PRESIDENT RODRIGO ROA DUTERTE
DURING THE 11TH FOUNDING ANNIVERSARY CELEBRATION OF THE EASTERN MINDANAO COMMAND
[Delivered at Naval Forces Eastern Mindanao Command Covered Court, Naval Station Felix Apolinario, Panacan, Davao City | 01 September 2017]

Kindly sit down. Salamat po.

Before I would begin to read my prepared speech, meron lang sana akong sasabihin sa inyo. And it comes from the heart, without hypocrisy, without any pride, no nothing.

Prangka-prangka lang ako sa inyo kasi Presidente ninyo ako at dapat ang tingin ninyo ‘yung tao na ako makapadala. I’m able to run an organization such as the military and the Armed Forces and the Police.

Alam mo, may bagong kaguluhan. ‘Yung kasama ninyo noon, si Trillanes. He has been at me, against me since the election. Pati ‘yung anak ko, si Pulong.

Election pa ‘yun. ‘Yung akin 211 million. And as a matter of fact, I gave them a general permission even to kalkalin ninyo hanggang to the last rural bank in the Philippines. Kung makita ninyo, inyo ‘yan. I do not have that money.

Now, itong anak ko pati ‘yung son-in-law ko, asawa ni Inday. ‘Yung pumutok ‘yung Mighty King, lumapit ‘yung anak ko, ‘yung asawa niya. Sabi niya, “Pa, kinuha ang law office namin ni Mighty King, para legal defense.”

Kami hong mga abogado, lawyering is lawyering. ‘Di ka mag-ano ng motive na tumanggap ito, for whatever reason — malaki ibayad, kaibigan. But if it’s a lawyering, gaya ng doktor ‘yan, ‘di ka makasabi na, “Bakit mo ginamot ‘yung kalaban natin? Bakit mo ginamot ‘yung iba?”

Eh ganun ‘yan eh. So I said, “Basta wala ka lang hingiin sa akin.” Ngayon, dumating ang panahon. The offer was three billion. Hindi ako pumayag. Now, settlement is 45 billion. Anong pakialam ng abogado niya?

 [inaudible] menos-menosan ‘yung ano because he’s practicing in the office of Bello, Secretary Bello ng Labor. Abogado ‘yan pati ’yung tatay niya, ‘yung balae ko.

Lawyering is lawyering. Now, itong anak kong si Pulong, sinabi ko bigyan ninyo na ako ng affidavit na may taong nagbigay siya mismo, kung may camera, may audio, mas maganda at tinanggap niya at narinig ko, “Ito bayad sa ano.”

I have assured you noon pa pag-upo ko kasi importante ‘yan eh, your trust. Sabi ko, “Kung itong mga anak ko, masabit sa corruption.”

Pinangalanan ko, si Pulong, Inday, pati si Sebastian. Because I’m only responsible for my sons and daughters. I cannot hold myself responsible doon sa mga apo ko na malalaki na. That’s no… they’re no longer under my parental supervision.

Now, ulitin ko. Kung may ebidensya — huwag ‘yung kay Trillanes kasi basura man talaga lahat ‘yan. Ako ‘yung example.

Kita mo naman anong ginawa ng Inquirer pati ABS sa akin. Lahat ng basura tinapon nila. At that time, si Pulong, hindi pa ako Presidente, kasali na doon.

So ‘yan lang ang sabihin ko. That is my guarantee. Pagdating ng panahon na nakita ninyo ako binobola ko kayo, you are free to advise me to step down or I myself would step down.

‘Yan ang in-assure (assure) ko sa mga commanding officers ninyo: na ‘pag ako wala ng silbi at hindi na kayo maniwala sa aking mga salita — If you no longer find honor in my words, then there is no reason why I have to insist on leading a country. Para sa akin…

But I have served the mayorship for 23 years here in Davao. Most of you were here. Nakita naman ninyo ang pagod ko.

Ang kontrolado ko, ang mga anak ko. ‘Yung mga apo ko, pati ‘yung pamangkin ang — Hanggang diyan lang ako sa anak ko.

And even financial and everything, sinasabi ko talaga, “Hanggang diyan lang ako. Puro tayo mahirap.” Hindi tayo mahirap na hindi makakain. But I cannot possibly finance all the education of my grandchildren.

Sinabi ko sa mga asawa, in-laws, “Hanggang diyan lang ako sa mga anak ko. ‘Yan lang ang buhay ko.”

