CONGRESSMAN KARLO ALEXIE “KAKA” NOGRALES
[Delivered at Mergrande Beach Resort, Bago Aplaya, Davao City | 02 September 2017]

(TRANSLATION: This is from a police man. I was asked to read something, and I will read it because of course, it’s from the police. [laughter])
I wish my nephew — pag-umangkon ko man ni si Karlo Bendigo Nograles — a happy birthday [applause] Daghang salamat ha, sa imong tabang kanako sa niaging mga panahuna.
(TRANSLATION: I wish my nephew — Karlo Bendigo Nograles is my nephew — a happy birthday [applause] Thank you for helping me for these past times.)
May this celebration be marked with more blessings and joy. I am grateful to you for inviting me here today. It gladdens my heart to know that you consider me an important part of your personal and political life.
Karlo’s strong public advocacies go beyond the interests of the people of Davao City.
His proactive legislative work in promoting the welfare of the youth and the workers is making significant impact in the entire country.
With the work you have done for us, you have my admiration and respect.
I know that you deserve all the happiness and love, especially from your supporters, friends and family.
I hope you stay by my side as we serve the country and work to make lasting and meaningful changes in the Philippines.
Again, I wish you, Karlo, a happy birthday, ang imong pamilya, asawa. May God continue to bless you, both of you, with good health and success.

It only comes every year, once. Unya maayo na na nga makapasalamat pud ka sa taong imong mapag-utangan ng loob for what we are here. Kay ang iyang gigikanan og ako gikan sa Danao, and actually ako’y… ako ra ang first mayor nga Bisaya diri nga gisugakod sa pulitika.
(TRANSLATION: It’s good that one can have this chance to thank the people whom you owe debts of gratitude to for what we are here. Because his roots and mine… I came from Danao and actually I’m… I’m the first bisaya Mayor here who got to enter into politics.)
Then ako ra puy… bisita unya mo sa Malacañan, kamo tanan imbitado [crowd cheers] Di lang ta mag-dungan kay gamay ra man ang Malacañan, tuo man mo.
(TRANSLATION: Then I’m the only one who… come pay a visit to Malacañan, all of you here are invited [crowd cheers] But let’s not all go together at once because Malacañan is actually small, don’t believe in the hype.)
Di man gyud na Palace, sa tinuod lang. Maayo lang pagka-varnish (varnish) ang salog — Does not resemble any… Mas gwapo pa ang balay ni Mayor Mabilog… [laughter] Palasyo. Droga man na. Asa man siya’g kwarta? Ang iyang negosyo?
(TRANSLATION: It’s not really a Palace, honestly. It was just varnished well and the floors — Does not resemble any… Mayor Mabilog’s house is more grandiose, a palace. It was because of drugs. Where else would he get the money from, his business?)
So I hope NBI, i-lifestyle check nimo na. Ako, on my part, simple kaayo akong kampanya, even during the debates, nauuna akong matapos. Bakit? Simple lang ang plataporma, sabi ko, “Hintuin ko ang korapsyon sa gobyerno.”
(TRANSLATION: So I hope NBI, make sure you run lifestyle checks. As for me, on my part, my campaign was very simple. Even during the debates, I’d be the first to finish. Why? Because my platform was very simple. All Is aid was, “I’ll stop corruption in the government.”)
At sabi ko, hintuin ko ang droga kung kaya ng panahon, pati kaya ng katawan ko. And third is that I would improve the peace and order of the country so that the economy can expand.
Ni-prangka ko daan na dili kaayo ko kamao’g economics. But I am a trial lawyer. Og mangutana gud mo’g unsa’y akong expertise, I’ve been a fiscal, a trial and fiscal for almost 8 years. Diha, og musukol mo nako, diha ko makapanghambog na may lamang ko. Pero kanang economics, ingna ko, ihatag ko na lang na sa mga bright nako nga mga kababata.
(TRANSLATION: I was very frank when I admitted that I’m not very good at economics, but I am a trial lawyer. If you’ll ask me what’s my expertise, I’ve been a fiscal for almost 8 years. There, if you’d really stand up against me on that field, I can really brag about my skills there. But when it comes to economics, just tell me and I’ll give that to my smarter childhood friends.)
