PRESIDENT RODRIGO ROA DUTERTE
DURING THE MEETING WITH THE FILIPINO COMMUNITY IN CHINA
[Delivered at Grand Hyatt Hotel in Beijing, China | 19 October 2016]
Maupo ho kayo. [laughter] Kasi ito prompter ‘yan. Kung wala kang utak, kagaya ng mga EU [laughter], mga human rights, eh magbasa ka diyan. Ayaw ko ‘yan. Kasi copying ‘yan, ‘yung sa klase tayo, copying. So, dito tayo sa—
I’d just like to greet some members of my entourage, not really because mas importante sila kaysa sa inyo. But to introduce to you the officers who help me run the country.
We have before us Pantaleon Alvarez, the Speaker of the House. [applause] Pagpasensyahan ninyo, balita ko kagabi hinahabol ‘yun ng, ewan ko, asawa niya o—[laughter] The Secretary Perfecto Yasay Jr., sa ating Foreign Secretary. [applause] Graduate ‘yan na cum laude. UP ‘yan. Siya ‘yung Press Secretary ‘yan.
Senator Alan Peter Cayetano. [applause] Bright ‘yan. Kita naman ninyo sa TV. Senator Sherwin Gatchalian. [applause] Where are you? Basta ang negosyo mo, pareho kay Speaker ‘yan ah.
Then we have, itong si Governor Hermilando Mandanas of Batangas. [applause] Si Imee Marcos. [applause] Then si Elizabeth Te of Philippine Embassy. [applause]
Marami pa po sila. Actually may sabihin lang ako sa inyo. Pero dapat ko kumpletuhin eh. Secretary Dureza of the peace process. [applause] Valedictorian namin ‘to sa high school sa Digos. Kasi nalipat ako noong Davao City tapos hindi man ako, ayaw man ng Ateneo sa akin. ‘Di ayaw. Kayo lang diyan.
Ang sunod po si Secretary Pernia, sa Economics. [applause] UP ‘to eh. Mabigat. Ano ito, Professor Emeritus ng Economics. Then we have Wanda Teo sa Tourism. [applause] Then we have Ramon Lopez, sa DTI, Trade and Industry. [applause] We have Mark Villar sa DPWH. [applause] Puro tigas ‘to. Sonny Dominguez [applause] ‘yung kababata ko ‘to. Valedictorian. Lahat ng ano ko dito sa, ipinakilala ko sa inyo, puro ano ‘yan.
Then we have Manny Piñol [applause]. Ito huwag ninyo itong ano. Akala nila taga-Kidapawan ‘to. This guy graduated Summa Cum Laude. [applause] Art Tugade, kasama ko sa Law school, sa San Beda. Valedictorian. Si Jun Evasco, bright na pari. [applause] Used to be a priest. He ssed to be an NPA. Sa panahon ko, mayor ako sa Davao, nahuli ‘yan siya. Tapos patayin na sana ng mga sundalo ‘nong nalaman ko pari silang dalawa nila ni Father [Tison?] Isang Waray rin. Dalawa ‘yan silang pari pumunta ng Mindanao, makipag-laban doon. But when they were arrested, I intervened kasi pari. Fiscal ako noon. Ako ‘yung nag-imbestiga sa kanila. And, after he was released, nag-trabaho sa akin, eventually naging mayor ako, chief of staff siya. Tapos tumakbo pagka-mayor ng Maribojoc sa Cebu, nanalo — ah Bohol, Cebu. Doon siya na, stayed for quite a time until naging Cabinet member siya. [applause]
Ang sunod sa kanya. Kalaban niya noon. Si General Esperon. [applause] General Esperon is my National Security Adviser. Tapos we have si Martin Andanar. [applause] Then we have Manny Villar. Ang aking… Well, I hope he will consider it. But sayang. Maybe next time I’d… Pero ako, ako ngayon Villar na ako. Totoo lang. So pagdating ng panahon, huwag na kayo magtanong.
Ang sumunod sa kanya si Bingbong. Bongbong. [applause] Kung manalo siya sa protest niya, baka bago ang ating Bise Presidente. [applause] Then you have the Presidential Spokesman, actually pastor ito siya. That’s why he’s very soft-spoken. Pastor Ernie Abella. [applause]
Sino pa bang? Ay si Harry Roque. [applause] Ito, ma-ano ‘to ha. He’s a very critical guy. He does not really care if you are a friend or not. And I like him to be that way. Tutal ako naman, there will never be a time that I’ll be talking about a bad arrangement or…Kung kaharap tayo, ang pag-usapan natin kung ano lang tama at nasa batas. So Harry Roque is a welcome guest sa aking entourage because I like people who speak up their mind tapos ‘yung honest. ‘Yan nga nagka-leche leche ang Pilipinas diyan sa maraming kalokohan.
