SPEECH OF
PRESIDENT RODRIGO ROA DUTERTE
DURING HIS MEETING WITH THE FILIPINO COMMUNITY IN RIYADH, SAUDI ARABIA
[Delivered at Riyadh Marriott Hotel, Riyadh Saudi Arabia | 12 April 2017]

Salamat po. Sit down.

I have to reintroduce your government officials or workers in government kasi para makilala ninyo, spend time with me in coming here.

At ang unang tatawagin ko po ay si, ‘yung nag-introduce sa akin, isa itong Ilocano taga-Isabela, Secretary Silvestre Bello [applause]; ang sunod po ‘yung ating Department of Affairs Secretary Enrique Manalo [applause]; at ating laking Cotabato ‘to pero Ilocano ancestry, Secretary Delfin Lorenzana, the Defense Secretary [applause], isang heneral po ‘to noon.

When I was the Mayor of Davao City, eh bata pa rin siya noon, he was assigned in my area at siya ‘yung nagdala ng Scout Rangers doon, panahon ng magulo na Pilipinas.

Ito po’y laking Cotabato City and sabi ni Pastor Quiboloy nga, classmate niya ito si Delfin Lorezana and he was the valedictorian of his class.

Si Secretary Ramon Lopez po, siya po [inaudible] Go Negosyo [applause]; he’s now connected with government, ‘yung sa small scale and medium industries. Siya po ‘yung pinag—I’m spending billions dito sa gustong, ‘yung kayong umuwi at nagkaroon kayo ng idea, we will support the small medium industries para turuan muna kayo tapos nagbubuhos ho ako ng pera diyan.

Pahiramin kayo ng gobyerno at well in the fullness of God’s time, Inshallah you have to pay the government. But he is very good.

Another Secretary po sa Department of Transportation, classmate ko po ‘to law school sa San Beda, ito ‘yung valedictorian namin, Arthur Tugade. [applause]Ilocano galing Tugegarao.

Ito bilyonaryo na ‘to. He’s well-known. On his own, he’s already a billionaire.

[applause]

At isa pong another Ilocano. Marami po sila dito sa Cabinet ko. Because sila ‘yung mahusay eh. Si General Esperon, he’s the Secretary… National Security Adviser ko po.

Then isang gwapong lalaki, pwede niyo itong pakantahin maya. [laughter]Actually, I don’t know saan ang gusto niya, hindi ko alam. Mag-Chief Presidential Legal Counsel o meron pang… mas gustong mag-artista pati… Singer, singer ‘yan siya. We have Secretary Abella, ang Presidential Spokesman. [applause]

Si Secretary Abul Khayr Alonto from Mindanao. [applause] Mindanao Development Authority. [applause] TESDA ho.

Another Ilocano at magiging Cabinet member ko one of these days. I have to talk to him. Si… ito ‘yung pinapadala n gating gobyerno noon, na particulary at the time ni President Gloria Arroyo, ‘yung may mga mass evacuation. Siya ‘yung inuutusan, si… general ito noon. General Roy Cimatu. [applause]

Ilocano rin. At ito naman ay taga-Maynila. Sila dito husband and wife. Senator Alan Cayetano [applause] and his lovely wife, Mayor Lani Cayetano. [applause]

Alam mo sa lahat ng travel ko abroad, nandiyan palagi ‘yan si Senator, he’s with me. Also as an adviser, sa lahat na bagay. And always kasama si Lani, they are inseparable.

We only know her as Imee. Kanina ko lang talaga nalaman. Imee Marcos.

Ang pangalan ni Imee Marcos is Governor Maria Imelda Josefa Marcos. Otherwise known as Imee. So beginning today, I would address you as Josefa. [inaudible]

Then we have the MMDA Chairman noon. He ran for… but he will be running again. Si Francis Tolentino, he’s a lawyer. [applause]

At mahal kong kababayan. Outside of the ASEAN countries, kasi I had to travel to visit every member state because we are hosting the ASEAN summit this year.

So I had to go out and got the feel of everybody, the heads of state or whatever. Dito sa programa na gusto nilang ipasok so that when the time comes [inaudible] meeting, wala na hong mga… smoothly na. At pinag-aralan na namin lahat kung anong… what comes up, what goes down dito sa aming ASEAN, very important ito po sa ating bayan.

But outside of ASEAN, I have received so may invitations. I would not name the countries because they might, you know—Tinanggihan ko lahat.

But ako ho ang namili dito. And I was very gratified that the Kingdom of Saudi Arabia, the King invited to visit you. [applause]

You know, let me explain why. Nakalimutan ko. Brod ko ‘to. Pareho kami. My lola is a Maranano. Kapwa ko Maranao ‘to. Si Dubs Mamao. [applause] Dubs wala ka sa listahan. Saksakin mo ‘yung—

He’s a, he’s my classmate sa San Beda and on top of that. He is my fraternity brother. [applause]

So marami dito ang Ilocano pati Maranao. Wala nga akong nakitang Bisaya. Ako lang. Ah, Martin Andanar. Mas gwapo ‘to.

