MALAYBALAY CITY (MindaNews/07 October) – Bukidnon Gov. Alex P. Calingasan vetoed an ordinance creating the position of provincial historical officer, according to a copy of his letter to the provincial board.
On August 31, the board passed Ordinance No. 2011-034R which created the position of an Executive Assistant III under the officer of the provincial governor who shall act as the provincial historical officer.
Board member Nemesio Beltran Jr. said the historical officer is tasked to collate and annotate the history of the province and to recommend the construction of a provincial library which he/she shall head.
The historical officer may also recommend the construction of for the late governors and vice governors and where these may be erected.
Beltran, son of a vice governor who later assumed the post of governor, also proposed the giving of memorabilia to the family of the governor or vice governor to be honored.
The resolution was passed following the death on July 27 of World War II veteran and local hero Esmeraldo Cudal, who was a survivor of the Bataan Death March. He was vice governor from March 1980 to April 1986.
In his September 27 letter, Calingasan also vetoed Ordinance No. 2011-023R, passed on May 18, providing staff personnel to members of the provincial board who shall work for them on co-terminus basis.
The governor said the two resolutions did not conform to the list of positions adopted by the board in Resolution No. 2011-494 in March 2011. The resolution, he added, adopted the 2011-2015 human resource management and development plan of the provincial government and its monitoring and evaluation system.
In explaining his veto, Calingasan reminded the board that the HRMD plan was made by the various provincial offices “to ensure that implementation of the plan is in accordance with the Civil Service Commission’s Guidelines”. (Walter I. Balane/MindaNews)