Then you have itong, ito. Sikat ito na abugado. Ang kanyang mga kliyente karamihan mga artista. ‘Yung naghiwalayan tapos [laughter]…‘Yung iba ‘yung pinapatay ‘yung mga lover. Ano ito siya, ‘yung… Pati he’s the sartorial elegance kasi kung magdamit ito, totoo lang, hindi ko maintidihan din. Sal Panelo. [applause] Naka-barong.
Hindi ako masyado makatagal kasi alam ko ipit rin kayo sa panahon. Simplehin ko na lang. Itong Pilipinas para itong PAL na bumubwelo na, andar na brrrooommm, sige lang, nasa runway lang for almost so many decades hindi talaga tayo nag—hanggang diyan lang. So ano ang nangyari sa bayan natin? Bakit ganon? Bakit karamihan—‘Di ko na sabihin, naano ako eh.
Sa labas na lang, nagkalat tayo sa buong mundo, bakit hindi tayo makapagawa ng bayan, na atin na diyan tayo magtrabaho at walang delikado ang mga anak natin, may pagkain and all of the things that a country needs to survive? Maybe education but it is not really affordable to all. And, this is not really to offend anybody but ‘yung mga graduate din sa of lesser standard na — hindi rin pwede, kaya hindi nakakalabas ‘yung…
For example, ‘yung sa Del Pan bridge sa Tondo. Hindi mo na nabigyan ng panahon o edukasyon na maganda. If they could not even really talk in straight English or grammar ‘no that is acceptable, hindi makakalabas ‘yan sila diyan. Hindi talaga…Kasi ‘yan sa Tondo, kasi hanggang diyan lang ang kaya nila, hanggang high school. They do not get the proper education.
At sa Mindanao naman ganon. It’s rocked with troubles tapos hardly there is a quality of education somewhere na makuha. Eh ako, I’ve been mayor for 23 years. Ako po’y ordinaryong tao lang pareho sa inyo. Unlike ito, I have assembled sa Gabinete ko. Hindi ito mga pitsugin. Akala lang ninyo kasi hindi ninyo narinig eh. Hindi naman ito mga politiko eh. But they are really…
Kagaya ni Jess. Ako napaalis sa Ateneo second year. But ang, sa klase namin noon, Sonny Dominguez was the valedictorian. Paglipat ko doon sa Digos, Davao Del Sur, wala pang Davao Del Sur, isang Davao pa. Municipality of Digos, nandoon ako… Ang valedictorian namin si Jess Dureza, number 10 sa bar.
Maski ako saan ako magpunta, last talaga ako. Kasi maraming bright sa Pilipinas eh. Maski sa kabukiran. So ganito ngayon, why are we suffering and in shambles? Alam mo kung ano ang simple lang pagka-salita? Because there is so much corruption in government at saka, nakawan, pati drugs at criminality. ‘Yang tatlo na ‘yan ang humihila sa atin pababa. Kung walang magpunta doon, mag-tayo ka ng canning factory somewhere there in Mindanao. Kapag pumunta ‘yung NPA hingi. Tapos merong MI, of course, the revolutionary tax, [unclear] revolution. Nandyan ‘yung MN.
And even without the money element, talagang magulo ang ating bayan. Eh ako ho naman, I was pondering, I was already 71 years old. Gusto ko ng mag-retire. Tama na. 23 years as mayor. One time congressman then one time vice mayor ako ng anak ko so Inday, ‘yung nanuntok ng— [laughter]
So, almost 40 years ako. And I was a prosecutor. Fiscal po ako. I was just doing trial work everyday. But this year sabi ko kay Inday na ikaw na. Eh ayaw ni Inday. Kaya nagpapaganun-ganon ako. But for the many issues also kasi wala akong nakitang neither Grace, Roxas or Binay talking about the major problems of our country.
Wala akong narinig sa kanila about Mindanao. Alam mo ayusin natin ang Mindanao pag ka sumabog ‘yan, the Philippines will be a dismembered. Maniwala kayo taga-roon ako. At ang lola ko Maranao, ang nanay ko mestiza Maranao. Ang lolo ko Chinese. Macau. Lam eh. Maniwala kayo doon. Tsaka kaming lahat halos Mindanao ang line-up dito.
