DOLE adopts web-based management system

GENERAL SANTOS CITY (MindaNews/15 August) — The Department of Labor and Employment (DOLE) central office has adopted the Internet-based Quality Management System (IQMS) developed by its personnel in Region 12 as model for the agency’s management system.

Ofelia Domingo, DOLE Region 12 director, said Friday Labor Secretary Rosalinda Baldoz has ordered a study of their IQMS for possible implementation by their 15 other regional field offices in the country.

She said their central office assigned Labor Assistant Secretary Katherine Brimon to look into the implementation of the IQMS for possible adoption later on in the entire agency.

“She wants (Baldoz) other regional offices to work on the development and implementation of their own IQMS to help enhance their operations,” she said.

Domingo said Sec. Baldoz cited the initiative as “a very important management innovation” and should be replicated by other DOLE regional offices.

DOLE-12 was the first regional office in the country that adopted the IQMS, which eliminated 75 percent of the paperwork requirements, enhanced transparency, simplified transactions and enhances its capability to deliver quality services.

The official said they formally launched the system in November last year, eight months after its information technology unit started its development.

She said the IQMS is run by a software based on the Google cloud system application that allows access to transactions that are considered for public consumption.

It was designed as an interactive system that allows regional personnel to input, update, edit, and view data online, she said.

Domingo said the available data may also be accessed through Android-based devices like mobile phones and tablets.

She said the IQMS has a portal that hosts various documents, among them the regional office’s quality and operations manuals that outline the organizational profile, scope, applications and definitions, mandatory processes, core processes, support processes as well as review and improvement processes.

It is linked up with various cloud systems such as the DOLE-12’s online databank e-reports, record registry tracking system, human resource information system, labor case tracking system, online special program for the employment of students and the online registration of worker’s association.

“With our IQMS, our clients can have easy access to and control of relevant information on their DOLE transactions. For our staff, it will increase–and indeed, it had increased productivity,” she added.

Domingo added that the Certification International Philippines, Inc. which is the International Organization for Standardization or ISO-certifying body of DOLE-12, acknowledged improvements in their operations with the adoption of the IQMS. (MindaNews)