Well, I… it is of our national interest that I visit first the Kingdom of Saudi Arabia. You are not just citizens of the Republic of the Philippines. You are the assets.

Ang ating gross national product is medyo malaki. Part of the economy of the country, part of the money that is driving the economics of our country are the remittances that you sent to the Philippines.

Importante talaga na makausap ko sa… [inaudible] [applause] And I am very happy that the warmest of all warm welcome, dito nakuha ko sa Kingdom of Saudi Arabia. [applause]

And in the days to come, they have promise to pass legistlations that would really improve your lives are better that what was before and I’m almost[applause]

I could only count Allah for bringing me here in this country.

Marami ho silang, marami kaming pinagusapan. It would take all evening to [say?] them all. But in the days to come malaman din ninyo.

So nauna ako dito. Not only because the Kingdom of Saudi Arabia is a very important ally. We have to build bilateral relations in the fields of economy, trade and commerce, investments, and to think that we get our, most of our oil in this country. They are fueling our industries.

So ‘yung inuna ko talaga ‘yung pinaka-importante sa ating bayan. Filipino workers, their welfare, and the importance of really establishing alliances. We have agreed on so many things. It would be a shortlist if there is a publication of this thing but you will know when it is there.

Ngayon, pupunta na lang rin ako ng Qatar pati Bahrain because it’s nearby and there are also Filipinos.

Ngayong… bakit ako nanalo? You know, sa totoo lang, magkababayan man tayong lahat, huwag na tayong magbolahan. Hindi man ninyo ako kilala. [inaudible] taga-Davao, taga-Mindanao. But kayo hindi niyo ako kilala.

And I got almost 16 million, the six million was my sheer majority above Roxas. Hindi ko ma—I cannot even fathom. Hindi nako maka-[inaudible].

I cannot stretch deep enough to get why, when ako naman walang pera, hindi niyo kilala, ang partido namin PDP, and it was just a minority sa Pilipinas. Kokonti lang kami. And I carry the banner of PDP.

\But what was the rationale or the reason behind bakit ako nanalo ng ganon karami. [applause] Alam mo kasi, I did not make any, so many promises. Wala akong… ako ‘nong presidential debates. If you have, nanuod kayo ‘non. I just had the bullet, sabi ko lang. Kasi sanay rin ako na, you know, I’ve been a trial prosecutor all these yours.

I knew that the one and a half minute given us, you cannot give us anything. So nung sinabing you are only given one minute and a half, nag ano na ako, na bullet lang, statement.

So ang una kong sinabi sa inyo, what was the reason, the rationale? It was in the messaging. Nanalo ako sa ‘yung nilabas kong pangako, which I consider very, very sacred. Why? Sabi ko sa inyo, I will stop corruption in government. [applause]

At kayong nakauwi na doon, at kayong, you have already, maybe stayed there a few days, even at the airport, I prohibited opening of baggages and inspection. [applause]

Kami nung mga mayor, kaming mga congressman, governor, we are waived through. Magsaludo pa. ‘Sir.’ Despite of the train of our luggages.

So all thee years—but there was one time, a returning OFW from, I think from Macau. May dala-dala siyang [inaudible]kasi maliit lang ‘yung TV eh.

I never tasted the luxuries of life just like ‘yung iba. Probinsyano. Ito namang lahat dito, probinsyano actually. Bebot is from Isabela, Tugade is from Tuguegarao. Lahat ‘yan. Esperon is from Pangasinan; Roy Cimatu is Ilocos Norte. You know, mahirap lang.

When I was mayor, they were all assigned. At one time or another, dumaan ‘yan sila ng Region XI, including Davao.

Na dumating kami sa Davao na walang wala tapos we had to build a shanty just behind Ateneo de Davao University. Eh wet land ‘yan noon eh. And to think that we suffered a demolition, kuwan, eh you’d never believe that a wet land it could be titled in the name of private persons. It could be a government land or public land.

Kaya ako nandiyan pa, I was 4 years old. Maalala ko ‘yung demolition and I could remember my mother crying. Pati ‘yung kapatid kong babae. But hindi ko malaman, wondering why they were crying at ang tatay ko, sat there in the, one of the sari-sari store in front of the —‘yung bahay na itinayo and I just looked at it aimlessly. Wala naman siyang sinabi. Hindi ako nagbobola, totoo ‘to. You can ask anybody at saka magpunta kayo doon magbisi-bisita kayo sa bahay ko.

I mean, I could afford now. Maybe I could borrow money. But the problem is, sabi ko nga sa anak ko, pati mga kaibigan ko, biro-biro, sabi, matanda na ako 72 yrs old and I do not want to burden my family paying the rest of the amortization. Okay na ako dito sabi ko.

So ‘yung babae naala-ala ko. P**** i** mo, sipain kita dito ngayon.’ [applause]

‘Di ako nagyayabang. Of what use would it be to me? Magyabang ako sa inyo. Di na ako makatakbo. I know I will not remain popular all throughout if I could live until five years and a few months from now. InShAllah. So okay lang. They don’t even need a mayor. They can afford to have, hire their own mayor. Kaya ang tao muna.