Pagka hindi naayos, I was not listening to anybody just talking about…Ang ano ‘yung… Kung nanuod kayo sa debate, ‘yung mga blah blah blah…Sabi ko nga kay Roxas, t*** ina, i-tape mo na lang ‘yung speech mo diyan, pabalik-balik naman. ‘Yun ang—Wala akong nakitang… And, of course, corruption and drugs. Nasisisra talaga ang bayan natin.
Kaya ako I had to run with nobody supporting me. Maniwala kayo na wala akong governor sa Luzon except two. Imee Marcos and Representative Abet Garcia ng Bataan. And, of course, sa Marinduque, si Velasquez. Cebu, wala ako.
And to think that my father comes from Cebu. Cebuano ako eh. Wala talaga. Ni wala ako ni isang barangay captain sa Visayas o sa Luzon. Pero tumakbo ako dahil ‘kako baka sakali. But I never expected na talagang manalo ako. I was just hopeful. Hopeful lang. Full of hopes. [laughter]
At pagdating ng eleksyon, despite wala akong pera, despite na wala akong makinarya, I said PDP who are really not but it was almost a moribund party. I could hardly…Wala talaga kaming pera. But when the votes came in, mag-umpisa tayo sa labas. Ke ma-Hong Kong, ke-Brunei, ‘yung average nag-landslide ako halos, on the average 75 ako sa lahat, labas, Saudi Arabia. Nag-[unclear] talaga ako.
Then okay lang ‘yon. Dito sa loob ganon rin. So ang majority from the next, I got 15. Out of that 15 million, six of that was my margin from my next neighbor. So nandito na ako. Isip-isip ko. Why? Bakit ako nanalo? Because tama ang messaging ko. ‘Yung sinasabi ko sa kampanya, I said, graft and corruption drugs pati criminality. So ngayon, nandito na ako, hindi kinakabahan.
Noon sa NEDA, meron kaming application sa railroad, I filed it when I was still a mayor but two years ago. Presidente na lang ako, na-withdraw na rin kay hindi daw bagay sa…It takes years and years and years. Maski anong departamento, isang taon ‘yan. Ang p**** [laughter] Alam mo itong mga g*** ‘to, hindi nagtatrabaho eh.
Kasi kung tatrabahuhin lang nila, kagaya ng permit. In Davao, makakuha ka ng permit, business permit three days. Electrical clearance, police clearance, one day. Hintayin mo diyan. Madali lang man kung trabaho…
Ang problema nitong Pilipinas naging kultura na ng korupsyon na kung gumalaw sila, magbayad ka pa. Anywhere. Ngayon, mag-uwi kayo sa inyo, magdala kayo ng mga perfume diyan, pagbukas ng ano, may lima ka, kunin ang dalawa. ‘Di ba? [Crowd answers: Yes] [applause]
Tapos pahirapan ang sa Immigration. Because ganito ‘yan eh, tou are not asserting your rights. From now on, kung may maghingi sa inyo, que se joda presidente, vice president para sa papel mo, p***** ina sampalin mo. [applause and cheers]
Iyon lang ang paraan eh. Ang mga Amerikano, they are assertive. Kasi kung hindi kayo mag-assert ng right ninyo, ‘di talagang mamamatay itong corruption na ‘to. Kaya kayo magsabi, sabi ko, sa Customs kukunin ‘yan. Pag kinuha iyan sabihin mo p***** ina, bakit? Hindi mo propidad ‘yan.
Huwag mong kunan ‘yan because I will raise hell. Magsisigaw ka. Makukuha ng mga media ‘yan doon o makukuha ng TV. Aabot talaga sa akin ‘yan. Pag umabot sa akin– [applause and cheers]
Ngayon ang RPN ni Andanar, nagde-debate kami, baka raw kami ma-libel. Ha, sige, maniwala ka diyan. 8888, I don’t… But if you are to call the Philippines, you have to enter the highway 802. No, 06 — 068 then 8888. Meron diyan. Lagay mo ang pangalan. Huwag mong dagdagan. Nagkaroon ako ng problema nitong si consul ganon kasi hiningian ako. Period. Lalabas ‘yan after, may umaga, may news eh. Lahat naman ng TV station may news. Pero one hour ‘yan, lalabas ‘yung mga complaints ninyo. Titingnan ko ‘yan.
