SPEECH
OF
PRESIDENT RODRIGO ROA DUTERTE
DURING THE
GROUNDBREAKING AND LAUNCHING OF THE
ARMED FORCES OF THE PHILIPPINES-PHILIPPINE
NATIONAL POLICE HOUSING DESIGN AND
MODALITIES
[Delivered at Madayaw Residences, Kadayawan Homes in Bangkal, Barangay Talomo Proper, Davao City | 19 May 2017]
Kindly sit down. Thank you. Maupo po kayo. Salamat.
Our Secretary to the Cabinet Leoncio Evasco; Marcelino Escalada, the General Manager of the National Housing Authority. Last week he attempted to resign. Sabi niya maraming intriga dito sa Housing Authority, especially one of the biggest budgets sa gobyerno.
Sabi ko sa kanya, “Why would you do that if you’re doing right and good and honestly, you stay there until you die.” [applause]
Si ating Police Director, si Ronald Dela Rosa, si Bato. [applause]
[Speaks Bisaya]
Si Lieutenant General Rey Leonardo Guerrero, ang Chief of Staff [Speaks Bisaya]
I will not put the blame on anybody. It’s already too late in the day to do that. But what we are really saying to you is unless we make an extra human effort [Speaks Bisaya]
You know, I want everybody in government, taga-gobyerno ‘yun, to treat his position with, ‘yung respetong [Speaks Bisaya]
Those are the things that you should not do if you are in government. So I gave them all the leeway, hindi ako nakikialam. Totoo ‘yan. magtanong ka ng congressman o Cabinet member, I have yet for the life of me [Speaks Bisaya]
Ang program of work is there to follow. Follow it to a tee. And then there’s your job description. You just do what you’re supposed to be doing and we’re alright. [Speaks Bisaya]
But there is one caveat that I would like to announce. [Speaks Bisaya]
We cannot prevent flooding all over. That is one huge billions of pesos na [Speaks Bisaya] because we need the money for immediate and urgent projects. Pero kaning flooding, it would do you well. [Speaks Bisaya]
…certain parts in Ponciano Reyes, it’s below the sea level. We need to pump them out ‘yung water. We have the great canal sa Roxas but we have to rehabilitate the old one, I don’t know who’s going to do that, I cannot be a politician anymore. After this, I’m finished. I hope that Inday would stay for a little while and do the things which I had not been able to do. [Speaks Bisaya] then I could have improved much more than what I could have shown you in the years past.
Anyway, that is one of the things karon, our Secretary of DILG na [Speaks Bisaya] Sabi ko, huwag ka lang maniwaladiyan sa, huwag ka lang magnakaw, wala man problema ‘yan.
Then I have Mr. Ramon Ang sa San Miguel Beer [Speaks Bisaya] do you know why he is here? He contributed a counterpart of that dito sa Los Amigos. [Speaks Bisaya]… intended for victims of fire, syempre pag nasunog ‘yan ayaw nasilang pabalikin ng mga may-ari and some of them are really have, just dogs, they lived at [Speaks Bisaya]
So I decided to buy that peace of property there and it’s already full and it was intended for fire victims. I cannot just also turn away, maraming pumasok diyan na rin, “Mayor wala talaga kaming bahay.”
The same rationale or rationale if you may, ang ginamit ko doon sa Kadamay. You know, may mga… ang Pilipino inosente man [Speaks Bisaya]
Those are the things thatwould, mainbyerna ‘yung taop.
Mabuti na lang ‘yan so you can save.
[Speaks Bisaya]
Eh di huwag na lang, ba’t pa tayo magpatayan sa p**** i**ng, pera-pera lang naman ‘yan. so ganon ano. You will have a, an extra gratuity of… you can have loans diba? In addition to cover the inyong pagbayad sa balay. You will have the additional… that money should be used by you.
So ‘yun ang gusto kong… I am… Mas gusto ko ‘yung—
Ako hindi ako nag-iintriga ha. I do not need to do that. I am already the President. I got a majority that’s really very comfortable to me. And I do not hanker for any ambition anymore because I cannot run again.
But nandito itong mga taga-Maynila. And everytime I get to speak in public.
