Cuy told GMA Testigo Tuesday that Sinsuat was on his way to Cotabato after posting bail at the Regional Trial Court here. He said the victim's identity was confirmed by operatives from the Davao City Police Office.
Sinsuat, he said, was the same person tagged by the Philippine Drug Enforcement Agency (PDEA) as part of the drug matrix Mayor Rodrigo Duterte revealed in October.
Duterte named Mayor Talib Abo of Parang, Maguindanao, his wife and 19 others, Sinsuat among them, as major players. No charges had been filed since for lack of evidence against the Parang mayor.
But the police report filed on the incident on Dec. 4 identified the suspect as 40-year old van conductor Ting A. Tula of Kabacan, North Cotabato.
As of Tuesday, the incident report has remained unchanged. Investigators at the Talomo Police Station told MindaNews they found Tula's identification cards among the victim's items.
The report said the gunmen were aboard two motorcycles and a van. Police refused to give further details, claiming investigation is ongoing.
Police inspector Matthew Baccay, Talomo police chief told MindaNews Monday they have witnesses who said the gunmen fired at the passenger van carrying Sinsuat. Two of three female passengers were injured and brought to Davao Doctors' Hospital.
He said the gunmen used M-16 rifle and .40 caliber pistols as police recovered 12 M-16 and two .40 caliber empty shells from the crime scene.