Unang-una, ilagay mo, you put all the notice, the entire Republic of the Philippines that there is an employee na inirereklamo. Whether true or not, that’s part of the hazards of…’Eh kaming mga politiko, mga bilyon-bilyon ang tinago namin.’ But the next day, he will be given a chance to answer. Pero alam ko, alam na ng buong Pilipinas na ito siya may atraso ito. So I will remember him.
Now si Sal sabi niya na ang kanyang is medyo mahirap kasi ma-libel. I take the opposite stand na hindi because pareho lang din ‘yan sa reporting sa newspaper. You are apprising the community of the shenanigans of itong taga-gobyerno.
Hindi ninyo sumunod sa akin, wala talagang mangyari. So ke ma-pulis, ma-military, you just be assertive. Huwag kayong matakot ma-preso o dalin because I will be there. Kung magsumbong ‘yang inyong mga pamilya na ginawa sa inyo, I will take action immediately. Bakit mo kinulong ‘yan? Anong kasalanan niyan? Kapag hindi ka makasagot sa akin ng ganon, ikaw ang — baliktad diyan. Ikaw ang ipasok ko talaga sa kulungan.
Totoo ganon ang ginagawa ko. Maniwala ka. Nandiyan si Secretary Dureza. Ang isang mayaman sa Davao, mag-iinom ‘yan siya tapos pagka nalasing tinatapon niya ‘yung—Mayor ako, congressman siya. Tinatapon niya ‘yung bote ‘di nababasag. Eh nandoon ako, nakatabi ako sa kanto kasi kailangan mayaman. Kilala ko ‘yung may-ari. Eh tinitingnan ko lang siya. Okay lang. Sabi ng may-ari ganon talaga ‘yan. Eh golfer eh. Sa golf, ganoon rin, tinatapon niya ‘yung—
Tinitingnan ko lang siya. Tapos may mga bata, kasi ‘yung pagka sa mga night club, umaga medyo buy one take one ‘yan. Wala pa kasi ‘yung mga customer. But to attract the young people, ganon, mura, walang bayad. So he kept on throwing. Tapos may nagsayaw na — na bata, mga bata, linis, tinapon na naman niya.
Kaya naman lumapit ako, p**** ina ka. Ginanon ko ‘yung ulo, walang ulo, walang buhok eh. Ginanun ko tisoy ‘to. Espanyol. T*** i** ka sino ka? Pero kilala ko kasi kapitbahay namin eh. Hindi lang niya ako kilala. I mean dalawang kanto.
Sabi ko, sino kang p***** ina ka? Kung mag-asta ka…. Iyong nagsagot, ‘yung caddie na kasama niya. Sabi niya, ito mayor si Don Rafael Garcia., may-ari ng transportation diyan sa—T****** ina sinapak ko ‘to. Mga tatlong beses din. Ginanon ko talaga.
Pati ‘yung caddie niya, tapos pag ano namin, may baril pa. Walang lisensya. Huli. Sabi ko kay, ito, Ikaw Don Rafael Garcia. P***** ina ka. Tapos na ang Español dito sa Pilipinas. [applause] Leche ka. T*** i** ka. Tawagan mo ‘yung station commander. ‘Yung station commander galit rin ako. Eh bago lang na-assign doon, sa Talumo ‘yung istasyon nila. ‘Nong una maglibot siya, ‘nong bago pa maglibot boy siya ‘nong bago pa, maglibot siya sa mga restaurant, sa, binibigyan siya ng kape. Para po respeto tapos may toasted bread na may butter. ‘Di okay lang.
Noong matagal na, sige na pasyal doon sa mga ano tapos nag-order na ng steak na sinasama pa ‘yung kabit. Ang walang hiya.. Di tinawagan ko, sabi ko, p*** ina. Tawagan mo ‘yun, t****. Isa pa niya.
So pagadating niya, sabi ko animal ka. Tagal na kitang hinanap. Bisaya. Leche ka. Magkamali ka, babariln kita. Tsaka ano sir—Sabi ko libre kain ka lang. Dalhin mo itong Don Rafael Garcia, ipasok mo sa kulungan. Pag magpasyal ako sa istasyon mo, pag nakita ako, ikaw pating unggoy na ‘to sa labas, patay ka sa akin, papatayin kita doon sa istasyon mo. Maraming tumawag hanggang umabot ng. Ayaw ko talaga. eh…Hayaan mo ‘ya. Maraming nakikiusap… mga golfer. L**** ‘yan. Hayaan mo mayayabang ito. Ngayon, tawag si Jess kanya, ‘part, matanda na eh so maraming lamok doon.”
