PEACETALK: Our united efforts and sacrifices to forge a long-lasting and just peace are finally bearing fruit

Ako’y lubos na nasisiyahan na makasama kayo at makapagsalita sa harap ninyo, bilang taga Mindanao at representante ng ating Secretary of National Defense Delfin Lorenzana na taga Mindanao din. 

Ikinalulungkot ng ating Secretary Delfin Lorenzana ang hindi niya pagdalo sa pagtitipong ito. Sa katunayan noong natanggap niya ang imbitasyon, kaagad niyang sinulatan ng “accepted.” Ngunit may mga pagkakataong hindi natin maiwasan, kaya hindi natin makakasama ang ating kalihim ngayon.  Nawa’y pahintulutan niyo akong basahin ang kanyang mensahe para sa inyo.

Our island of Mindanao is historically regarded as the “Land of Promise.” Today, Mindanao is now transforming into a “Land of Genuine Peace, Economic Prosperity, and Stability.”

Tunay nga na ang deklarasyon ng martial law ay labis na nakakatulong sa patuloy nating pagkamit ng kapayapaan at kaunlaran sa buong kapuluan ng Mindanao. Ipinamalas ng ating mga magigiting na sundalo at pulis, kasama ang mga tapat na mga opisyal at kawani ng gobyerno at iba pang mga organisasyon — ang maayos at epektibong pamamahala sa Mindanao. Ito ang naging daan sa positibong dulot ng martial law, kaya naman patuloy ang pagbigay ng suporta ng nakararami sa implementasyong ito.

To my fellow Mindanaoans, our united efforts and sacrifices to forge a long-lasting and just peace are finally bearing fruit.

Our national economy has been booming for the past few years, achieving 6 to 7 percent GDP growth, making it one of the strongest and fastest-growing economies in the Indo-Asia-Pacific region and in the world.

Mindanao has been at the forefront of this boom, thanks to the consistently improving security condition, improving governance and local development culture — all thanks to the leadership at all levels of government, from our Mindanaoan President to the region’s governors, congressmen, mayors, and other local officials, especially our barangay captains.

Ngunit marami pa tayong dapat gawin. Ang paglaganap ng terorismo at krimen ay patuloy na banta sa seguridad at kapayapaan ng ating bansa, lalo na dito sa Mindanao, at ito’y hindi kayang solusyonan ng kasundaluhan at ng ating kapulisan lamang.

Our beloved President Rodrigo Roa Duterte recognizes that these problems cannot be solved solely through military means.

This is why we are all here today: to celebrate what we have all achieved so far, in the realization of the Bangsamoro Organic Law, and prepare ourselves for its ratification process that will hopefully lead to a major change in our governance system, so that we can better address the root causes of conflict and finally bring just and lasting peace to Mindanao.

Makakaasa kayo na ang Kagawaran ng Tanggulang Pambansa o Department of National Defense at ang Sandatahang Lakas o Armed Forces ay lubos nasumasang-ayon sa pagpapatibay ng batas na ito sa biyente uno ng buwang kasalukuyan o sa January 21. Nais ko ding ipaalam sa inyo na aming titiyakin ang maayos, payapa at tahimik na pagsasagawa ng plebisito ng B-O-L. Gayunpaman, hinihimok ko kayo na maging alerto lalo na sa panahong ito.

This will be a big challenge for all of us, to be sure—there are still a few out there who are against the B-O-L, whose objective is to prevent the sucess of this law.

This is why I call upon all stakeholders, from the government as well as the private sector and civil society, to help keep the peace beginning today, during the coming plebiscite exercise, and even beyond. You, the people of Muslim Mindanao will finally be in control of your future, through the ballot box on January 21— it is our job, then, to make sure that you are all safe and secure while doing so.

I, therefore, commend the provincial government of Maguindanao, led by your outstanding governor, Esmael Mangudadatu, for today’s very significant and very historic event – the Bangsamoro Organic Law Grand Rally.

All of us should get inspiration from no less than our President Duterte, when he stated, that he is confident that the Bangsamoro Organic Law will be ratified through our scheduled plebiscite.

Habang inaantay natin ang resulta ng ratipikasyon, hinihikayat ko ang mga magiging pinuno, na magsilbing mabuting halimbawa sa inyong mga nasasakupan. Ating palaging isasaisip na ang tunay na pagbabago ay makakamit lamang sa pamamagitan ng inyong maayos at mabuting pamamahala.

Sa sapat na kapangyarihan na ibibigay ng ating national na pamahalaan para sa pamahalaang Bangsamoro, the new system is hoped to cure “historical injustices” inflicted upon the Moro People of Mindanao. Certainly, the realization of social justice, equality, and socio-economic upliftment for the Bangsamoro people is no longer out of reach.

What we are witnessing today is a historic activity, supporting our national government’s sincere and pure intent to foster a long-lasting and enduring national peace and stability in our motherland!
