According to Tesser Enhog, 32, of Barangay Nuangan here, the first license, which turned out to be a fake, was issued in December 2006 by Andy Batukapal, an employee of LTO Kidapawan district.
She learned her license was fake when she had it renewed in February 2007.
Naga Mimbala, senior traffic regulatory officer of Kidapawan district told her the document was fake.
The official receipt of the license was not computerized and the place of the issuance was Kalamansig, a coastal town in Sultan Kudarat, even if the renewal was done in Kidapawan City.
“I told Enhog it was fake and ordered Batukapal to check it. I also told her that if ever she gets the license, she should come back to me, unfortunately, she didn’t do that,” Mimbala said.
Asked why she decided not to see Mimbala, Enhog explained that she thought that her license was already okay. “But to my dismay, the OR (official receipt) turned out again to be fake,” she lamented.
Enhog wants Batukapal punished for what he did. “I want him answerable for his actions. What he did was deplorable. He faked my license twice and I can’t accept that,” Enhog said in Cebuano.
Batukapal could not be reached for comment.
Mimbala said Batukapal has taken a month-long vacation leave and is supposed to return to work on April 15.
“But until today, he’s still out. I have not received any letter from him that he’s extending his leave,” he said.
Mimbala said a formal complaint filed against Batukapal can help hasten the investigations.
“We’ve been receiving too many complaints but none of them has reached the court or the Office of the Ombudsman. This time, I hope the complainant is serious in filing the charges,” Mimbala said.
Batukapal has been assigned at the LTO Kidapawan district since early 1990s. (MindaNews)