Pareha ni Dominguez, taga Davao. So ako siyang gikuha. Kindergarten pa mi ana kutob sa college na lang, niadto na lang na’g Columbia University. Mao gyud ni among valedictorian.
(TRANSLATION: Just like Dominguez who hails from Davao, so I hired him. We’ve been together since kindergarten until college, even until he went to Columbia University. He’s our valedictorian.)
So now, tiguwang na mi duha, kapareho man nako’g edad. Ana ko sa iya, “Tabangi ko ninyo diri.” Maayo gani kay naa pud siya’y Karlo. And napwesto pud namo diha sa critical na finance commitee.
(TRANSLATION: But now we’re both getting old, we’re about the same age. I told him, “Help me here.” It’s a good thing that he also has Karlo and we were able to place him in the critical finance committee.)
But kani sa gobyerno ba, akong ikasaad, mao ra ni: Giingnan ta mo, masabit ko basi’g piso, o usa ka libo lang, ug kanang akong anak, si Paolo, basta di lang basura, tinuod lang, dili nang gikan kay Trillanes. Eh kay Trillanes, wala pa’y election, gidawit na man mi tanan. Hasta na si Paolo, ako, may 200 million daw ko.
(TRANSLATION: But here in the government, there’s one thing that I can say. If I could be charged with corruption of even just one single peso or even one thousand pesos, including my children, Paolo… as long as it’s not dirt, as long as it’s true, not the accusations coming from Trillanes. Trillanes has accused us all even before elections, even Paolo. And I, I had 200 million according to him.)
Pero karong Presidente na ko, giingnan nako, “I authorize anybody. Pasagdan ta mo, bilang Presidente, kalkala tanan ninyong bangko, tanang Rural Bank sa Jolo, kutob Batanes.” Makakita mo ana, munaog ko sa akong pwesto nako.
(TRANSLATION: But now that I’m President, I said, “I authorize anybody. I’ll let you all check all the banks, Rural Banks from Jolo to Batanes. If you see [corruption], I’ll step down.)
Basta naay corruption gikang Inday, kay Pulong, o kay Sebastian, masabit gani na sa corruption, manaog ko sa pwesto. Mao na’y ako ikagarantiya ninyo. And until now, mao ra nga giingon nila na “mao na,” “mao na,” “ingon ni kuan.”
(TRANSLATION: If there’s a corruption from Inday, Pulong, or Sebasstian, if they’d get snagged on issues of corruption, I’ll step down. That’s what I can guarantee you. And until now, they’d keep on saying “That’s what you get” “According to someone”)
Kanang akong anak, son-in-law, bana aning Inday, maayo kay naay mga abogado, kanang mangita gyud mi’g kliyente nga dato aron… unsaon ma’g pag panginabuhi ninyo’g pitsi-pitsi lang nang inyong mga kliyente nga wa’y kwarta pud? Eh ‘di makakita ka — Gikuha na siya sa Mighty King.
(TRANSLATION: My children, my son-in-law, the husband of Inday. There are lawyers who wil really find clients who are able to pay well so that… how else will they make a living if they’d take clients who have no money to pay? So if you see one — Mighty King hired him.
Kuha sila’g abogado na — Ilang opisina, ang tag-iya pud anang opisina nila, si Bello, Bebot. Lucas, ang akong balae, ug kanang iyang anak, ug uban pang abogado. Pero kanang ila, lawyering. Trabaho… Pareho ba’g doktor, o kinsa la’y muabot ana, og dato na pasyente nga himatyon, swerte ka kay imong buhion kutob nga duha ka buwan, pero sige’g bayad. [laughter]
(TRANSLATION: They hired a lawyer who — Their office, the one who owns their office is Bello, Bebot. Lucas, my co parent-in-law and his child, with other lawyers. But what they do is lawyering. It’s a profession… just like with a doctor
Unya ang uban gyud, inaton ang dila para muginhawa lang, muabot og tuig aron madato ang p***** i** niyong ospital [laughter]. Mao na diha. Nangita sila’g anang kliyente, Mighty King, laking pasabot — sige lang. Panginabuhi na eh. Basta lawyering, di lang — Unya wala man pud mo’y makuha diha.
(TRANSLATION: While others would go so far as pull out one’s tongue just to make the person continue breathing up to one year to make the hospital get rich [laughter] That’s it. They’re looking for that kind of client, Mighty King, which largely means — That’s one way of making a living — You won’t get anything from there.)