Mabaho talaga. Pati… Ang presohan sa mga istasyon walang kubeta ‘yan. Doon ka mag-tae, doon ka kumain, doon ka matulog, bahala ka sa buhay mo.
Sabi ni, Pakiusap ni Jess. Sabi ko… Ang unang tumawag nanay ko. ‘Di talaga ako pumayag. Mag-kapitbahay nga kami. Kasama ‘yung asaawa niya sa simbahan. Nanay ko nagisismba araw-araw eh. T*** ina well just an example na ganito. It has to stop. ‘Yung mga privilege na privilege nay an…Tayo lahat. Pay your taxes. Tapos huwag kayong matakot na bullshitin ‘yang taga-gobyerno. Because I said if you do not assert any right over them and insist on it, matakot lang kayo. Ang style ‘yan is. O meron kamong mga biyahera meron kayo. Paglabas ninyo sa NAIA, ayan. Marami ng motorskilo ang mga unggoy diyan naghihintay. Wala na kayong—Sabi ko: basta magkamali ‘yan sa inyo, sa harap ninyo. Boljakan ko talaga ‘yan para matapos na. [applause]
I-report lang ninyo sa akin. Ipaabot inyo, barangay captain ninyo. Sabihin ninyo ‘yun ang sabi ni mayor. Ipaabot mo lang. Meron talaga akong utusan doon. Bakit?
Ngayon tayo hirap ang bayan natin. may droga na, corruption, may away pa tayo ng Communist Party of the Philippines. So itong mga Komunista, it has really pulled us down. So bago ako naging Presidente, nakisaup ako sa kanila na mag-istorya and included in that ‘yung MI pati MN sa Mindanao.
Ang komunista responded to us positively and Dureza, si Bebot Bello and ‘yung rest ng taga-government panel, they are there talking in Oslo because Oslo provided their good offices na magka-areglo tayo.
In the fullness of God’s time, kung maawa ang Panginoong Diyos sa atin, kapag naplantsa natin ito, ang problema natin ang Mindanao na lang. Ngayon, wala ng away sa communist front kaya nadadala ko ‘yung mga sundalo sa Jolo, doon ang bakbakan. Kaya noong malapit na sila ma-wipe out tapos marami ang napatay na — eh marami na akong sundalo, hindi na ako manghuhuli ng NPA, eh wala na eh. Nag-uusap kami.
Ngayon pina…Expected ko ‘yan. Ginawa nila ‘yan noong mayor ako pinaputok nila ang Davao. Kaya ‘yung sa barbequehan plaza. But anyway, ganun talaga tiisin lang natin tutal eh nagkamali lang din siguro ang gobyerno sa intelligence. It’s a matter of intelligence eh. Mga bagay na ‘yan intelligence talaga. Iyong pag-operate niyang madali na but the intelligence that would save us the day iyon ang ano…
But kung ma-perfect na rin nila ni [unclear] siya rin nag-handle ng Moro insurrection, okay na tayo. Kung makuha natin itong tatlo…Mahirap ha, it’s a very long shot.
But kung sakali lang may milagrong mangyari maawa ang Panginoong Diyos, okay na tayo. And we can build really a nation.
Ngayon, maski ganun lang ito ngayon, wala ng corruption, walang kriminalidad, okay na rin tayo. Ang nagkaproblema lang dito is itong Human Rights kasi ang sinabi ko at abugado ako, maski saan mo tingnan hindi talaga iligal ang magsabi. Huwag mong sirain ang bayan ko kasi papatayin kita. [applause]
Huwag…Do not destroy the next generation. Alam mo kung magbitaw ako nito, kung bitawan koi to, I lose the momentum. Kawawa ‘yung mga anak pati apo ninyo. Sigurado iyan. [applause]
Mahirap nga tayo kung ako ang Presidente lalo na kung hindi mo pa…Ako, my advice, ako sabihin ko sa inyo ng diretso, Pilipino man tayo, pinapatay ko talaga, sorry na lang.
Kaya kung may kapatid ka, may tatay ka, sabihin mo talaga. Okay man ‘yan tayo pero huwag kang magtaka kung bagbagsak ka talaga because that is really in defense of the state.
