Sr. Supt. Federico Dulay, provincial police chief, identified the suspects as Jonald Neri delos Santos and Eliseo Baniqad Bautista.
Dulay said that based on the investigation, the bomb was carried by one of the suspects on board a motorcycle and lobbed in front of the house of the Nelgas family when they were about to cross to the town of Kabuntalan in Maguindanao.
Dulay said the bomb was not intended for Nelgas but was just a diversionary tactic.
Residents in the area had become wary of their presence so they reported the matter to their village guards or Barangay Tanods.
Authorities have yet to determine the type of bomb that exploded in Midsayap and the motive behind it.
Chief Supt. Felizardo Serapio, regional police director in southwest Mindanao (Region 12), said the arrest of the suspects can be attributed to the support extended to them by the tanods, civilian volunteers, and Citizens Armed Forces Geographical Units (CAFGUs).
The bomb attack in Midsayap was the second this week in Southwestern Mindanao.
On April 19, a powerful bomb exploded along Yap Sy St., in Cotabato City, while it was still in the hands of the bomber, causing his instant death and the injuries of two residents in the area.