So itong corruption, I have fired many, I even fired a Cabinet member. Nag meeting kami lahat. At early on, nung first meeting namin sa Cabinet, sinabi ko talaga, no corruption.[applause]

And if he was not into money making, diyan pa sa papel, diyan kami nagtalo at sabi niya, hindi daw niya alam. Kaya ako nag — sabi ko, “you’re lying, you’re fired. Get out of this room.”

Sabi ko, the first whiff of corruption, tatanggalin kita. And I also fired another one.

Tell me the truth. Sabi ko[inaudible] p***** i** ninyo. Right on that meeting, director. Tell him to tender his resignation within two days. So ang nilagay ko si, military nung kaka-retire lang Chief of Staff. Si Visaya. And I will be firing more, ito na yung mga directors levels, talagang tatanggalin ko lahat. Sinabi ko, no corruption. [applause]

I would not hesitate to really humiliate you.

Pero ako, nabigla talaga ako. And the other one I fired was with me when I first ran as mayor in 1988l. I’ve been mayor for 23 years sa Davao. I have never lost an election, actually. I was once upon a time a congressman also. [inaudible] re-elected and re-elected and re-elected. [applause]

Ngayon, I would not have filed my certificate of candidacy. Pero I really do not know. Maybe it’s because of destiny.

Napatakbo talaga ako, pumayag rin siyang tumakbo ulit. Si Inday. So ‘yung kapalit ko doon, ‘yung mayor, ‘yung anak ko. Iyon ‘yung nanununtok ng sheriff. Nambubugbog talaga ng mga tao eh. Maldita ‘yan. In the family when she talks, ako tatay, ayaw ko makipag-away ng anak kaya tahimik na lang ako. She’s doing good and huwag ninyo magkamali kayo, patakbuhin ninyong presidente ‘yun, bubugbugin kayong lahat niyan.

Anyway, ‘yun mga, the tenets of life. Maybe.

I’ve said the long… The beginning and the end of my term as President would always be public interest. Nothing higher, nothing lower. Diyan ako nakatutok.

So I expect everybody to work and if you are in government, work hard. And if you have been used to extra income, kagaya ng… Hindi naman lahat. Customs pati BIR, do not. Do not.

[applause] Atty. Dulay.

You know, when we were studying law, magkaiba-iba kami ng eskwelahan. Puro Ilocano. Isabela, si Dulay, Baguio.

Sa harap naman, ako pati si Yasay. So Yasay studied UP sa padre Faura, sila sa Ateneo, ako San Beda. But we mixed each other very well. Totoo. Si Bebot islanded estate ito o. Ako lang ang mahirap diyan sa — kaya I never signed anything. Andyan man in front of the public eh.

‘Yung isa talaga, ‘yung nanay ni Inday, she is a half-German, half-Filipino Si Zimmerman, naghiwalay kami noon. Si Elizabeth. Tapos, ‘yun annulled talaga. It was an annulled marriage.

Anyway, ‘yun. So lahat tayo nawalaan ng income. You take so much money before to buy car for all the children, maybe buy a house, but hindi na pwede ‘yan ngayon kasi nagbabantay talaga. And the reason why I fired the other guy, even the whiff, not exactly na magkapera ka.

No more irrigation fees.

Maghanap kayo kasi yan ang binabayaran kayo to produce water not to regulate the prices of water parang pa NAWASA lang yan.

So kung yun ang mawalan kayo ng income bare with me it’s only be about six years very easy to traverse but you have to slow down a little bit sa income ninyo.

Yung nga siguro you can eat everynight outside now they medyo magluto na kayo ng ano ninyo kasi pero hirap itong ating dadaanan.

I am a almost a transitional president and tend to stop corruption I will succeed. Kasi talagang labanan kami ditto, I will not compromise, I will not compromise . Do not come to me.

Makiusap ka sa akin nenegoso I do not entertain businessmen into my office, my dyan sa Pasig.

And I do not even say it in public I say it my office ditto kasi para lang malaman ninyo but I usually address that ako as workers of government.Period.

And ah I do not allow yung mga plate number for Cabinet members. Six ang cabinet eh yung congressman pati senador bahala sila so yung isa sinabi ko I fired him also.

… I notice in several meetings in Mindanao pag nagdating maraming bodyguard eh kami kami lang noon wala namang interesadong pumatay sa amin why you suddenly strut around kasi when I was Mayor I never really allowed wang wang sa Davao si Inday ayaw nya rin yan mayabang ang dating eh, hambugero ba.

Nakokornihan ako tumatayo ang balahibo ko na that’s why I do not travel around in Manila because whether I like it or not PSG would come to clear kasi kung matabihan ka sabi nila baka car bomb pag panahon mo na panahon mo na talaga.

But whether you like it or not you loose your freedom pag Presidente ka wala na talaga pag magsabi ka gusto ko magpunta nyan biglaan you have to inform them several hours to be able to do the cleaning if there is to be clean.

Wala na akong freedom I … even at night. You call Robredo and you have a new President.

