Unya sobra sobra na ilang tabang nahibaw mo karon nibalik na almost 100 percent sa atong banana gina import na. Pineapple nag increase na ta by 65 percent. Gina palit na nila tanan. Karon pag kogi nalang mo. Mutabang man sila. Muhatag mag tractor ni si Pinol. Wa man pod diri. Basig kabaw may gidala.

[You don’t know that. You don’t know that if you happened to sell it to other people, the drugs can be traced back to who sold it. (I have no need for pushers and users. You know, users are really pushers. What sustains their vice are the people whom they infected with and sold drugs to. That is why the numbers climbed to 4 million. That is also why, when I was still Mayor at Davao, there was a problem. I knew that there was a problem in Davao City. But what I said when I was Mayor was—and I’ve been Mayor for the last 23 years—I told the criminals, “Do not destroy my city. Do not plant the city with shabu because you will destroy the country. Don’t, just don’t distribute shabu in my city because I will really kill you. I am not joking.)
Karon president ko, naingon ko na ayaw ug dauta ang akong nasod. Niabot na ug milyones ang natakdan. Now we are producing a nation of slaves. (Now that I’m president, I told them they should never destroy my nation. There are already millions of addicts. Now, we are producing a nation of slaves. The 40 percent who keeps on taking drugs now have their brains shrunk. And when the brain shrinks, the person is already insane. They cannot be rehabilitated. Their brains won’t grow back even if you blow air through their ears.)
So unsaon ko naman karon kanang 4 million? Mga katunga ana buang na. Inig kabuang ana, mangawat, akyat bahay, mang hold-up, human mupatay pa. Ang problema diha, mao ni. Sa iyang pag patay sa tao, pag hold-up, okay pa na siya. Wa pa kaayo mabuang. Butang ta na karong madakpan siya. One year after, unya naay mutudlo, mao na ang tawhanang ga kuyog sa bata. Didto sa kalubihan, nakit-an gi rape, patay.
(So what will I do with the 4 million? About half of that are crazy. When they lose their sanity, they steal, climb houses, perpetuate hold-ups. The problem with that is this. When he kills a person, steal from a person, he is still okay. He has not yet fully lost his sanity. Let’s put it this way. (And when they arrive at the station, they won’t even be able to utter their name. The police will ask, “What’s your name?” And the drug addict will answer with, “Our plantation is no longer operating.” And at the court, the lawyer will say, “Your honor, can we have the defendant examined before we have the trial? Can we ask for a determination if this person is sane enough to try in court?” A doctor will say, “He is out of place in the court.”
Tawgon ang doctor. Muingon ang judge, “Doctor, unsa maning yawa ni? Is he capable of facing charges in court? Makasabot pa ba ni unsay right and wrong?” Ug muingon karon ang doctor kay mao man gyud nay masunod. Expert testimony man na. Muingon siya, “Dili na pwede, Judge, kay buang na.”
(The doctor will be summoned. The judge will ask, “Doctor, how is this fool here? Is he capable of facing charges in court? Will he be able to understand what is right and wrong?” And whatever the doctor says will be followed because that’s expert testimony. The doctor will say, “It’s no longer possible, Judge, because he is already insane.”)
Muingon ang judge, “Pwede ba siya makahibaw, makasabot ug tama ug mali?” Muingon pud ang doctor, “Dili na. Basag na eh. May liki na.” So kinsa may manubag ani ron? Kung buang siya niadto ug buang siya karon, mas grabe.
(The judge will say, “ Will he be able to distinguish what is right from wrong?” And the doctor will respond with, “No, he can’t because he is already insane. There is already a crack.” And so who will take responsibility for that now? If he was already crazy and then, then he is definitely crazier now.
Now, who will answer katong abi nimo dakog patay, dyes mil lang ilang giingon. Wa ko kasabaot ana uy. Masking yawa na imong pakutkuton sa sementeryo. Mag ihap tag usap. You’ve committed a grave sin against Filipinos. Now I will really kill drug lords. Me and not the police. I’ve done the same for other drug lords. I, myself, will roast you. But so far, I haven’t been caught yet [Laughter])

(If there is a drug lord who cooks the drugs but has no runner, then it’s useless. There’s always a runner, there’s always money. There are vices. It’s like a monkey is clinging onto your back every time you do drugs. Whenever you feel the need for