So let us be clear. You need not really — Do not make it hard for you to find a reluctance sa ano. ‘Pag nakita ninyo ako corrupt at may nabalitaan kayo, maski isang libo, taasan mo naman ng konti ‘yung piso. Binuang na eh.

Kasi kung magbigay ako ng sapatos, binabayaraan ako ng isang libo. Eh hindi magkasya sa akin, ‘di ibigay ko sa iba. Tapos binabayaran man — Mga sapatos ‘pag ganun, sabi nila babayaran mo raw eh.

Pero kung marinig ninyo ako, you’re free. Wala akong ilusyon diyan sa ano… sa presidency na kakapit. I’m ready to step down, especially on the issue of corruption.

Sinabi ko na sa inyo noon pa, “I will step down.” ‘Pag na-involve ako sa corruption o ‘yung mga anak ko. Huwag naman ‘yung basura na ituro lang na ganun, na ganun.

Si Mans, I don’t know. Probability, pumunta daw siya doon sa — Kung… If I get it right, they were lawyering for Mighty King. Eh mayaman ‘yun, siyempre ‘pag kuha ka — Alam mo ‘pag ka abogado ka, kung sino maglapit sa’yo, lalo na malaki ‘yung offer na, “Depensehan mo ako.” No questions asked ‘yan.

That’s part of our oath of office. “Without fear or favor.” At walang — Basta kami, trabaho lang.

Ako ganun rin nung nagpraktis ako. May mga kliyente ako na against the — Ano pa ha, ‘yung mga trabahante.

I was handling big corporations. But then when I was a fiscal, things changed.

Mabuti ‘yang mag-klaro tayo kasi ayaw ko ‘yung magdududa kayo. Anyway, there will be a time for that. And if I think that I cannot lead you anymore with honor, sabihin ko sa inyo, feel free to write me a letter or maybe a text. “Step down as President.”

At ibigay natin sa — marami ngayon eh. ‘Yung iba, itong CHR kaaway ko. Dalawang araw na bakbakan pa lang sa Marawi, nag-isyu kaagad ng statement that they were going to investigate in Marawi.

Eh sino ba naman hindi magalit diyan, ikaw ang Commander-in-Chief. And at that time, sa first day, marami na akong patay. Anak ka ng — Talagang puputok ka.

Tapos there is — kabila naman. Itong mga babae, mga liberal, may magandang approach pa daw diyan sa away. Eh ‘di…

I hope the time will come na sila talaga. At tingnan natin kung maganda ‘yung suggestion nila there is another way of fighting ISIS, let alone the Maute. ISIS is nothing but an organization geared to the destruction of mankind.

Itong droga, hindi ako makaatras. Alam mo, when I said that, “Kaya ko ‘yung droga tapusin within three to six months,” ang template ko ang Davao.

So kayong na-assign dito for the longest time, alam ninyo ‘yun. Nalinis ko talaga. May namatay. Hindi ako mag-ano niyan. Imposible ‘yang…

O, yesterday. ‘Di ba sinasabi ko daily average ako ng three, four policeman or military namatay. It was an ongoing operation dito sa Mindanao, hindi pwede ‘yang police. To breach the gate lines there you have to call on the military. Kaya initially, sinong namatay?

What do you think drove the government forces, the security forces at the gates of Marawi? Was it something of a ruckus there na magbabarilan? They were there to serve a warrant.

Kaya hindi kaya ng pulis pumasok, pati Marines, marami akong patay. Kaya ako galit. Ayaw ko talaga nga makipag-usap until mamatay ‘yung…

Ngayon, sabihin ninyo, “What took your officials too long to decide?” Magkaiba ang ano natin. Ako, pulitiko. But hindi ‘yan pamumulitika. I have to get conscious of the cultural implications and the ideological.

Unang una, hindi ko kaya na makita ‘yung 70 — sabi nila noon, “We do not exactly know how much of them are being hostaged.” Sinabi ko, sa mga top echelons, “Dahan-dahan lang. We cannot destroy the mosque, because that will forever… Wala nang katapusan ang hatred diyan. Baka ito, mahilot pa.”

And second, I do not want blood — hindi bale tayo. Ako, kayo, okay lang. Ikaw, okay tayo mamatay. Nakita mo, papasok-pasok ako doon sa Marawi. Eh kung panahon na na ma-target tayo, ‘di panahon na.

But you know, the civilians are a different group. Wala talagang kasalanan ‘yan. Ako pa, kasi ako ang nag-o-order eh. I ordered the martial law and I ordered you to go there and fight.