… so I do not I seldom mga abogado but only those with important events meaningful to the life otherwise yung mga ayaw ko tsaka yung lang magastos kapag umuuwi ako so I my comfort zone is Davao. If I want to regain my … because you tend to loose your stress I’ll go home just makita ko lang yun kama ko makita ko maamoy ko lang yung kumot ko na once a year lang nilalabhan totoo yun mga nakakakilala sa akin alam nila yan. May sikreto ako dyan but yung peanuts yung comic strip na peanuts limos pati si ano totoo yan.

Totoo yan security blanket I do know if I have this inferiority of pero yang so I go home that’s about the only expense that I really … Sometimes I take it usually the commercial flights.

So sa balik ako sa corruption it has to stop and everybody is listening because live man ito [applause]

Time and again wala na rinako  I’m 72 years old kung sana noon pa para ma enjoy ko but even if you give me one tanker of money what will I do with it?

Then  I use the because of Buerger’s disease kaya sabi ko nga kaya sa Davao walang sigarilyo nung sinabi ng doctor na wag ka manigarilyo kasi mapuputol yung paa mo pati yung kamay mo liliit pati yung ano liliit talaga [laughter]

Alam yan ng mga nurse pati doctor … kasi baba eh yung circulation ang buerger’s disease is a malfunction of the brain so yung oxygenation ko dahil kakasigarilyo ko nagkaroon ako ng acquired buerger’s disease … malfunction ditto sa brain but you know ang  contributory yan is smoking.

So I have to use the oxygenation kasi yung sensor ko yun nanigarilyo ka yung sensor nyo nada damage.

Di ba sabi nila marami namatay in Davao City for 23 years six to 700 meron hindi ko kayo bobolahin eh lumaban eh sinabi ko noon sa pulis go after them arrest them if it’s real possible but a confronted with a violent resistance and you think that your life is in danger shoot [applause]

Kaya heto yan eh it has afflicted or contaminated 4 million of the Filipinos that is four million is no joke and some of them earn and use of shabu treats the brain so out of the four million noong panahon ni Santiago yun akin 1/8 plus hindi ko malaman kung sino talaga yung wala ng utak o ilan pang matirang matino. And this are the people to be burden to the community and poses a danger to the society.

Pag lango na they do not know they cannot discern what is right and what is wrong ang mahirap nyan ang mga abogado you know kung sabihin ng abogado nya naka high yan eh sira yung utak eh so ang sa atin kasi you must be conscious of what you are doing so kung pinatay yan ni rape yan ang uso ngayon eh.

Ang bata patayin so sabihin mo doon sa korte alam mo lango yan siya he was not in his right faculties of the mind then there is no crime. Or when he panahon na niya the trial arraignment guilty or not guilty tapos wala na hindi lang magsagot ng tama o anong pangalan mo … ganon yan.

Pag ka you cannot stand trial because you insane and when you are insane wala ng kaso so tignan ninyo statistics in the past years … term of any President.

There were 77,000 drug related case sa ating bayan pu******* [applause] tapos sabihin mo lang [shouting] a talaga sabihin mo lang na hindi ko na pangalanan kasi ayaw mga Human Rights pati mga European pu*** itong mga u****[cheering]

Gusto akong ipakulong doon magpunta sa International Criminal Court for sabi nila

Day one I fired 9,000 police generals for or in shabu as protector as the financier themselves it’s a conspiracy yan kasi ano ang drug producer kung walang runner walang negosyo so ito namang mga runner walang negosyo no trafficking of drugs buy and sell kailangan mo sirain ito because apparatus ditto ang nagpo produce pati kaya sabihin ng mga pari ah ano yan pinapatay nya ang mahirap what can we do you’re a criminal.

I have to destroy the apparatus I have to kill the drug producers kasi kung may buhayin ako diyan sa mga anong mangyari sa bayan natin.

Now it’s four million tapos yung pinakaunang general na was the police aide ng isang kandidato anak ka ng naisip isip ko na kung nanalo itong g** ito tapos yun police general na aide nya maging police chief sa national police you can imagine the tragedy.

Anyway tama yung sinabi ko talagang uubusin ko kasi nung Mayor ako talagang when I was Mayor I said… do not destroy my city do not with my wag kang mag ano laruin mo ang aming mga anak because they are our tomorrow.

Mahirap lang ako kaya at one time or another pagtanda natin it is you to come sirang ulong De Lima …oxygen …shame on De Lima …

You know you uproot your lives to be aware and endure the loneliness of being in another  country ….

The things or the event that they have to endure para lang makapadala ng pera tapos doon sa Pilipinas languin mo ng shabu or yun anak ma rape.

Mga where is justice there? Tapos here comes an idiot and said that you’re a violator of Human Rights ,a shut up.

Pati yung si ano yung sinabi kong dalawa you go to hell. Nung Presidente lang sinabi ko do not chastice me in public.

when I was mayor okay ‘yun. But I now carry the sovereignty of the state and you do not [], f*** thing of—you reprimand in  public. Go to the United Nations ask for an investigation or the proper [] ‘yung human rights.

I will, I will—magpakulong para sa Filipino tutal maghanap nalang kayo ng(applause), ano ba naman 72 pati the illness that I have sabi niya “anong sakit mo?  And I answer you this “tatay mo ilang taon? 70 ano ‘yung medisina niya? So huwag kang magtanong kung ayaw mong [] matanda na ako pero I have this—before I go gusto kong lang gawain ito para sa bayan, stop… my country(applause).