But let me be very clear about the extrajudicial killing. Itong mga pulis na ito, ito itong mga nakatayo, itong mga nakaputi lahat, pulis iyan military halo iyan sila sa security group ko, iyong tig-secure ng tao. Ito PMA, ang pulis PNPA, Philippine National Police Academy. Iyong isa Philippine Military Academy. They stayed there for four years. And they are lectured on on all topics about governance, about the arrest, search and seizure and everything. Hindi ko na kailangan sabihin sa kanila na, ‘oh mang-huli ka pero ito ha bantayan mo kasi ganun.’ Because everyday sinasabi talaga iyan sa Academy that you can only kill a criminal only if your life is in danger. Iyong utusan ko sabihin ko magtrabaho kayo, hanapin ninyo, it really means go out, hunt for them, arrest them, take them into the custody of the law and if they refuse and offer a violent resistance, thereby, putting yourself or your life in danger of being killed, kill them.
Hindi ko kailangan ng ganun. Pati ‘yung reward na, reward dead of alive. It’s not even hours. It is not a language of the Filipinos. Sino nagturo sa atin niyan? The Americans. Where? Iyong mga cowboy nila: dead…Billy the Kid: Dead of Alive. Ang problema nitong Amerikano, kung sila ang gumamit niyan, persons of interest is actually you are being hunted and if you offer a resistance, just like the bomber, they will kill you.
And when we use it, because we are not the Americans, and they want us to be more inferior than them, they will hunt for you and threatened you with the international court, criminal court of justice. Kailan pa ba? When was it wrong to say, do not do it in my country because I will kill you. Do not harm the next generation.
Ang problema, it started with the human rights and what was really very unsettling is that pati ang — itong State Department and eventually Obama. Ganito iyan, buhay pa man tayo. Remember they went to Iraq noong giyera, oh pumasok sila sa Iraq. What was the excuse given to the public? To the international community, to the world? Because we will be going there because there are weapons of mass destruction and Saddam might use it against the world. They went there, destroy Iraq, killed so many people in the process and to say in the end, “there is no weapon of mass destruction.” Ganun lang.
Here the count is I have three million, I-add ko ‘yung akin it’s four million addicts. All gangsters and bad men. Ito dito you destroyed country, you killed a leader just to say that there is no weapons of mass destruction. You undermine Libya, it’s a failed state. You are now eating Syria. What is the redemption of Syria? Syria is being supported by Putin and China kaya hindi nila makuha-kuha. Or there…Aside would have long been gone…Sila kung sila ang gumawa whatever stupid reason it’s always sacred to them. And for all us little people, when we go into saving the generation of your country… You are threatened left and right. So that is why I was trying to answer but nobody was listening to me because every time I give an answer, ito ring mga ugok na nandiyan sa labas — i-quote nila ako but they do not complete the sentence or they do not complete the story. [applause]
When I said, I will kill you, they would only go, “I will kill you.” If you do this I will kill you, it is conditional. “If”, it may or it may not happen depending on the guy I am threatening. I am just waiting for your sin but if you do not commit the sin you will not die. Nothing will happen to you. Kaya ako ganito sabi ko, sabi ko, I’ll give you a computation ha, simple lang. There are three million addicts in our country. Three million at one hit,
isang snort ng shabu it’s 200 pesos. So three million one snort 200 pesos that is 6,000 for one individual, okay? Now, if they all sold out the three million, six times three that is 18 billion a month. That is 216 billion a month — a year rather.
Mina, mining companies, how much are they paying the Filipinos? Almost 70 billion. And our country is full of hoarse and the destruction of the environment. The untold destruction of…Kita mo? And they take it as a joke or maybe that you are joking and easy for them to say, we’ll hail you to the — to hell with you. There was this lady, si black, “be careful, Mr. Duterte…” “Shut up” [laughter] And she said, “did you hear Obama today chastised you?” “Oh who he?” “Sino itong p******* i** itong?” Alam mo bakit? Nakakainsulto eh noong mayor — when I was mayor well probably it was good. But I was just a mayor and insignificant in the affairs of the nation. I am just a mayor of a city. There are so many cities in the Philippines.
But when I became President, tapos ganunin mo ako, “murderer”, how about my countrymen? It’s not about me, however, insignificant you may look at me. No qualms about that. But how about the feelings now of my countrymen? How about now — the Filipinos outside of the country? That’s why I was really mad, galit ako. When you do that, you insult our people of a country.
