Malaybalay LGU approves cash gifts

MALAYBALAY CITY (MindaNews / 17 Dec) – The Malaybalay City council approved the release of P23.8 million for the performance enhancement incentives (PEI) for the city government’s elected, regular, casual, and appointed officials and employees.

The city council passed an ordinance appropriating the amount sourced from savings from “personal services and maintenance and other operate expenses (MOOE)” for 2013, said Councilor Jay Warren Pabillaran, who chairs the city council committee on finance, accounts, and appropriations.

According to the ordinance a total of 595 persons will receive P40,000 as PEI.

Pabillaran told MindaNews attempts to negotiate the deduction of withholding tax failed as of the City Council’s regular session today.

The city government’s 1,141 job order employees were not included in the release of the extra cash gifts. But the city council approved the release of P22.84 million for their wage differential.

The second ordinance approved in a row cited that the job order personnel only received P254.09 per day.

Pabillaran, in his committee report, cited that the approved minimum wage for job order personnel from January to December 2013 is P329.04 per day.

The additional fund is for the release of P75.75 per day differential for the job order personnel, Pabillaran said.

The release of “wage differential” is the new scheme used by local government units for job order personnel after the Commission on Audit disallowed the PEI.

Vice Mayor Roland Deticio said the city government used it since last year.

As is tradition in Malaybalay City, the city government also gives special provision for barangay functionaries and teachers.

The City Council also approved Supplemental Budget No. 2 amounting to P18 million for purpose. Of the amount, P12.1 million will be released as grants, aids, and subsidies for village-based officials and employees in the city’s 46 barangays. About P5 million was allotted for “allowance for teachers” from January to December 2013.

The amount was made available after the city council also approved the reversion of funds allotted for “accounts payable” for the same amount.

City councilors did not provide details of the accounts affected by the reversion but cited the city accountant has certified the availability of the said funds.