Sinabi ko do not destroy the Philippines, because I will destroy you. Prangka-prangkahan tayo(applause). Do not render this our sons and daughters kasi gawain kitang inutil. Bakit ikaw lang ang—you know how many years to you toil tirelessly? Just to earn the first comfort man maka-save ka. P*** itong mga [], itong mga animal na ito they cooked shabu in two months time p*** they are billionaire(applause).

Kaya walang, walang atrasan diyan, human rights or no human rights wala ka na—sabi ko I will kill you kung hindi kayo bingi or suffering from [] sabi ko I will kill you wala pa man akong pinatay hanggang ngayon(laughter). Bakit akong pasalingan mo, because hindi tayo nagkaintindihan.

Hindi kita palulusutin I’m not—bakit? You know by what universal—by what universal right do you impose, patayin mo ang anak ko, rape-in mo sinong huwag muna ‘yan forget about human rights, forget about the law.

By what equation in this universe do you have the right to destroy the life of the person. Alam mo ang una? What right do you have kasi pag ang isang anak o dalawa nasa droga it destroys the family and it becomes dysfunctional. Ganoon eh, that is simple justice huwag na ‘yan mga philosophy diyan mga—Thoreau at si Huxley about death and life and crime and punishment. Never mind about that they’re all philosophers.

Pag hiwalay sa asawa—that is the cause of shabu or the drug.

Pwede pa-edukasyon, so they have to travel diyan sa bus hino-holdap ‘yung iba pinag-babaril ‘yung nasa jeep ‘yung titindig diyan, babae diyan tapos lango ka barilin mo.

They are imposing they’re own morality and the values when after all sila ‘yung nag-una dito. What made them rich? Industrialized countries what is the expense of the Arab oil. They invaded the Middle east and divided in two countries at si—what made them rich? But fuel that production everything. It was oil and they getting almost for free from the middle east. That is why I said they have legitimate—kaya tayo rin.

400 years Spaniards then another 50 years sa ano eh. Ngayon they want to impose magtayo daw ako ng mga clinic, magbigay nalang daw ako libre ng shabu, cocaine, pati heroine, [] mga ugok sabi ko sige you propose that to me you—maski saan tayo magkita p*** sampalin kita. Edi kung matangkad, matangkad ba ‘yan sila suntukin ko ‘yung bayag nila(laughter) kalokohan ‘yan. Kaya kami there’s always say a lot of disagreement because sa—this a supposedly—alam mo sila ngayon they were conqueror they were colonizers everywhere. The made it—pati ‘yung kahoy natin lahat-lahat na pinagpuputol nila tapos ngayon turuan tayo kung ano ang—you know I’ll just state his in-brief.

Here is this guy he became President apparently from the outside he would look libertarian, but it deep inside by the way he was please crossing the psychological pati ‘yung pathological barriers ng—lahat na tribe whatever. He misinterpret everything. That is why he contributed to the chaos now going on. [] dito kaya ako nag-bisita dito kaya ako nakipag-usap there was this chaos everything  you can never—when I said that we are before the king [] we are a good ally we are a loyal friends and we will standby you.

Sabi ko sa kanila “once is that you have threated my countrymen good, you have somehow improve the education of the young because of the remittances of the money per Filipino worker. We owe you a lot and that is why I said that we are remain to be your ally. And we are by your—whatever you [] there what’s the needs an ally too.

‘Yun ang [], now the economy is doing fine. Noong una hindi na tayo maka-export sa China there was a slowdown. Because China was not feeling to accept our bananas anymore our pineapples ayaw nang tanggapin. Because of disquality of that disquality here. Alam mo they are all excuses, kaya ako pumunta ng China sabi ko kay Xi Jinping, what we have done to you. Let me—[] last what wrong with my bananas. Sabi ng “no it’s not the fruit it is your [adopt] telling the foreign policy of a countries we do not like.

So nag move ako, I said from now on I will adopt a neutral independent []. So pumunta ako doon sa kanya istorya and we will became good friends. But I’d like to it is not in my country, but I would like to correct  myself along the way dito. I said I will go to the island of Kalayaan pag-asa on june 12 to raise the Filipino flag there. [] ‘yan kaya lagi mahirap sige pakpak walang bang takot.

Tapos ang China sent word na please do not do that. Kasi sabi ko ”the ten remaining island there agawan ito ng lupa eh, noong una sige na ‘yung pasok ng mga the Taiwanese, the Vietnamese there having trouble there.

So okay na[] so usap kami ng China, where are you sabi ko [] now the Philippines and there’s a [] there a there’s war somebody might use it as a base of battery of missile so I’m claim it, and said I’m not going to put any offensive weapon.

So na andoon na atin na ‘yun. ‘Yung benham rise over right side. Sabi nila na atin rin ‘yun, sabi ko I agree so let rename it The Philippines rich and claim it(applause). Alangan—so I am officially putting on notice China and the rest. That a—kasi ang sabi ng China what will happen in every head of state will go there to claim. Kasi nag-aagawan eh, pagsabi niya—sabi nila what if every head of state of the contending parties there around the west Philippine Sea, they call it the China Sea.

