Zambo City trader selling firecrackers despite ban

ZAMBOANGA CITY (MindaNews / 4 December) – Police authorities are closely monitoring the illegal operation of a businessman selling firecrackers and pyrotechnics despite a ban implemented by the local government.

Mayor Ma. Isabelle Climaco-Salazar issued Executive Order BC-23-2013 last November 11, temporarily suspending the display, sale and distribution of firecrackers and pyrotechnics.

Chief Insp. Ariel Huesca, regional chief of the Philippine National Police’s Firearms, Explosive, Security Agencies and Guards Section (FESAGS), said they will take legal actions against the businessman should he persist in dealing such products despite the prohibition.

Huesca, who is also the Police Regional Office-9 (PRO-9) information officer, withheld the identity of the businessman except in saying “his license is already expired.”

The FESAGS, which is one of the PNP’s operational support units, is the agency that issues license to businessmen to engage in the business of firecrackers and pyrotechnic products.

“We will apply for a search warrant and we will conduct an entrapment,” Huesca disclosed.

Once arrested, the businessman will be liable under Republic Act 7183, an act regulating the sale, manufacture, distribution and use of firecrackers and other pyrotechnic devices, the police official said.

He added that additional penalties or fines would be imposed in relation to the executive order.

Salazar issued the order after the City Council approved Resolution No. 955 last November 6 “requesting the City Mayor to issue an Executive Order temporarily suspending the sale, distribution and use of firecrackers and pyrotechnic devices in the city of Zamboanga this Yuletide Season.”

Meanwhile, Huesca disclosed they are also closely monitoring the sale of firecrackers and pyrotechnic products in other areas of the region to ensure it is in accordance to the existing law.