I — I bear a — a heavier responsibility there. Pero ako, nung — sabi ko, dahan-dahan lang, kasi ‘pag sinira ‘yan… Eh, madali lang naman ‘yan. Pulpugin ko lang ng bomba bente-kwatro oras, eh ‘di bagsak na ‘yan.

But what will give us, in terms of goodwill… You would have wounded the feelings of the entire Muslim world. So, balanse-balanse lang ako. Ngayon, may namatay. Kaya nga ako nasasaktan. I grieve every night.

Minsan, hindi ko na tinatapos ng basa ‘yan. Sabihin ng — ng babae ko ‘yung aid na, “Sir, hindi pa matapos.” Hindi ako magbasa niyan. Sasakit lang loob ko.

Ako ang nasasaktan dito. More than yours, I bear the burden because I go to the widows, I go to the wake, ako ‘yung nakikiupuan dun, ako yung sinasalubong ng yakap pati iyak.

Eh ako naman, sa pulis, if mali talaga as in mali, wala akong magawa sa inyo. But for those who performed their duties — hindi kasi naintindihan talaga ng — hindi naintindihan ng Pilipino eh. When you’re being arrested, ito ‘yung kriminal, ito ‘yung pulis, ‘pag sinabi, “Gobyerno ‘to, sundalo o pulis, mag-surrender ka,” the duty of the person arrested — whether he really committed the crime or not — is not to resist, but to surrender peacefully.

Otherwise, kung may resistance, gumamit ng baril, itak o ano, the duty now of the arresting officer, the military or the police, you have to overcome the resistance. Talagang i-ganun mo. Why?

To take him under government custody and control, para madala mo doon sa istasyon, arestado, at imbestigahin.

Now, kung lumaban ‘yan and if you feel ang hawak .45 gun, mamamatay ka talaga… Look, patayin mo na ‘yang p**** i** na ‘yan. Hiningi nila ‘yan, ika nga.

Ngayon kasi, ‘pag grapple, masugatan talaga ‘yan, kasi i-overcome mo eh. May iba naman, ayaw talagang sumama, ‘di pipilitin ng pulis ‘yan. Pagka lumaban na, masuntok, masugatan dito. Pagkatapos, pagdating doon sa — ipadoktor. “Medical certificate: hematoma, bruises.”

On the basis of ‘yung ano, hindi man sila maniwala na lumaban, fa-file-an (file) ‘yung pulis ng kaso.

Kaya karamihan noon, alam ninyo ‘yan. Ang mga pulis, ayaw magkaroon ng kaso. Kasi ‘pag na-suspend ‘yan, wala na ‘yang pagkain at eskwela ng bata, tapos na.

‘Yan ang— Kaya dito sa Davao, medyo success story. Kasi pagsabi ko, “Kung sabihin mo lang sa akin ang totoo, huwag mo akong bolahin kasi babarilin kita. Ano ang nangyari?”

“Sir, ganito talaga, sir.” “Maraming taong nakakita?” “Sir, marami.” “Hindi mo ako binobola?” “Hindi, sir, ‘yan talaga ang totoo.”

Pagdating ng suspension order, ako na magbayad ng take-home pay niya, para walang aberration ‘yung income niya. Admitahin ko ‘yan. Ginagawa ko talaga ‘yan. Sa lahat. Basta sino ‘yung masabit ng ganun, performance of duty is ‘yung… Pero kung barilin mo nakatalikod, eh sa Amerika nga ‘yung nakahiga lang ‘yung black doon…

Pagtapos, itong mga bleeding hearts, mas marami ‘yung marunong kunwari. They think that they can… These are the people who can never be elected. Unelectable ‘to, kasi walang nakakaalam kundi marunong sila. Eh kung ganun ka, huwag kang pumasok ng gobyerno, madidisgrasya ka pa.

Ibibitin mo ‘yung military… There is other — there’s another way of dealing with the problem with the ISIS. How? Sige nga. How do you deal with the ISIS? Pati bata, niluluglog. Susmaryosep. Eh ‘yung iba naman, because of, ah pulitika.

So, may I read now — nandito pa naman ‘yung nagsulat ng speech ko, baka batuhin ako dito. Nakalimutan. Eh pinagpaguran ‘to eh. Makinig na lang kayo.

I congratulate EASTMINCOM, as it celebrates its 11th Founding Anniversary. May you always be mindful of your role as partners for real change and development in Eastern Mindanao, which is aptly echoed in the theme of your anniversary.

The nation and our people are eternally grateful for your efforts, [for] the efforts of the troops, in field or in office, in combating communist insurgency and in actively supporting the campaign against illegal drugs.

