TURNING POINT: DENR 10 has not issued tree- cutting permit to MSU Naawan

NAAWAN, Misamis Oriental (MindaNews/09 March) — The moment of truth has come.

DENR 10 (Department of Environment and Natural Resources in Region 10) belied that MSU Naawan was granted permit to cut the 30-year old Narra, Mahogany and other trees on campus as claimed by Chancellor Proserpina Roxas during an interview with ABS CBN TV Patrol on 13 February 2014.

In response to my report and query, DENR 10 Regional Executive Director (RED) Ruth M. Tawantawan called me at 10:57 a.m. on  06 March 2014 to inform me, among others, that her office has not issued a tree-cutting permit to Mindanao State University (MSU) Naawan, particularly in connection with the construction of a gymnasium or a Training and Student Activity Center (TSAC), within its premises.

The phone call of RED Tawantawan confirmed what her Executive Assistant, Mr. F.  Escuadra disclosed to me on Thursday, 27 February 2014, that the application of MSU Naawan for tree-cutting permits was not acted upon by the Office of the RED because of deficiencies in requirements. The application papers were returned to the forwarding Community Environment and Resources Office (CENRO) of Initao, which has responsibility on environmental concerns in west Misamis Oriental.

A total of 68 mostly 30-year old trees were felled last January to give way to the construction of a gym inside the campus. Twenty-eight  of these were Narra (the biggest of which had a diameter of 1.25 meters), 19 were Mahogany and three were Ilang-ilang.

Nineteen more trees, mostly Mahogany, were also felled in other sites within the MSU Naawan premises.

The logs from felled trees were haphazardly kept in a dumpsite on top of one another covered with tree stumps, branches and mud.  The logs are currently cut into lumbers and are being sawn into various sizes in a mini-sawmill that uses a circular saw, also operating without DENR and LGU (local government unit) permit inside the campus.

This is not the first time that the management of MSU Naawan has gone into tree-cutting rampage on campus without permit and without consultation with the academic community.

Sometime in October 2009, the faculty, students and staff petitioned the Chancellor of the campus to stop the cutting of trees to no avail. The intervention of DENR, in response to my report, halted the felling of trees.  Subsequently,  the illegal bandsaw was dismantled and had ceased to operate since then. But no one was hailed to court for the offense.

RED Tawantawan declared that this time around the offender or offenders shall be held liable under existing laws and policies of DENR.

Two investigating teams were recently created to conduct an in-depth investigation on the circumstances surrounding the reported tree-cutting incident. The first team composed of CENRO Initao personnel failed to deliver. It was unable to submit its report on 27 February 2014 as mandated.

Tawantawan constituted another team composed of personnel from her office and from the Provincial Environment and Natural Resources Office (PENRO). The Team immediately went to Naawan early morning on Wednesday, 05 March 2014, to conduct a new in-situ investigation on the matter. (MindaViews is the opinion section of MindaNews. William R.     Thank you for sharing your side of the story. First of all, I am really observing how you always attack the management of MSU Naawan, ever since you got kicked out in the chancellor level.

    I think it is clear to me now that you are just doing this mainly to destroy the credibility of the management. Let me just remind you, during your time that you are a chancellor, what development did you to inside MSU Naawan? Just plant trees? Grow fishes? Excuse me. You did nothing but aimlessly plunge yourself in the government’s money. Do you want a proof? How many class rooms where you able to build? Did you even have thought that MSU Naawan is a “university” not a forest? Hello! They just cut those trees, because they are expanding. Ang hirap sayo kasi satsat ka ng satsat dahil sa totoo lang naiingit ka sa nangyayari now sa MSU Naawan.

    Now you are thinking who am I? I am just a former student under your time of being a chancellor. At first I do admire you sir. But this time.. you have gone too much. Too much envy kills. And are you really sure that there is no permit? Baka mamaya nyan sir eh baliktarin ka ng facts.

    What you do here does not affect the management of the MSU Naawan, You are destroying the credibility of the University itself! the Name MSU NAAWAN, which is my alma matter.. Where I got my college degree and is now working as a Professional here in Canada.

