In a 3-page advisory, the AFP said it will focus on securing power installations in Kadampat town in Pangasinan, Bulacan, Tiwi town of Albay, Naga City, Balo-i in Lanao del Norte and Kibawe in Bukidnon
It said these areas are likely targets of bombing and other forms of sabotage by groups that aim to disrupt the conduct of election in those areas.
The AFP said that untoward incidents are not remote as manifested during previous elections and recent attacks of power facilities in Lanao del Sur.
Transmission lines, high capacity substations, power plants and barges are vital installations that must be secured for the continuous supply of electricity cities and provinces, it said.
The Commission on Elections has deputized the AFP and the PNP as well as the security forces of NPC and TRANSCO for the protection of power installations.
NPC and TRANSCO have created Joint Task Force Halalan 2007 for this purpose.
The AFP Advisory dated May 13, 2007 and issued by Maj. Gen. Jogy Leo L Fojas, Deputy Chief of Staff for Operations, was transmitted by the Office of Executive Director of the Comelec to all its provincial election officers.
Noting the high possibility of cheating when power interruption occurs, the Comelec has advised its Board of Election Inspectors to bring candles and flashlights in case of brownouts during the counting of votes.