For your valiant efforts, we have neutralized more than a hundred NPA members. Your relentless operations also forced more than 300 rebels to surrender, yielded hundreds of firearms and IEDs, as well as found more than 800 enemy encampments.

Because of this, we are also able to clear more than 160 NPA [affected] barangays, and [insulated] more than a thousand barangays from NPA affectations.

Aside from that, EASTMINCOM’s active participation in government’s illegal drug operations resulted to the apprehension of thousands of drug personalities and the seizure of millions worth of shabu and marijuana.

Putulin ko muna dito ha? If you do not take care of the drug problem — kayo, kayong generation, matanda na ako eh. Kayo wala pa kayo, eh below 56 pa ‘yan, andiyan pa kayo sa serbisyo.

Kung wala kayong gawin dito, you will have compromised ‘yung mga anak natin. You will have compromised the Filipino. Mahirapan ang ating mga anak bukas.

You know, shabu is entering — dito nga, akala ko may kakampi ako. ‘Yung template ko nga, ang Davao eh.

Hindi ko alam, pagdating ko sa Maynila, naging Presidente na ako, and I was furnished with the copies of the intelligence data, na na kasali pala ang mga general, tapos maski sino libre [inaudible].

Parojinog, pinapatay niya ‘yung — apat na pulis diyan ang nawala hanggang ngayon. ‘Yung isa, nakita na doon sa nahukay. DNA testing, it was confirmed that he’s one of the missing policemen.

Ang iba mga ano… Kaya itong si Ardot, the remaining — ito ‘yung g***, place him in your arrow sa… I’ll in — I’m increasing the number — the money, the reward money on his head by five million.

Kaya kung wala na kayong magawa — off-duty — mag suri-suri kayo sa bukid. Hunting-in ninyo ‘yan. That’s 5 million.

Five million. Totoo. I do not care if he is really a complicit of Ardot. Kung kasama niya, dadalhin niya ‘yung ulo, abswelto ko na siya. Kasi ‘yun ang medyo [unclear] rin eh.

Tapos ‘yung isang official — and I was downhearted really to — na ayaw nilang umalis si… sino ‘yun? Si Espenido. Dahil baka balikan daw sila ni Ardot.

Sabi ko, “Anak ng jueteng ka. Anong klaseng mga pulis ‘to?” Eh ‘yung pulis niya eh, ‘yung police department niya. Paka-t******* nitong mga unggoy na ito. Talawan. Nakakaasar. Maya-maya ilagay ko ‘yung isang batalyon diyan sa Ozamiz.

Ito ‘yung hindi ko maintindihan, kung bakit tayo matakot sa mga inutil na ‘to? Ang… do you know what’s their bargain, ang pang-takot sa atin? Na patayin nila tayo.

Alam mo, kayo pati ako, nung pumasok ako pagka-Mayor, pulitiko, at nag-Presidente, alam ko papatayin talaga ako nila.

And may I say to them: I welcome it. Kaya pagpunta ko sa Marawi, anong sinasabi ko sa inyo? “I came here to die.” Kaya pangtakot nila na mamatay sila. Eh ‘di sabay tayong mamatay. ‘Yun lang pala ang problema eh. ‘Yun lang ang lamang mo? Takutin mo ako mamatay? Hoy. Kaligaya ko na lang, magsabay tayo sa impyerno.

Kaya mga ganon na pantakot-takot na… martyr. Ako nga, wala akong hiningi, ni pari. May pari dito? Father, huwag kang sumali dito sa away ng ano ha? Ah, ‘yan namang mga bishop, mga pari, kaibigan ko man ‘yan.

Namatay ‘yung limang pamilya sa Bulacan, pati ‘yung batang one-year-old, pinakialaman pa, tinusok sa dibdib. Wala akong narinig, and you were there. You were all here… wala akong narinig na outrage ng pari o human rights.

‘Pag na… ang Marines dun, napatayan ako ng 9, 10, wala man lang magsabi na, “Kaawa ‘yung mga sundalo natin, paano ‘yung mga pamilya? May mga anak ‘yan.” Anak ng.

Kaya ‘yung sabi ko na 50 billion, talagang totohanin ko ‘yun. Sana ma… I can address — I can raise that amount and address it to the problems of the police and I promise you that before I leave office, you’ll have a trust fund of 50 billion. ‘Yang 50 billion na ‘yan, para lang sa eskwelahan. [applause]

Sabi naman ng mga [unclear] nila Trillanes, nagpapalakas daw ako sa militar. At the beginning, I told you, do not nurture loyalty sa akin because I am just a —padaan lang kaming lahat mga pulitiko.