So, you know, itong atin kasi, this is how it really works, we have been conquered by the Spaniards for 400 years. We were conquered by the Americans for 50 years, live of the fat of the land and colonize us — World War II. Were if not of the fact that they were in the Philippines, we would not have been a major target. We could be drawn into the conflict but not as a major target and the bombings.
And because we were under the Americans, we were perceived to be pro-Western. And because it’s really true because we were on their side and the Filipino soldiers died for them. At the end of the war in 1945, the Americans wanted to capture Manila, 200,000 died. Look at the pictures, Manila was really [unclear] By whose bombs? Americans. Because the Japanese were there and the American, Manila. So they wanted to flush them out of pinagbubuo nila carpet-bombing. And who caused the mass destruction? We were liberated. Of course, we were happy because we won at that time.
But right after that the Cold War…So we were fed with lies about evil, about China na itong China may sungay, kung anu-ano lang. So we grew up with the Red Scare. And then as grown ups, we kept a distance from China kasi — well, ano nga komunista, komunista, they look — they perfectly characterize communism as an oppression on the people. Sabagay if you were a communist, why would you oppress your own people? There was really hunger that cannot be stopped. It was a report to Mao Zedong that there was this [unclear] of no good. Ngayon ako, sabi ko, this has to stop because you were abusing the courtesy of my country.
So I’ll try to figure out a new foreign policy. Amerika? Maski ako hindi ako makapunta doon, hindi ako bigyan ng visa ng mga [applause and laughter]
When I was young, I went to America, the question was asked to me, I was still in college, “Why are you going to America?” Sabi ko, “I just want to visit my girlfriend.” Tapos sabi niya, “What if you decide…” “Are you in love with your girlfriend?” “Oh, yes, of course. What if you decide to marry and stay there?”
Sabi ko, Mr. Consul, even if you offer me free missiles for a lifetime and even if you offer me 10,000 dollars, I’d still return to my country and be a Filipino. [applause and cheers]
The problem is you go to America, you aren’t issued a visa. I remember the humiliation of Mayor Perdices…Sino ang taga-Oriental dito? Perdices was with me but I did not go there. Any invitation, study grant, he was one of those extended invitations to go to a month-long study under the auspices of USAID. There was a letter of invitation. And he [unclear], pagdating dito he was denied. Kindly [unclear] you have the letter of invitation? Pag-ganun-ganun pa. Denied. Hindi naman kami…
Pero sila anytime when they enter the Philippines visa free. Why? There will always be a time for [unclear] Bakit hindi natin tablahin? [laughter and applause]
Eh sabihin nila, “well, there are many Filipinos there.” Eh wala na ‘yon puro Amerikano na ‘yon, ugali ‘non pagka-meron…Oh bakit kami dito sa China, walang Pilipino? Dito pati sa mainland, there are about 300,000 and yet China is very kind. Wala naman dito, huwag ka lang magkakasala ng — wala akong pakialam diyan. [applause]
I’ll be frank with them. Here and now I will tell the China, basta drugs, kung death penalty doon eh bahala kayo. Kasi doon sa akin, death penalty doon sa kalsada pa gyud. [laughter]
So, kind of put them to…Kasi hindi nila ako pinapakinggan, sinasabi ko na three million that would create hell for everybody. Drug users. I was trying to explain CNN, BBC would cut my statements and insist on those extrajudicial killings. Assuming it to be true, assuming it to be true, what is that compared to the shattered nations of the Middle East? Iyong binomba ninyo? At least dito ‘yung mga criminals, the drug addicts, the drug lords. And I told them, go out because I will kill you. And so doon when you bomb a hospital, when you bomb a nursery, anong kasa…We pale in comparison with what the atrocities. In America, these are not — human rights. “Look guys, you are shooting black people while they are there in the ground lying.” Pinagbabaril mo pa. So what’s the defense? Nobody is complaining about it. That’s disparity because you have power.
Oh well, I will now realign — I will not ask for armies. America did not worry that I will place their missiles sa…Why? Useless. Why? Because if Russia, China, America, British, Pakistan, India, Iran would start a nuclear war and it will be a world war, there is nothing to talk about except to see you in heaven. [applause]
It will simply just create a big bang again and maybe another universe will emerge. So you expecting me to getting…For what? Rebellion? Rifles? You cannot kill your own people. We have to talk. If they want to talk, we force them to talk. It’s the only way to solve it. We cannot be forever be fighting and killing our own countrymen. But dito, I will…The foreign policy gears now towards dito. I will not ask but if they offer and they would ask me, ‘you need this aid?’ Of course, we are, we are very poor. You need this railway? Yes, sir. And if you can give us a soft loan, give us something like 20 years to pay, 15 years to pay. Even with the price just give us a little bit of an elbow room. [unclear] I will not go to America anymore. We will just be insulted there. When was the last time, [unclear] with America? We’ve never had any railroad. In Russia, it’s not crisscrossing African continent. It’s almost crisscrossing now the African — the railway.
