [Speaks Bisaya] sa RD sa regional nila, mag-sumbong ka doon, ayusin mo.

Nakalimutan ko na ‘yun. Kasi alam mo ‘nong asawa ko… anak ko diyan sa Abreeza. Pagdating namin diyan sa aming coffee, famous coffee ‘yan sa kanto, palabas ng gate. “Mayor…” Naka-shorts. Naka-shorts tapos sabi ko kay Bong, “Sino ‘tong g**** ‘to?” Sabi niya, “’Yung ano.” Sabi ko, “O, kumusta?” “Ah, okay ako, mayor. Nag-pakasal na kami.” “Sino, ‘yung pulis? Nandiyan?” “Hindi. Iba.” “Sino?” “Nag-pakasal na kami ni RD.” [laughter]

Hindi, alam mo, now, sabi ko, I know na bakit ayaw pakasalan. ‘Di nagkita kami diyan sa hotel sa Marco Polo. Nasa lobby ako “Mayor.” Tapos nag-embrace. Parang kapatid o, parang, tapos beso-beso. Sabi ko, “Huwag, huwag maraming tao.” Naka-shorts siya palagi. Sabi ko, “Bakit nandito ka? Naka-inom ka ‘no?” Lasing. Tapos, “Sino kasama mo?” “Yung dalawang pulis, bodyguard ko.”

That is the little vignettes of life sa pulis. It has destroyed the family, destroyed the careers of the police and some military men, and it is evolving before our eyes.

I do not talk to, ‘yung ganon na style. Pa-importante.

Tapos pina-armor. Sabi ko, medyo mabigat man itong ano…

Noong mayor talaga ako, hanggang ngayon mag-daan ako, “Mayor.” Tingnan mo, hindi mag-sabi ‘yan, “President Mayor.” Minsan, mag-baba ako, makikain. Ganon ako mag-isa. Nagdadala ako ng baril. Alangan namang if I go out, yung 45 ko, talaga, ako lang mag-isa.

Mukhang may mga nars diyan na mag-duty. “O, ma’am” [inaudible] May taxi man ako. “O sige, saan ka ma’am?” “Ano, sa San Pedro.” Naka-cap ako. Pag-dating doon sa, pag-bayad, okay na. Tapos makita, makilala… [inaudible] ang security guard. [Speaks Bisaya] “San Pedro?” [inaudible] “Magkano?” Tingin sa akin. Tinanggal ko ‘yung cap ko. Sabi ko, “Sige, ma’am, okay lang.” “Susme.” [Speaks Bisaya]

Hindi, uuwi na ako. Your per diems, you’ll get it maya siguro. Maya-maya. [applause]