Tapos yaman dito, pasa-pasa to the generations, to the detriment of the Filipino people, hear me out.
‘Yung propiedad ng tao, ng gobyerno. Sa panahon ko, isasauli ninyo. Return it to the government at baka magamit ko pa, ‘yang Mile Long creek diyan sa Makati which is occupied by the Inquirer and the Dunkin’ Donut. ‘Yan ang may-ari ng Inquirer.
You got that property for 25 years for a song. Then another 25 years as a sweetheart deal. It ended several years ago. Ang ginawa ninyo mag-file ng kaso. And ito namang mga korte, kayong sa judiciary, you better come to your senses.
Kasi kayong mga taga… mga judges. Either nabibili kayo o talagang bobo kayo o kontra Pilipino kayo. That property should have been returned to the government.
Masiguro ninyo ‘yan. But return it to the people. At kayong mga sa judiciary, you are so very easy. Just issuing TRO, restraining order.
If somebody wants to move, he goes to court, and I’m inclined to believe nabibili kayo. Kasi TRO should not be given… what for?
Dito sa Pilipinas, p**** i** gobyerno lahat. Pera-pera lang. Stop it. Kayong mga huwes, this will be the last. Do not wait. Kaya kong magpakulong. I will rot in prison. But do not wait for the time na hindi na ako maniwala sa inyo.
Because if you keep on hostaging, i-hostage ninyo ‘yang property ng gobyerno na magamit pa namin para sa tao. Tapos you delay, delay and delay dahil sa pera, baka pagdating ng araw hindi maniwala sa inyo.
I will just say ‘to hell with you.’ At sabihin ko sa mga tao ito. Punta kayo ng Maynila. Property ninyo ‘yan. Hinahakan for 50 years and it’s about to be repossessed again for another 50 years.
Kunin niyo ‘yung propiedad ninyo, inyo ‘yan. Occupy the place, mamili kayo ng inyong lugar.
I’ve always been courteous in my words in the past month.
Either way komportable ako. I can rot in prison, I can go to prison.
And as I’ve said, dito sa presidency ko, itataya ko ang buhay ko, ang honor ko, pati ang presidency mismo. [applause] Wala akong ano.
Either way, maalis ako, matanggal ako, makulong. Okay lang. Huwag lang ninyong lo-lo-in ang taong-bayan.
Inaano ninyo eh. Kayong mga, kayo ‘yung puma-publish when you criticize government. Kami, kung mag-editorial kami para ng you picture us if we are pinaka-magnanakaw sa lahat ng—
When as a matter of fact, kayo ‘yung sige ng binababoy ninyo kami.
Gabby Lopez. I paid ABS-CBN 2,800,000. I was only able to gather money during the last weeks of my candidacy, ‘nong tumaas na ang rating ko, because historically 3, 4, 3, 4, 3, 4 lang ako.
Then suddenly 2 weeks nag-akyat ako ng 36 percent.
They never bothered to show my propaganda.
You did it to me, kay Romulo, kay Cayetano, kay Chiz Escudero at marami pa.
Ngayong franchise ninyo, kumpyansa kayo because ang franchise is renewable this year. If you are in operation for 25 years, maganda ang record mo, no need for another franchise.
But I’m telling you now. I will be filing charges of multiple syndicated estafa. Kawalang hiyaan. [Speaks Bisaya] Kakapal ng mukha niyong p***** i** kayo. L****.
They got it from government. They never used their own money historically ‘yung mga lolo ninyo. Nag-acquire ng mga ano ninyo.
They borrowed money because they had influence at that time and they could borrow thousands of pesos at that time.
You trace the history of your wealth. And you would see that all were borrowed money from the government.
Mabuti ng magklaro-klaro kasi— You might want to… Press freedom, press freedom kayo ‘yung number one magnanakaw, ayaw niyo isauli ‘yung propiedad, press freedom.
Kami? How about our freedom? We have our freedom of expression, to express our anger and that is my also constitutional right.
You, you’re b*****. You, mukha kayong pera, kakapal ng mukha ninyo. Kayong taga-media. You want to know my sentiments? F*** you.
Salamat.