 

Sabi ko, “Just remain true to the flag, and if you think that is not — itong leader na ‘to is no longer effective, then… if I’m the one, just say so, and I will step down.”

‘Yan ang mahirap dito because uneven. In the propaganda, sila talaga. Eh sila ‘yung walang ginawa kundi mag-blog blog. So huwag muna ninyong pakialaman ‘yan, makunsumisyon lang kayo.

The military has the government’s full support and we honor the valor and bravery [of] the selfless EASTMINCOM soldiers who made the ultimate sacrifice in the performance of their duties.

I assure you that their sacrifice would not be in vain and the country will forever be in [their] debt.

Kaya, tayo, ako, nung bata pa… diyan sa Paquibato, Vice Mayor ako noon. Sila, si… ‘yung namatay na commander. Pinara ako. Pumunta akong Paquibato kasi ‘yung… bisita. Dahil kampanya na. Vice Mayor ako noon eh.

Pinara ako ng NPA diyan sa Paradise Embak. Sinabi na sa akin, sa mga tao diyan. “Sir, nandiyan sila, nag-formation.”

Eh ako naman, sabi ko, “Anong kasalanan ko sa kanila? Prosecuting them in court? That’s my job.”

Sabi ko… kung makatulong lang. Kasi ‘yung magpunta ako, sabi ng doctor, kailangan ito ng Furacin. Furacin is an antibiotic, ganito kalaki ‘yan. Mahal ‘yan, kasi isang… para pang… pang-ano sa nana. But she was still taking… ‘yung pang-soothe lang ng… the girl is still alive. She’s there.

Doo, nabuhay ‘yung bata. Pero pinara nila ako. I could feel the cold steel ng… M-14 ang dala eh. Tinusok talaga dito sa ulo ko. Ang pumasok sa isip ko, sabi ko… ang pumasok talaga sa isip ko, ganon… “Kawawa naman ‘yung bata.” And I was referring to Sebastian. Sa tiyan pa ng nanay niyan, three months nung nangyari ‘yun.

Sabi ko sa sarili ko, “Kaawa ang bata, hindi man lang makakita ng ama.” ‘Yun. Sinabi ko sa kanila, “‘Pag patayin ninyo ako dahil sa trabaho ko, okay lang,” sabi ko. “But let the world know na pinatay ninyo ako dahil sa trabaho ko. ‘Yan lang hingiin ko sa inyo.”

Ang mga buang hindi naman ako pinatay. Eh ‘di pag sunod kita namin, mura na ang inabot nila sa akin. Mga y***. “Mayor, gawan mo ng areglo.”

Kaya alam ko kayong nagdududa, marami kasing nagdududa kasi labas-pasok ako. May sundalo diyan na ma-capture, kunin ko.

Minsan naman, may isa, makatsamba ng isa. Sabi ko, “Bitawan mo na lang para ma-maintain ko ‘yung ano ko sa kanila.”

Kung isa, dalawa, sabi ko, “Matanda naman ‘yan. I-ano na lang ‘yan.” Pero alam ko, every time magdaan ako diyan sa mga checkpoint, ang mga sundalo, hindi tumatawa sa akin. Ang pulis lang. Sabi ng mga sundalo, “P****i** itong si Duterte, siguro ano ito, NPA.”

I enjoin our troops to continue to be faithful to their sworn oath to protect and defend our sovereignty and our people, especially as martial law remains in effect in Mindanao amid the persisting threats of terrorism and insurgency.

I was thinking that we could, you know, lift it earlier. But the way it looks, parang may spillover na sa ARMM eh. Sa Buldon. Let us see. If it is to the interest of the country that I will lift it, I will lift it. But if not, then we’ll just have to continue with the martial law.

And mind you, hindi ako nakikialam. When I said that I leave it to the military and the police to solve the problem, doon na ‘yun. Hindi na ako nakialam. Except ‘yung advice ko doon sa pulpugin ‘yung mga mosque, sabi ko, “huwag. Ma-ano ‘yan. Ma… hard to answer. Hard to answer ‘yan.”

It would take a long, long time for us to justify it or never at all.

Together with your command, I encourage political leaders and stakeholders to work closely with EASTMINCOM towards making Mindanao and its people safe and secure.

May you never falter [nor] cower in your resolve to let our communities enjoy the peaceful and prosperous life they truly deserve.

Mabuhay kayong lahat, mga sundalo. [applause]