Sabi niya, sabi nila, every heads of state of the contending parties there around the West Philippine Sea, they call it the China Sea, will go there to plant their flags. There’ll be likely trouble.

So because of our friendship with China and because we value your friendship, we will not, I will not go there to raise the Philippine flag. Maybe I’ll send my son kasi para just to show that the blood there of the claimant, ‘yung, is the son of the—

Sabi ng China, well in the meantime, huwag ka lang pumunta doon, just do not go there please.

Sabi ko, yes. I will correct myself because we value the friendship of China. Naghahanap tayo ng saging to make up for the short fall.

Now, they are 100 percent restored. ‘Yung sa pineapple naghahabol tayo kasi wala na rin, nobody was planting pineapple again because of the severe restrictions on importation by China.

Now, binuksan niya. We are short by about 40 percent sa demand. At sabi ng China, you sell to us anything because half of the year, it’s frigid. Wala masyado kasi malamig pa ‘yung China.

Ang kanya is really dependent also on the importation of food. So sabi niya you can export everything from your own country and we will buy it. Ayaw mo pa niyan? Salamat.

So out of respect, and this will be relayed. I know that they are listening because of your goodwill and friendship shown to us. I will not go to any of the islands. Maybe I will send my son just to show that our claim is really good for all generations of Filipinos. Huwag mo lang [inaudible] [applause]

Hindi sila magpadala, hindi rin ako punta, sabi ko, but just allow the Coast Guard. Sabi ko, tutal Coast Guard na lang. We do not use the gray ships, gray ship mga Navy ‘yan eh, military na ‘yan. So Coast Guard na lang.

So they see each other there. Nagkikita-kita lang sila doon para maglaro. Ngayon smiling na. Kasi noon, alam mo na, pasupladuhan.

So now we are good and I would like to preserve that good will between the Philippines and China. It has benefitted us in so many ways that life is almost maganda na. All time lahat nag-improve na tayo, economy is moving.

As long as there is no corruption, the Philippines will rise. Sigurado ‘yan. [applause] It was corruption that was bringing us down. At ngayon, pati ‘yung mga, the oligarchs of the Philippines.

‘Yun ‘yun sila. You know, Inquirer, Inquirer owes government one billion. Hanggang ngayon hindi pa binabayaran. And you know what? Kim Henares, binitaw niya, sabi niya okay na.

So when I go back, I will raise hell.

P****** i** wala akong pera ganon.

You show me a record. I was a candidate then and I said open up everything. I am the President now, you have the liberty. Maski baliktarin mo ‘yung Central Bank.

If I have that money, I will resign today. Wala akong [inaudible]. Ayon, babae lang man ‘yung kanya. Sebastian.  [inaudible] sa corruption. I give you my commitment. I will step down.

Wala kaong ilusyon dito. You ask me if I am exceedingly happy, maligayang-maligaya ako Presidente ako? I’ll tell you, no.

Bakit ba tayo tumakbo? T**** i** ‘yan. You know, I am there so… But if you insist on an answer, I would say that at this time of my life, I no longer [inaudible]. Tapos na ko sa ganon, almost 40 years. Tapos na ako sa, “Duterte” the adulation and the clapping of the hands.

Sa inyo lang kasi nandito kayo… wala man rin mag-clap sa akin sa labas, kayo lang man. Totoo ‘yan. I do not need the position. Sabi nila matanggal ako, impeachment, coup d’etat. Do not bother me with that because I’m always a believer of destiny.

‘Yung pagka-Presidente ko, destiny ‘yan. Maski saan ko tingnan bakit ako nanalo. Kaya nga ‘yang, ‘yang itong ABS-CBN, publish nang publish. Ngayon, may mga journalistic investigators man kayo.

T*** i** kung meron talaga, sabihin ko,  I will resign tomorrow, I will deliver it to you reporters. T*** i*** ‘yan.

Pati itong Inquirer. Bayaran mo muna ‘yung one billion bago tayo mag-usap uli kung [inaudible]. Ganon ‘yung mga oligarch. Ito ‘yung si Mighty king, nag-forge ng—

Alam mo, parang mistah ko ‘yan. Kasi adopted ako ng Clas ’67 sa PMA. Unang-una pa, ‘yung sin taxes, pumunta ng Davao ‘yan gusto kong kausapin ‘yung Congressman ng Ways and Means. Taga-Davao eh, Ungab.

Sabi ko, p***** i** ano ‘yan? Tingnan mo pera.

Return it there.

[inaudible] Dito? [laughter]

Si Andanar lang pati si Senator Cayetano. [laughter] Itong dito. Malayo ang tingin. Pero, sapilitan. Kasi napilitan ako eh. Eh nandiyan na rin ‘yan. Sapilitan. Wala ‘yan. No more ka. So ‘yun ang mensahe ko sa inyo. The military is also good.

