Enok used a quote from the book, “The Art of War”, to emphasize preparedness as a means to win a battle.
“Know your enemy, know yourself, and your victory will not be threatened. Know the terrain, know the weather, and victory will be complete,” she said.
The 12th Police-Community Relations Month coincides with the Disaster Prevention Awareness month.
Enok stressed the role of the Philippine National Police in emergency response and management. She cited, in particular, the 9/11 attacks in 2001 and the experience of New Orleans Police Department in the United States after Hurricane Katrina hit New Orleans.
The joint observance, she said, is a good opportunity “to further strengthen police and community partnership, especially in times of disaster.”
This year’s Police-Community Relations Month has the theme, “Ugnayan ng Kapulisan at Mamamayan: Susi sa Kapayapaan at Kaunlaran. (Police and Community Partnership: Key to Peace and Development) .”