Naay upat nga panghitabo nga dili ka pwede mukyawkyaw maski’g unsang ma-korte, ma-kongreso, ma-tanan. Ang una ana, pari ug ang nagkumpisal.
(TRANSLATION: There are only four instances where you can’t try to intervene whether it’s in the court, congress, or anywhere. First, the priest and the confessor.)
Di gyud nimo mapangutana nang pari unsay gisulti aning buang. [laughter] Siya ba’y ga patay, siya ba’y nag-rape, o… Ang pari, wala gyud na. Dili mapangutana. Bawal na eh. Ang ilang testimony, ilang p**** — ilang storya, dili na dawaton. Di gyud sila paistoryahon.
(TRANSLATION: You can never as the priest about what the crazy person said [laughter] if he’s the one who killed, raped, or… You won’t get any information from a priest, he can’t be interrogated because it’s not allowed. Their testimony — their story will never be accepted. They just won’t be allowed to testify.)
Ang ika-duha, kaning doctor ug kaning — mag-tiayon. Ug unsay nahitabo sa inyo kundi ingon ana, kundi kung naa kay sikretong nahibaw-an, na imo diayng bana, parehas anang kay Bautista, I do not think that the wife will be allowed to test — bawal eh. Or husband to testify against the wife, and the wife against the husband.
(TRANSLATION: The second one is between a doctor and — A married couple. Whatever happened between the two of you, whatever secrets you may know, such as if your husband is — just like the case of Bautista, I do not think that the wife will be allowed to test — it’s not allowed, or for the husband to testify against the wife and the wife against the husband.)
Ika-tulo, mao nang abugado. Dili nimo mapangutana ang abugado pag-abot ngadto nga, “Nganong gikuha ka? Tungod ba sa kwarta, dakong gibayad sa kliyente? Kliyente nimo.” You cannot do that.
(TRANSLATION: Third is the lawyer. You cannot ask a lawyer, “Why did they hire you? Is it because of the money, a huge amount of money that your client paid?”)
Ang ika-upat, nakalimot kong y***, pareho ta Boy. [laughter] Puro mi [inaudible]It’s a [inaudible] lawyer, client, priest, and doctor, ug marital. Wala ma’y… imo man ipatawag na, dili. Pangtrabaho na niya, pang-abugado. Ingna ko, sige lang, imo man nang trabaho.
(TRANSLATION: And the fourth one is — I forgot. I’m just like you, Boy [laughter] We’re both [inaudible] It’s a [inaudible] lawyer, client, priest, doctor, and marital. There’s no… even if you summon them, they can’t. that’s their profession, that’s for lawyers. Let me know, but that’s your job.]
Kakita ka anang offer nila, 3 billion? Mao ma’y offer. Ilang gi-offer (offer) sa gobyerno. Ana gani si Dominguez kay, initon og ulo nang buang, mestizo raba pero sige la’g… So he got about 40— 40 billion, 45 something. Ang muabot diha sa gobyerno, it’s about 25. So, kinahanglan ko ning kwartaha kay I have to rebuild Marawi.
(TRANSLATION: Did you learn about their offer, 3 billion? That’s what they’re offering. They offered it to the government. Dominguez said — he’s hot headed. He’s a mestizo but keeps on — So he got about 40 billion, 45 something. But the amount that’s left for the government is about 25. So I need this money because I have to rebuild Marawi.)
Wala ko makig-away sa Maranao. Gani man ang akong lola, Maranao. Ang akong lolo, wala mana sila kahibaw, ika-duha na nangasawa kay namatay ang unang asawa. So namatay sa… duha iyang asawa, kay nagminyo siya usab. Chinese ang akong lolo — Lam. Mao na diha.
(TRANSLATION: I’m not picking a fight with the Maranao. My lola is a Maranao. My lolo — people don’t know that he married twice because his first wife died. So he died with two wives under his name because he married again. My lolo is Chinese — Lam. So that’s it.)
So… di man ko ka — hasta ako gigutom na [laughter] wa gyud ko mukaon kay magbi-birthday (birthday) ang kuan eh. [laughter] Kami sa gobyerno, kahibaw na mo. Ug unsay pag dala nako sa Davao, mao gyud na. ‘Di ko gusto’g abusado. I do not want oppression. Kahibaw gyud mo ana, kanang daog-daog, labi na sa mga pobre.