Alam mo, dito sa, I am talking with the communists. For the first time, naguusap tayo. Less violence. I’m talking with the Moro Islamic Liberation Front, MILF. I’m talking with Nur Misuari sa MNLF, sa MN.

So wala na sana tayong problema except terrorism pati drugs. ‘Yun ang medyo hirap ako diyan. Kaya ang buhay, life is never fair.

Pag sinwerte ako, baka makuha ko, because ang mga komunista they are also hurrying me up. Nur Misuari is forming his own team. But itong sa MI, the Moro Islamic Liberation Front. We’re okay. We’re talking and we might get it before early next year. ‘Yun ang ano—

So lahat ginagawa ko. But sinabi ko, look guys, we have been at it. We have been at war with them for 50 years. Do you want another 50 years of bloodshed in this country?

You know, I’m a President that wants peace. I’m not a wartime President. I have to talk about this because that is my duty, that is my…

‘Yung pinapakita nila Constitution. Nothing of that sort. Dito lang ‘yun. The long and short of my oath of office, and whatever comes out from my mouth, that is really to protect and defend the Filipino nation. [applause]

Wala ako kailangan mag-martial law, martial law. Huwag na ‘yan. Masyadong malayo ‘yan. Gawin ko ang dapat gawin ko and I will just rely on my oath of—it’s there.

If you read the whole context there, it says just one thing: to protect and defend the Filipino nation. And I will do it. And I said I will correct myself along the way if I commit mistakes, that is natural. I’m just a human being. Maybe the frailty also of my character. I do not pretend to be the cleanest guy thereabout.

There are only two happiness in this life. The woman you love and money. But if you are into it, corruption, wala sa akin ‘yan. The woman, the women that you love.

So magpakabait tayong lahat. Ako, holy na ako. Holy na talaga, holy na. Holy na. Kay nahuli naman. Papaano pa.

… so pakabait kayong lahat. [laughter] Hindi.

[OFW tells the President his sentiments off mic]

Good. I agree with you.

[OFW continues to tell the President his sentiments off mic]

Good. [applause] ‘Yun ang naniwala sa akin. And what — it’s okay. It’s okay, a compliment actually. So what else is there to say to you?

If you want some questions answered, I am ready. You can take the floor and[applause] you can have a, let’s have a short time for an open forum. You can come up here. So she can… you can take the, just allow her to take the lectern on the other side. Wala eh, na-coward eh. Yes, please allow her to —

QUESTIONS & ANSWERS:

Q: Hello. Magandang hapon sa inyong lahat. My first question is, where is the Department of OFW?

PRESIDENT DUTERTE: Department of OFW.

Q: It’s the first question. The Department of OFW. We want it.

PRESIDENT DUTERTE: Yes. ‘Yang OFW was being discussed by me — ‘Yung OFW would be separate from the Department of Labor. It’s coming. But it would be in Congress. [applause] Cause there will be a time, there will be a separate sa mga sailors. Maritime Authority will also be separated. Okay. Any question?

Q: Mr. President, your presence here is highly appreciated and thank you so much for paying so much attention for OFWs. In behalf of all OFWs here, say ‘hooray.’ And I would like to take this opportunity to endorse Madam Imelda Panolong because she has the huge knowledge for being an ambassador. So this is from my own position. And —

PRESIDENT DUTERTE: We will consider it. Pero ganito ‘yan ma’am. The creation of a department does not belong to me. It belongs to Congress. We have proposed a separate body, department from the Labor, ise-separate ‘yung OFW. So nakatutok ‘yan. As a matter of fact, I have ordered na ‘yung lahat ng agencies : NBI, BIR, nandoon na lahat sila.

Q: Sir, one more sir, very important. Dito po kasi sa Middle East, we really need someone to focus on our cases. I am advocate for 17 years. And if we can have undersecretary for OFW only for Middle East, if we can consider this sir, this will be very important for us.

PRESIDENT DUTERTE: If you might want to just be patient, sabi ko nga, Secretary Bello and I are talking to propose to Congress a separate Department of OFW alone. Ayan. Pati ‘yung sa maritime. For the maritime, sa mga sailors natin, iba na rin ang kanila. Yes? This will be an opportunity for you to… it’s a learning process. Yes sir? You can ask me any question. Yes?

PRESIDENT DUTERTE: It’s also pending in Congress. I am only nine months sa pagka-Presidente ko po.

Q: Ah okay. Thank you po sir.

PRESIDENT DUTERTE: We’re working on it because it’s good.

 [off mic]

PRESIDENT DUTERTE: Okay. Walang problema.

Q: Hello, Tatay. I have no questions at all. I just want to say thank you that you have given us hope. Thank you so much. [applause]

PRESIDENT DUTERTE: It will come to pass.

That was 1980. Number two, bigyan kami ng abogado. Marami pong bulag. Kailangan buksan natin ang ating isipan. [crowd reacts again]

PRESIDENT DUTERTE: Ma’am let me announce it. Ay hindi pala sinabi ko sa inyo, pero bebot has something to say to you. Ito maganda ito and I’m ready to do it.

