The celebration was scheduled between the fasting period from 6 p.m. Monday to 4 a.m. Tuesday. The governor's convoy of seven vehicles was on its way to the family-owned resort when a car laden with improvised bomb and parked along the highway exploded just as the third vehicle passed.