(TRANSLATION: So I can’t — I’m getting hungry [laughter] I didn’t dare eat because it’s someone’s birthday [laughter] Us in the government, you know how it is. How I run Davao is how it really is. I do not want abusers. I do not want oppression and you know that, especially belittling the poor.)
Dali ra ko mu-init kay di pud gyud ingon pobre gyud, pero nakaagi mi’g tawag nato’g lisod na kinabuhi. Dili gud ingon nga walay makaon pero pag-abot namo sa Davao, 1954, na-demolish (demolish) mi diha sa Jacinto, likod anang Ateneo. Padre Gomez man na niadto, lusot na anang Roxas. Kaotng batan-on, wa na mo kahibaw ana.
(TRANSLATION: I get angry easily when they belittle the poor because we also experienced what you’d call a hard life. It’s not that we were starving, but when we got here in Davao in 1954, we were demolished in Jacinto, just at the back of Ateneo. It was called Padre Gomez back then. It led to Roxas. The younger ones won’t know of that.
Pero naanad ko’g kanang — Gusto ko’g [inaudible] pero na-maintain (maintain) lang nako nga ana akong kinabuhi, okay na ko. Wa man ko maghandom og kanang mga —- Palasyo, kana lang mga —
(TRANSLATION: But I got used to — I want [inaudible] but I was able to maintain that kind of lifestyle, and I’m okay with it. I never dreamt of palaces, things like —)
Kana, dili gani kapugong. Pareho anang Parojinog, wa gud… Balay pa’y imo ug gipilit ang kwarta, gihimong wallpaper. Tig-500… Pagkalaw-ay sa y***. [laughter]
(TRANSLATION: Some can’t resist, just like Parojinog. In his house he stuck 500 peso bills on the walls and made it a wallpaper. How very pathetic.)
Tinuod lang, luod iyang mga… kaning unsa ba ni kapobrehon na dato o… basta kanang shabu, musulod ka diha, mga duha ka bulan, bilyonaryo ka. Basta marunong ka, labi na naghawak ka og usa ka barangay. Kinsa ba’y barangay diri, captain diri? Si… Talomo pa ba ni?
(TRANSLATION: Truthfully, I find it disgusting… this cross between luxury and poverty. When you enter into shabu, you’ll be billionaire in two months, just as long as you know how to play the game and especially if you hold one barangay. Are there any barangay captains here? Is this part of Talomo?)
Leader nato, p***** — number one diay. Ah, ayaw gyud mo ana, basin baranggay captain pud nako ni, si… Ayaw, ayaw gyud mo pagkasayop ana. Pangita lang mo’g lain, kanang mag-smuggling (smuggling) mo’g mga truck… pakialam ana. Mga makina ana… Mga jar, ukay-ukay, dili matumba ang gobyerno ana.
(TRANSLATION: Our leader — is number one. Don’t ever enter into that. It could be a barangay captain of mine. Don’t ever get caught doing that. Find something else to do instead, like smuggle trucks. It’s something I don’t care much about. The machines, jars, ukay-ukay can’t bring down a government.)
Pero kaning droga, maski asa sulod, kana gud international waters fronting diri ba sa eastward, Philippines, ang imong right, is the east, ang imong left is the west, og ni-a ka ngari, mao gihapon, ang east diri, ana.
(TRANSLATION: But drugs, wherever you place it, like the international waters fronting eastward. Philippines, to your right is the east and to your left is the west. If you stand here, it’s the same thing, that’s east.)
Ang Pilipinas diri gina-hagbungan ug mga container. Ginapang-labay na, butangan ug GPS, kanang mu-pitik ug asa siya. Mao na karon naa napu’y daghang nakuha ang PDEA. Ang — ang laboratoryo sa Maranao ang — Mga Maranao ana gani.
(TRANSLATION: Containers are being dropped in the Philippines. They’re just being thrown after being installed with a GPS. Right now, PDEA was able to recover many of it. The laboratories are by Maranao — the Maranaos.)
Pero wa ko masuko sa ila. Nasuko ko sa mga kadtong Maute ug ang ubang Maranao na gipasulod nila ang ISIS.