Puro gyud na pobre kay pobre maoy ignorante, maoy maigo. Abi ninyo na pagsulod ninyo ana, mulutaw mo. Unya gwapo kaayong kinabuhi. Murag nakakita mog langit. Pero tunga sa oras ana, pagkahuman ana bungog ka na pud. Mangita ka na pud. So muingon ka they are only killing and they are killing poor people.
(They’re all poor because it’s the poor who are ignorant and so they are the ones who will get hit. You think when you first try it, you’re floating. Your life seems so good, it’s as if you can see heaven itself. But after half an hour, you slump back. So you’ll look for more. So now you say they are only killing and they are killing poor people.)
Well, I am sorry. I have to clean up and until such time mapatay ang drug lords. Mawala ni sila sa dalan pagka gabii mag lakaw-lakaw mahurot mo. Im sorry. Muingon mo pobre mo? That’s not an answer. May problema ako. 4 million addicts. Do you want another four million sa akong panahon?
(Well, I am sorry. I have to clean up and until such time all drug lords are dead. They will no longer be walking on the streets at night. Im sorry. You say you’re poor? That’s not an answer. I have a problem. 4 milion addicts. Do you want another four million during my term?)
Kinsa may mutubag atong mga bata na gina rape, gina patay? Kinsa man tong mang hold-up diha sa jeep, pamusilon ang mga pasahero? Kinsay manubag ana? Who will answer for the lives, innocent lives na dili– Nia pa ha. Pagtu-ay pa sa Middle east, Thailand and the rest of ASEAN countries. Naay daghan Pilipino. Bana ug asawa nag trabaho sa gawas. Nagpakabuktot ug trabaho para makakuha ug kwarta. Maka padala didto [inaudible] ang ilang anak unta maka skwela, maka edukar sa ilang kahago.
(Who will answer for the young girls who are being raped and killed? Who were those who perpetuated hod-ups inside jeepneys, shooting the passengers? Who will answer for that? Who will answer for the lives, innocent lives who are not—There in Middle East, Thailand and the rest of ASEAN countries, there are many Filipinos whose husbands and wives work there, outside the country. They bury themselves in their work just to earn money and send their children to school.)
In the Middle East, I am not specifying any country. Ngadto, ngano man? Uniporme na mag uli. Tanawa ang report. Makatulog lang sila 4 or 3 hours every day. Ang pagkaon lamaw pa. Ngano man? Kay ug wa ka ga trabaho ngadto ug ang iyang silingan o anak naay balay, limpyohan pa nimo na. Unya human, kwaon pa ngadto sa mga ig-agaw. Ang pobreng Pilipina usahay pabuntisan pa, i-rape pa. Muabot nalang diri sa Pilipinas, manganak sa kasilyas sa eroplano. And they swallow the indignity. Unya ilang antoson ang pagkawala [inaudible].
(In the Middle East, I am not specifying any country. Why? They look uniform when they get home. Look at the report. They get to sleep 4 or 3 hours every day. They eat leftovers. Why? Because if they don’t go there to work, they’ll work here cleaning houses for neighbors and cousins alike. The poor Filipinas sometimes get raped or get pregnant. And they’ll get to the Philippines, give birth in the restroom of an airplane, swallow the indignity. They’ll suffer the losses [inaudible]
Mura silag hayop para lang makapadala ug kwarta adto sa ilang mga anak nila diri para maka skwela. Makaulahaw pag-abot, ang iyang anak masagna. Ang anak niyang babae na rape, gi patay. Way nahitabo sa iyang singot. Way nahitabo sa iyang pagkatao unya ang mga durugista ang drug lords maoy mudato sa ka pobrehon sa Pilipino, iyang sakripisyo. Maka kwarta pa ning mga putang inang drug lord. Kaya letche kayo. I will kill you. Basta dili mo muundang. Mentras akoy presidente, yayarain ko talaga kayo. Musugot mog sa dili. Di na bale ko ma preso. I am ready to face the consequences and if I have to rot in hell, I will do it.
(They work like animals just to send money to send their children to school. But when they get home, they find that their daughter was raped or killed. Nothing was borne out from their sweat. But the drug lords are the ones who gain from the poverty of the Filipinos. They earn money from that. Curse you. I will really kill you. For as long as you don’t stop, as long as I am president, I will really defeat you, whether you permit it or not. I don’t care if I get jailed. I am ready to face the consequences. And if I have to rot in hell, I will do it.)
Maayo nang mag sinabtanay ta. Not all Filipinos are given the chance to be president. I am the 16th president. If you… It could be my honor. Kalipay nalang nako if I am killed in the altar of drugs in the Philippines.

(It is my honor to die for our nation. The opportunity to become president comes rarely. I am ready to die here. If they oust me, that’s okay. Anyway, when I ran [for president] very few supported me. In this side, only the Zubiris did. The older Zubiri said to run because they are mostly young ones and the old one… the governor. So why did I get those votes? When Ramos ran he only had 800, 000. Where did I get the six million? The message.)
Unsa may akong mensahe? Walay korapsyon. Masiguro ninyo wala juy korapsyon. Putang ina pamatyon tamo. Droga. Kirminalidad. Ug ang ekonomiya. Ana ko nga, “go silently.” Di ko gusto mauwawan ka. Ok na to na naka kwarta mo. Kay kanang taga Customs, BIR, kuan ra na ilang sweldo, tip lang na. Ang ilang pangwarta kanang—Well, it has to stop.

(When you travel, go abroad, no customs or police officer will open your bag. Until I say the word for them to open bags, no one from the government will open your bag at the airport. I won’t permit that. If a policeman attempts to open your bag, tell him that Duterte said he shouldn’t. Don’t touch the bag because Duterte told me that if you do, I should hit you. (So when you queue outside, the bags will be opened. But not anymore. No one from the government. And if there’s someone from BIR who asks money from you, tell him, “I’ll pay the real fee. If you don’t accept my money, my tax, I’ll pay it through Duterte.”)
Pero ingnon nako nga nangayo ka. Unya naa may 888 sa inyong direkta man na. ibutang ngadto ang pangalan sa opisyal, unsang petsaha, diin, unsang transaction. Ibutang diha iyahang ngalan. One month ra akong ihatag sa inyo. Ang passport ten days. Kanang mga dakong decision. Pero kaning mga regional directos. Well, I am warning everybody in government pati saaking opisina.
(I’ll invite you to Malcanang. Let’s have lunch there. I’ll invite also whoever that person from the government is. Register of deeds, no title, no papers, no—son of a *****. Too many explanations, will just make you go in circles. In the national departments… in NEDA back then, it will take 3, 4, 5 years. Now I told them, “All cabinets, Defense, Foreign Affairs, your passports must be acted upon one month and then it will come out. I’m only giving you one month. Ten days for the passport. The big decisions, but for the regional directors… Well, I am warning everybody in government and even in my own office.)