    I feel sad sir that at the stage of your life when you are supposed to have acquired enormous wealth of experience you still are more concerned of the trees and the birds, unmindful of creating a better life for the young who are born with poor families like many of us, you included MSUAN ka man. MSUN in its 34 years (1983-2007) of existence served more the pockets of some employees including yours than served its purpose of creating opportunities for the community and its people. And 12 years of these (1989-2001) was under your administration as Chancellor. I admit being a Naawanon that you were material in planting of trees in the Campus. But, is this the only legacy you were committed to deliver, not mentioning the MESC (MESS) you left with post and beams after spending 11 million? What happened to the fishponds, to the Prawn Hatchery after SPDA left? They are now back to harness after a decade of being abandoned. Your “clutter of a MESC”, is now with 12 classrooms, 2 air-con rooms for faculty and VC for Academic Affairs. Are you not happy that the living witness of your “inutility” is now covered? For 34 years, less than 500 students every school year were benefited with education they were forced to choose in the absence of other courses. Conveniently you said this is our mandate but what is obvious is the ease, the predictability and convenience of running a small entity, anyway you do not get more pay for more work. Your easy way out was, there is no budget for expansion. For 12 years you made us believe that giving more opportunities for the young and poor was not possible. Unfortunately, a Naawanon rose to the occassion and proved you wrong, The enrollment grew to 800, to 1400, to 1800, to 2,150 and now to almost 3,000. These are indicators of relevance. The people had shown their appreciation that maybe their dreams, in the midst of their poverty, can now possibly be realized. In appreciation to this positive development, the National Government poured more funds to accelerate development of human resources initiated by the later administration unfortunately yours not included. Obviously, this is one of the causes of your crusade to bring down this administration. But please think many times, you are instead shooting down many dreams for better life.Your poor performance was because of your own neglect and never the fault of this administration. And I have reason to believe, it is not the purpose of the recent administrators to do good just to highlight your failure. I think you understand, that we need to have more facilities to compliment this growth which is a wish of every administrator in his right mind. I am confident you are still in your right mind with array of excellent credentials you have. If so, I ask you to help this administration strengthen their human errors and I will rally with you to plant more trees and replace those uprooted and have better abode for the birds and the bees. But for the meantime let us secure the future of the children of the less privileged and the depraved. A nobler legacy we can bring to our graves than move every mountain to put into prison those who work so hard for the welfare of the poor.

      I can really be a witness to this one. Would you imagine, during our time in college, there is this building that was left there in the middle of nowhere. They say kulang daw sa budget para matapos yung building. I was a 2nd year college that time.. naka graduate na ako.. pero yung building tiwangwang pa din..

      Now I heard that building is already built. We could have enjoyed that new builing kung hindi nya binulsa ang pera ng bayan. I think mas maganda siguro if this former chancellor should be audited by the congress and senate. That far, why do you lack the courage to mention your name, the year and the course you finished at MSU Naawan if, indeed, you are very proud of your Alma Mater now? It’s because you are not what you claimed you are. Of course, I know you.You are betrayed by your emotion. Don’t divert but stick to the issue. You
    simply have to show the tree-cutting permit from DENR. That simple. You don’t

    I believe it is time for MSU-Naawan to be officially called a “State University”. Cutting of trees is the price we just have to pay for its development. We need buildings not trees. Mr. Adan, what you feel for the trees and the birds, we do feel it too …BUT the need of the many at MSU-Naawan right now are not trees but shelter for students. Are you not happy with how MSU-Naawan is progressing right now? From merely hundreds of enrollees before (for more than a decade under your administration) to thousands already these days? Isn’t it worth to be appreciated? But it’s hard for Adan and his cronies to see all of these efforts because he is a corrupt. His mind and his inner being is corrupt. He is a man full of jealousy and envy in his own heart.

    Look at other universities, they have all the facilities, the gymnasium, the buildings needed by their students because that’s what each and every school needs. Do you think these big schools never cut off trees before just to establish also their big buildings right now? They did! They sacrificed it because they are building their school. They are expanding as the students need it. The school needs it. Function hall can no longer cater the number of students. And yes, it has come to a point where the present administration has to sacrifice the trees inside MSU-Naawan campus because where should the gym be located given the land area of the campus? OR if you want.. you can leverage your lot where your house is located right now especially that it’s just stones throw away from MSU-N and situate the gym there and extend MSU-Naawan’s campus to your home, just to preserve trees that you want not to be cut off, why not?? Right?

    Well, what I have seen as the bottom line here is not actually about the trees but how you envy the present administration because through them, MSU-Naawan has risen tremendously in its capacity and you cant accept the fact that it is now developing.. That it can hold more students. That it can offer more courses. That it can be called a “school”. You know I have asked a number of people in Naawan, some students, some are just ordinary people, some are sikad-sikad drivers, and you know what they are saying? They are more than thankful enough to the present administration because they were able to break what is unbreakable during your times. They were able to add more courses, add more students, get more funding for projects, help more younger people to achieve their dreams and give hope to many aspiring youths, and that the school is now a school. Unlike before where it can hardly be called a school because “mura lang daw og laboratory ra ang Naawan” .. Come to think of it, Mr. Adan!!!!! Basin gi ganahan na kaau mo sa inyong school sa una. Well, of course ganahan gyud mo kay ang kwarta padulong man sa inyo! Why not?

    Another note to add, corruption is very clear on you. Why? Here’s a fact, there is always “NO” development under a corrupt official because his hands are so full that he can’t and won’t share it with others. And that’s the reason why MSU-Naawan for more than a decade never experienced growth.

    By the way, since you feel overly indulged with those trees that were cut off, you can start planting a tree in your home to replenish what was lost. Your tree plant counts. Just so you know, the school are never stopping their tree planting activity because they know that in years to come, those trees that were sacrificed inside the campus will be replenished by those trees that they planted somewhere. It may not be the narra tree but at least, trees were planted.

    And remember, JEALOUSY is a disease! you should ask God to take it out from your heart so your mind is at peace and you will be healed emotionally and mentally!