(TRANSLATION: But I am not angry at them. I am angry at the Maute and those Maranaos who let the ISIS in.)
Ang ISIS, wa’y nahibaw-an ang p***** i** kung dili mupatay ug muguba. Tan-awa nang Middle East oh, Syria. Wala na, bungkag na.
(TRANSLATION: ISIS knows nothing but to kill and destroy. Look at Middle East and Syria. It’s broken, it’s gone.)
Unya ang bag-o karon is urban fighting. Ang atong mga sundalo naanad na ngadto sa bukid. Fight na ngadto, wa na naanad ug kanang building to building ang kalaban.
(TRANSLATION: The new trend now is urban fighting. Our soldiers are used to fighting in the hinterlands, they’re not used to fighting enemies from building to building.)
Unya karon, tug-anan ta mo sa tinuod ngano nalangan na, tungod sa akong pag dili sa militar ug pulis nga lusubon. Sige kog huna-huna hantod karon unsaon. Ang mga military, kanus-a man taowon mu decide? ana na.
(TRANSLATION: And now I’ll tell you the truth as to why the war was prolonged. It’s because I advised against the military and police to raid it, to attack it aggressively. And until now I’m still thinking about the best thing to do. The military, when will you decide? That’s it.)
Kay ang estimate gyud namo is 300 kabuok. Oras magkamali mo, it could be a bloodbath. Now, who will answer for the — Ibutang nimog kwarenta… kwarenta ka ulo. Ang kadaghanan ana kristyano man pud.
(TRANSLATION: Our estimate is 300. Once you make a wrong move, it could be a bloodbath. Now, who will answer for the — Let’s put it at 40… 40 heads, and most of it will be Catholics.)
Pero naa ko’y murag kuan diri. Gusto sa military pulpugon nalang gyud. Pabagsakon nalang ba. Eh ‘di ako’y nagtawag [inaudible] patay. Ingon ko, “Ayaw.” Ingon sila na, “Lusubon na namo.” Ingon ko, “Ayaw.”
(TRANSLATION: But I have something here that resembles… The military wants to pulverize it and destroy everything to the ground. I told them, “Don’t.” they said, “We’re going to raid it.” And still, I said, “Don’t.”)
Military — unsa man ni? Panguli nalang mo pag bilin nalang mo dihag pila ka tao. Pagbutang, atngan man gyapon ninyo sa gawas. Sauna I still make — Di ko maka — Lisod eh. Lisod. Ana ko, “Pangita mo ug paagi.” Unya sila hawd na sniper. Gikan ni sila sa Middle East. Mao ning Indonesians ug…
(TRANSLATION: Military — what’s this? Why don’t you just go home and leave a few men. You’ll wait for them outside anyway. Back then I still make — I can’t — it’s difficult, really difficult. I said, “Find another way.” And their snipers are good. They came from the Middle East, these are the Indonesians and…)
Ako, dili ko gustog away sa Moro. Akong lola Moro. Ang mga anak ni Paolo Moro na tanan. Ako, magbalhin na pud ko’g ug puro away namo. Naa ko’y bag-on relihiyon na gisudlan. Awa — Invited tanan na mu join: Iglesia ni Duterte [laughter]
(TRANSLATION: As for me, I don’t want to stew a fight with the Moro. My grandmother is Moro. Paolo’s children are all Moros. Me, I’ll change religions if all I get here is fighting. I have a new religion and you’re all invited to join: Iglesia ni Duterte [laughter]
Dili man pud tanang pari pero y*** ning mga bishop. Dili magkasinabot anang patay. Baw-an ninyo —- Ug dili ko — if I do not act decisively during my term, minus one year na — five something. I would have compromised. Ibutang nako sa delikadong position ang atong mga anak, ang inyong apo. Lisod na kay basin asa musulod eh. Karon muingon gani kog bawal, bawal gyud na.
(TRANSLATION: Not all priests are, but some bishops can’t agree on the kilings. You know — If I weren’t — If I do not act decisively during my term, minus one year na — five something. I would have compromised. I’d have put our children and your grandchildren on a very precarious position. It’s difficult because we don’t know how it’ll end up. So when I say it’s not allowed, then it’s really not allowed.)