SEC. Katunayan nga po we are arranging a transportation for 250 OFWs, who hopefully will be back to our country in time for the return of President Rodrigo Duterte.[applause]

And one of the efforts of our augmentation team is to determine the validity of their claims. And if the validity is established, then OWWA is willing to advance the money claims of all the OFWs in Saudi Arabia. [applause]

PRESIDENT DUTERTE: Mabuti ho at nagtanong kayo para malaman ninyo. By the time magland ako pauwi, kasama ko na ang mga undocumented pati ‘yung mga illegal – [applause] They will all be ferried home. And we will continue to do that. Kaya this is as good as any other time to ask your question. We are working very hard for you. Kaya nga ako pumunta dito, nauna nga kayo eh. Para i-announce ko na nakausap ko ‘yung si King and he has committed so many things for you. Hintayin na lang ninyo. Kayo ang naghirap. Anytime you want to go home, sabihin lang ninyo, dadalhin ko na lang kayo. The first batch is, when I land, I land also. Bakante. [laughter] Yes? I’m willing to… I’m willing to answer your question dito. Wala kaming hangarin dito except your welfare. That is why this is my first destination.

Q: Assalamualaikum, Mr. President.

PRESIDENT DUTERTE: Wa alaikum assalaam.

Q: Ako po si Mr. Saidali Malic, ako po’y secretary general ng Duterte Middle East Movement, which is now Diversified Movement of Empowered Migrants. Heart to heart question po, Mr. President. We have been usually addressed as[inaudible]. Ang tanong ko lang po, Mr. President, wala po ba kaming karapatan, the OFW, to represent public office in the government like to serve the Filipino overseas [inaudible] ambassadorship of, for the first time in Saudi Arabia?

PRESIDENT DUTERTE: He is a congressman of the OFW.

Q: Yeah, idagdag ko lang sir. The Duterte Middle East Movement just now and Madam [Sinplasa?] is our witness, we are part of the signing of the Memorandum of Understanding between the Saudi Government and the Philippine government for those investors, kasama po kami. That they may aim para doon sa 46 [million?] dollars na pinirmahan natin ngayon sa Chamber of Commerce —

PRESIDENT DUTERTE: — and I will promise you that your dream will be realized. I am good until 3 o’clock in the morning.

Q: Good evening, Mr. President at sa inyong mga kasama. The problem sir, ganito. The first two years, pinagbigyan kami. This year, hindi kami pinagbigyan. Nagtataka kami. Sumulat kami, we have around 30 ready dentists to take the examination, the licensure. Ni-refuse kami ng PRC dahil raw ang aming dental board of examinees, busy daw sila. Is it pwede na busy sila, eh may mga overseas Filipino dito na gusto magkuha ng exam. Ni-refuse kami.

PRESIDENT DUTERTE: Bebot will… si Bello.

SEC. BELLO:  Ma’am, good evening po.

PRESIDENT DUTERTE: Lahat to professional dito na. Everything that could make you comfortable here will be done by your government.

Q: [Inaudible]

PRESIDENT DUTERTE: Yes, maybe sabi nila— I’m going to Bahrain. I have about a few minutes with you, go ahead.

SEC. BELLO: Last three questions, ha. Bigyan muna natin yung pinakamatanda na babae. Meron kanina ‘yung babae. O ‘yan.  Last three questions ha? Okay. Iyan. Ma’am, sige ma’am, ‘yung question niyo.

I’m just an ordinary citizen but malaki pong kagalakan sakin ito. Isa lang ang pwede ko pong– Una sa lahat, thank you po for being the president of the Philippines, a lot of things that you have done and accomplished.

SEC. BELLO: Sige po, ma’am, maganda po ‘yan and we will study with the minister of labor of the Kingdom of Saudi Arabia po.

Q: I am excited, Sir. Yes, thank you. You’re the man with the balls.

SEC. BELLO: Thank you, Ma’am. Thank you. Oh next.

Q: Maayong gabii, Mr. President. I am Adel  Guro Alim. Ang tao pong ito ay alam niya ang topograpiya at geograpiya ng Kingdom of Saudi Arabia kaya ineendorso ko in behalf of OFW we are the Duterte Middle East Movement. Dr. Aldun Hanar (?)  for ambassadorship. Marami pong salamat.

PRESIDENT DUTERTE: We will consider the name.

SEC. BELLO: Okay. Last ha, last. Bigyan natin yung ano naka blue, naka long sleeve na itim. Ikaw, ikaw. Ikaw, ikaw o yan.

Q: Sir, Tatay Digong, magandang gabi po. Welcome to Saudi Arabia.

PRESIDENT DUTERTE: We will give you.

Q: Tatay digong maraming salamat po.

PRESIDENT DUTERTE: We’ll give it to them. Bigyan ninyo ako ng tatlong buwan and you will have it.

[Crowd chanting Duterte! Duterte! Duterte!]

PRESIDENT DUTERTE: Ang aking flight is overdue. So kailangan– I have to go. May meeting pa ako sa government official dito.

Mga kababayan, may nagbigay ng instruction si PRESIDENT DUTERTE sa embassy na ituloy ang dialogue with all of you. Open ang embassy at ang full office to discuss with you all problems. Maraming salamat po.