What was the price? Loyalty. China said, ‘okay, I will do it for you.’ If they are going to give it to us or help us, lend us the money, and we can do it in our country, I will [unclear]. No more American interference. No more American exercises. What for? They always want China, Ame…Facing China, American and Filipinos, why? Why would I sacrifice the life of my soldiers? War?
Dalawa lang ang jet plane natin. [laughter] Binili natin sa Korea, we bought two jet planes and I have been insisting because somebody told me from Korea na those are Americans planes. And I asked for a clarification, somebody criticized me, ‘hindi ‘yan gawa ng Amerika.’ Sabi ng ano, ‘no, ini-outsource lang iyan, ngayon ‘yung mga Nike, mga ano dito ginagawa, China. It was just outsourced. It was just assembled there.
Meron tayong dalawang eroplano, sabi nila — liars ang gago. Ayaw tayong pabilihan ng mga missiles sa baba. We have ordered it and they say they haven’t gave it to us. Wala pa akong nakitang missile na…I really do not know what’s the…
Wala talagang magawa. Taken for granted.
So it’s about time to say: Good-bye my friend. [laughter] You stay in my country was for you own benefit. Do not tell us that you have provided us with education. We would have survived if there was no education in my country at that time, we would have invited one better than what they have given us. [applause]
So mabuti na nagkita tayo dito. But ako dito I’ll go back to the basics — our country. Okay na tayo. I’ll assure you, I give you my word, we are okay now. I give you my word [applause] there will be no corruption [applause]
My advice to all is that be assertive of your rights and anybody from the BIR, Customs, immigration, you have my backing: sampalin mo. [cheers and applause]
Create a ruckus so that you will be heard. Kagaya ko kung hindi ko binullshit ang mga p****** i***, [laughter] hindi ko sila pinag-hindot-hindot [laughter] hindi ako mapansin. Then I would not have been heard at all.
Eh para akong gago na takutin akong ma-preso. Look, even if it is true that they can [hail?] me to the criminal courts, I would be willing to rot in jail for my country. [applause]
God gave me a miracle of sorts. No money, no political machinery that was strong enough to carry me. But I won. So if I stay there until next month, if I am assassinated, ousted, then take it as part of that destiny. [applause] Time to go. Mapaalis man ako o mapatay ako o ano, hindi hanggang doon lang ibinigay ng Diyos sa akin.
Iyong sinasabing takut-takotin mo ako, sabi ko, patayin ko kayo. Ay bwisit, lahat ng tao mamamatay? Wala naman…What sustains about…Sabi ko nga sa Cabinet, magdasal kayo mahulog itong [unclear] Bakante ang…Sus marami gyud, pssst halika dito, susmaryosep. Iyong mga babae. Pero itong si RJ, hobby lang niya ‘yan. Hobby niya iyang meron siyang — he is an economist. They used to own Iligan steel wheels. Ang hobby ko, ah alam na ninyo. [laughter] Hobby ko nandyan sa kwarto sabi ko huwag kang lumabas. [laughter]
Itong mga tsismosa itong. [laughter] Anyway, I am very happy to see you tonight. [applause] And anak lang po ako ng mahirap, that’s why. I am left actually and the first presidential left. But I am not a members of the Communist Party of the Philippines. Pero ang ano ko talaga is dito sa kaliwa. I have never been a right coz I can never be one, I am just a son of a poor father.
So, itong buhay na ito hindi naman tayong lahat pinagbigyan ng ganito. There are just how many 16 presidents? I should [unclear] And I will not waste it. Wala akong agenda, pera, pera, wala na iyan sa akin. Baon pwede pa. [laughter] Pero ‘yung mga corruption, corruption. I guarantee you never hear a whisper ‘yung — hindi ko type iyan. I am here to serve. I am old. By the time — I have no idea — I wouldn’t even guarantee that I’d finish my term, but by that time I’d be old. But I like to just leave something.
What would the words that you’d want to be remembered? I just say, “Rodrigo Duterte, he tried his best.” [applause]