Muingon sila, “Ang kanang mga pobre.” Ay, ang mga pobre ma’y mag-distribute (distribute). Alang-alang mga drug lord na mga dato na man na. Pareha anang Mabilog. Eh ‘di tua sa Japan. Nisibat na to, pahayahay.
(TRANSLATION: They’ll say, “Those are only the poor.” But the poor are the ones who will distribute. It’s not the drug lords who will do that because they’re already very rich, just like Mabilog who has escaped to Japan and living luxuriously there.)
Tanawa. Kinsa may nag antos? Ang tawong Pilipino, mga anak nato. Dili ni kasabot si Human Rights. Ang ano lang, war. Gyera — gyera wa ko nag-ingon ug police operations. Im declaring war pareha tong mayor ko, niingon ko, “Gub-on gani nimo ang davao, patyon ta jud ka. Ug imo ganing ilulong sa droga among mga anak, patyon ta gyud ka.”
(TRANSLATION: Take a look at who are now suffering. The Filipinos, our children. This is something that Human Rights cannot understand. War — I did not say police operations. I’m declaring war just like when I was mayor, I said, “If you destrou Davao, I will ill you. If you entice our children to do drugs, I will really kill you.)
Mao na. Pag ka presidente nako, ”Do not fuck with my country because I will really kill you.” Dili nila madawat na, kaning mga puti, mga Europeans, kay kana daw akong sinultian. What’s wrong with my statements? Is there a time to say, “If you destroy my country and the youth …” where is the wrong there? Grammar? Ug muingon ko’g patyon ta ka, I will kill you if you destroy the youth of the land. What crime? It doesn’t have to be a crime
(TRANSLATION: That’s it. When I became President, “Do not fuck with my country because I will really kill you. But they can’t accept that, these white-skinned Europeans, because of the way I talk. What’s wrong with my statements? Is there a time to say, “If you destroy my country and the youth…” where is the wrong there? Grammar? If I say I’ll kill you, I will kill you if you destrou the youth of the land.)
Ug wa lang sila’y gusto mastoryahan kay ilang mga liberal mao pud dili pa [inaudible] kay kana ilang mga financer — Pero ako, kahibaw na man mo taga-Davao. Muingon gani kog buhaton ko na, buhaton ko gyud na.
(TRANSLATION: They don’t have anything else to talk about because their liberals also will not [inaudible] because their financier — But as for me, the Davaoeños will know this, that if I say I’m going to do something, then I will really do it.)
So ayaw pasanginli ang kalibutan na ikaw, anak ka ng puta, imong tatay hold-upper, Do not use the — nahibaw ka, pubri. Ug ni survive mo’g pila ka tuig sa ka pobrehon, nganong musulod pa mo anang makadaot sa isig ka tao ninyo?
(TRANSLATION: So don’t blame the universe if you’re the child of a prostitute or if your father is a hold-upper. Do not use the — You know poverty and you surivived many years of it, so why should you enter into something that will destroy your persons?)
You know, ang pamilya, basta usa diha, anak o asawa, bana, mahulog sa droga, the family becomes… wala na bungkag unya dislocated tanan, whatever. Ang sakit diha it causes a social dysfunction labi na gyud katong naa sa abroad.
(TRANSLATION: You know, in a family, if even just one there, whether it’s the child or the wife or the husband who will fall into drugs, the family becomes… it gets broken and everything is disclocated, whatever. What’s painful about it is it causes a social dysfunction especially for those who are working abroad.)

Pero galit ako diyan sa mga tambaloslos na pulis diyan. Pero hindi naman lahat ganon eh. Mas daghan ang maayo diha. (There are more good ones than bad). They will have their day, basta ‘di lang ko mamatay. Five years, mawala rin ‘yan, mamemenos talaga.
Ganito ‘yan eh. Paugatay… paugatay ba, bisaya. Sino sa ating ang matitira? Ang translation niya sa tagalog is “matira ang matibay.” Sa Bisaya, “paugat.” Paugat gyud ba. Sino lang ang matumba dito, either ako o sila. Paugat. I don’t know if another President would ever be able to wage a war.

We are all Malay. It’s just a matter that half of the Philippines was you know, conquered by the Spaniards but long before 1521, si Magellan nag landing diyan, by about 80 to 100 years, Islam.

Tayong sa Visayas, na-convert ng mga Español sa Kritsyano. [garbled]
