  1. ARMM was hailed before as an instrument to effect lasting peace in Mindanao. Ibig sabihin napag-aralan mabuti yon. Bakit ngayon may BBL pa. Just enforce ARMM and laws affecting it. No need for a shadowy BBL.

    • ARMM is a proven failed experiment. It did not address the Civil War. It was WATERED DOWN AGREEMENT TOO by Congress. All can read BBL online. Whats shadowy with the new idea of WEALTH SHARING, REVENUE MAKING, DEVOLUTION OF CENTRAL HOVERNENT POWERS, RESPECTING IDENTITY AND CULTURE OF PEOPLES.

      • Shadowy because it looks like a creeping tactic to eventually lead to the separation of the Bangsamoro from the Philippines.

        • the opt-in is very controversial. ONLY 10% of the registered voters in an area is required and that area will be included in the expanded Bangsamoro territory. If there are 10% muslim and 90% other religious groups, the majority lose. And there are so many ways to achieve that – dynamic migration. Change address during a voter registration period to accumulate the 10% and they have another area.

          Another controversial provision is that beside their share of taxes (IRA) the Bangsamoro will receive two chunks of annual dole out 12B and 15B. At inception, the Bangsamoro will receive 75B.

      • Then reform the ARMM. Pnoy does not want it because it was started by Marcos after the 1976 Tripoli Agreement and the 1996 Indonesia Accord. The other groups like the MNLF and BIFF does not want it. Only the MILF want it, for obvious reasons. Will the BBL create lasting peace if there are still disenfranchised groups who are armed as well?
